Summary: The Thunderbolts arrive at Avengers Mansion to plan their joint attack on Nefaria. With the combined info gleaned from the Black Widow, Madame Masque and the T-Bolts, the Avengers have realized Nefaria's plan: to ionically charge the entire population of the planet so that he can control them as readily as he does Atlas and Wonder Man. They have also managed to pool their knowledge to build an Ion Cannon to disrupt Nefaria's energies, based on the paranoia-inspired contingency plans of Madame Masque.
As various Thunderbolt subplots play out, the combined forces of the Avengers and the Thunderbolts, plus their allies Captain America, She-Hulk and Madame Masque launch an all-out assault on Castle Nefaria. Their attack is met by Atlas and Wonder Man who are quickly subdued by their teammates. Nefaria emerges and reveals his ultimate weapon...the Ion Bomb.
