And the beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition. The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. These are of one mind, and they will give their power and authority to the beast." Rev 17:10-13
The known world then (Middle East), had the followings `empires' until the days of John at Patmos around 100 AD: -

The `seventh empire' will `in the future'. Once again before Rapture, the whole Middle East including Israel and Jerusalem will be under the rule from Iraq (likely). This will be the `New Babylonian Empire' ruled by the Antichrist. He will set up his capital in Jerusalem. However, the rule of the Antichrist will only for a short period of a few years only. He will be killed by the coming of our Lord at Rapture.

The eighth king (Beast), also known as the Beast (Rev 13:1-8), is of the seventh (Antichrist), but is not the seventh though his physical body is that of the seventh (Antichrist). He is not an agent of the devil but the Satan himself (Devil's incarnate). Since the Antichrist will be killed in Jerusalem (the city of David) at Rapture, The Beast will resurrect there, in order to deceive the Jews and Christians that he is the promised Messiah. He will assume the position of the seventh (i.e. Messiah and King).

After the revolution in the Arab nations and at a later date nations worldwide, he will appoint the leaders to be kings there with a total of 10 kings. He will then become the `king of kings'. `One hour' will represent the last 7 years of the Jews (i.e. 3½ years – under the wrath of Satan, and 3½ years – under the period of 2 witnesses or the wrath of God until Jesus 2nd Coming to begin His Millennium Rule).

Now the beast which I saw was like a leopard, his feet were like the feet of a bear, and his mouth like the mouth of a lion.Rev 13:1-2

At a latter stage it was found that ‘rising out of the sea’ represents ‘coming out among the Gentiles’. Thus, the beast is a non-Christian (Gentile).

7 heads
"After this I looked, and there was another, like a leopard, which had on its back four wings of a bird. The beast also had four heads, and dominion was given to it." Dan 7:6
Alexander the Great had four army Generals and after his death they took over the whole Greek Empire. The divided kingdom became 4 dominions with each general (head) becoming the ruler there.
And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed.
Since one of the heads can be killed, thus ‘head’ represents the head of state, ruler, king or CEO of big companies.
Thus, the Anti-christ will have seven very powerful heads to be his agents. These seven agents comprise of possibly heads of states (e.g. Saddam Hussein, Ehud Barak and many other rich and powerful heads, etc.), chief executives (e.g. George Sorros, Allen Greenspan, Bill Gates, etc.), heads of organizations (e.g. Heads of UN, IMF, World Bank, etc.), and rich and powerful individuals. These few names are just some of the likely candidates because of their fame and positions. By then he has taken over the power and authority of the Antichrist and will also have full control over other 6 heads.

"The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. These are of one mind, and they will give their power and authority to the beast." Rev 17:12-13
These 10 leaders (possibly successful rebels in the various Arab nations) will be appointed by the Beast as kings of those nations.
On his horns 10 crowns
These 10 newly appointed kings (crowns) will give their authority and power to the Beast.
On his heads a blasphemous name
All these agents of the Beast will be doing the work of the Devil. Their works will be directly against the teachings of our Lord Jesus Christ. Their proclamations are blasphemous because they deny the Lord Jesus and proclaim the Devil God.
The mortally wounded head
… And I saw a beast rising up out of the sea, having seven heads and ten horns, and on his horns ten crowns, … Rev 13:1b
And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed. And all the world marveled and followed the beast. Rev 13:3
… and he was given authority to continue for forty-two months. Rev 13:5b
The 7 antichrists (seven heads) of the Devil will cause havoc worldwide (period of sorrows) to prepare the path for the Beast. They will attack the financial and political systems of many nations. They will cause wide-spread rebellions and wars, racial and religious disputes, worldwide natural disasters, diseases, etc. Towards the end part of the period of the Great Tribulation, one of the antichrists (the Antichrist) will be killed at Rapture. By then, the Antichrist will be the `dictator of the world' of the `Messiah and Prince of peace' to all those diceived.
The devil himself will then use this Antichrist's body for his own incarnation. The resurrection by the Devil will result in the `Beast' i.e. the devil's incarnate.
The dragon gave him his power, his throne, and great authority. And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed. And the entire world marveled and followed the beast. So they worshiped the dragon who gave authority to the beast; and they worshiped the beast, saying, "Who is like the beast? Who is able to make war with him?" And he was given a mouth speaking great things and blasphemies, and he was given authority to continue for forty-two months. Then he opened his mouth in blasphemy against God, to blaspheme His name, His tabernacle, and those who dwell in heaven. It was granted to him to make war with the saints and to overcome them. And authority was given him over every tribe, tongue, and nation. All who dwell on the earth will worship him, whose names have not been written in the Book of Life of the Lamb slain from the foundation of the world. If anyone has an ear, let him hear. Rev 13:3-7
The Anti-christ is the incarnate of the devil himself. He will have all the authority of the devil including his throne. All demons and evil spirits will come under his rule and control. He will wield exceeding great power.
...And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed. And all the world marveled and followed the beast.
One of his agents, the endtime antichrist will be killed at rapture. He will then use the physical body for his incarnation. Because of this resurrection, and the many miracles and the spectacular displays of his immense power and authority, the whole world (including many Christian leaders) will believe and follow him.
...So they worshiped the dragon who gave authority to the beast; and they worshiped the beast, saying, "Who is like the beast? Who is able to make war with him?"
He will point to mankind to worship their only ‘god’ Satan, the imitation of God Almighty; they will also worship the Beast, the imitation of our Lord Jesus Christ, who is the incarnate of God the Father.
And he was given a mouth speaking great things and blasphemies, and he was given authority to continue for forty-two months.
Since the devil is the father of lies, he will declare himself as the incarnate of ‘god’ and the creator of the heaven and earth and will also glorify himself. He will have power and authority for only 42 months (3 1/2 years)
...Then he opened his mouth in blasphemy against God, to blaspheme His name, His tabernacle, and those who dwell in heaven.
He will blaspheme God and our Lord Jesus Christ and every thing that is righteous and holy including the dwelling place of God.
...It was granted to him to make war with the saints and to overcome them.
He will be given the power to kill the saints (godly Christians). It is a time of great martyrdom. All those martyred will be the blessed during this period of the wrath of Satan.
Then I heard a voice from heaven saying to me, "Write: 'Blessed are the dead who die in the Lord from now on.'" "Yes," says the Spirit, "that they may rest from their labors, and their works follow them." Rev 14:13
...And authority was given him over every tribe, tongue, and nation.
The whole world will come under his dictatorial control.
...All who dwell on the earth will worship him, whose names have not been written in the Book of Life of the Lamb slain from the foundation of the world.
All mankind will worship him and their destination will be the Lake of Fire. Only those whose names are written in the Lamb's Book of Life will overcome the wrath of Satan. These are the ones who completely obeyed the teachings of our Lord and the commandments of God without turning to the left nor right. Only then will they be found worthy to be lambs like Him.
...If anyone has an ear, let him hear
The Beast will be assist by the false prophet (2nd beast in Rev 13:11-18) to deceive Christians.
