As it states in the photo above, there was nothing on the top of this vehicle.  Our minds can create images naturally, especially when searching for the paranormal.  If you look closely below the bright orange/brown blur, there is a form that can be mistaken for an arm similar to one of a halloween type prop (you can even point out a bent wrist and pinky finger as if something was on top of the vehicle trying to reach inside of the window).  However, this is not the case as explained below.
The majority of this photo contains motion blur most likely due to the fact that at least 70% of the image is black, so the camera had to stay open for an abnormally long exposure (allowing for movement of the camera to create those images).  It's possible there are two types of motion blur here.  The far light streaks are single points of light that became squiggles because of the distance and movement (originating from street/stop lights).  The large orange/brown blur is different because most likely there was a finger that moved in front of the camera (if you look closely you can even see the path it travelled).  The slender, brownish "arm" is due to triple, or even quadruple exposure due to the camera moving in low light.  Actually it's the exact same effect you'd get from fake x-ray glasses (refraction in those glasses causes double or triple exposure
to make it look like bones).
