The cornerstone of any national registration system: passenger plates for more or less common people. These plates are black on white with a "one letter-three digits-two letters" structure. There is a regional code, Russian national flag (not mandatory) and the "RUS" inscription in the right part of the plate. Below are regional codes you can find at most of the Russian plates varying from citizen to diplomatic and police plates. |

-- Plates having "20" as their regional code, are not issued and have been replaced by "95". -- Codes "99" and later "90" are used because their previous series ("77" and "50" respectively) have been exhausted. -- Code "97" was introduced in June 2002, when Moscow exhausted its "99" code -- Code "98" introduced in 2004 when St. Petersburg exhausted its "78" code -- Code "93" was introduced in June 2005 when Krasnodarskiy Krai exhausted its "23" code -- Code "177" was promised to be introduced in May 2005.
