Some of you who were never involved the Homeowner's Association are finding that now that it is more active, you may have more opportunities to interact with the HOA. With everything from violation notices to committees you may become involved with, it always helps to understand the structure and the process.

The Homeowner's Association Board is a group of 3 to 9 property owners who are elected to a one year term at the November Annual Meeting. This group's responsibility involves management of the covenents. Part this process is reviewing the budget, making sure our money is being spent responsibly, upholding the covenents for the benefit all homeowners and to take the means necessary to ensure this is happening. This is alot of responsibility for a handful of homeowners who have jobs, families and other things to occupy their time. This is why we employ the services of Landmarc Property Management Services.

Landmarc is a professional management company who is well versed in property management, laws, and imparts on us the experience and expertise that homeowners do not have the time to acquire on their own during a one year term on the Board of Directors. I'm happy to report that this year we have an excellent manager in Leigh Uithoven. She has given us tremendous insight into what we could, should and would do for our future successes.

One of the ways that Leigh is working for us is attending our quarterly meetings and doing research on questions that new members of the board could not possibly know without some history. She is also on sight every week, riding through the subdivision, getting to know the area and informing us of any violations that will be going out. This notification allows the Board members to comment on any known issues with these violations - this is why it is necessary to contact someone on the board or Landmarc directly, should you be in violation of the covenents. If Landmarc has not been notified of  known issues with these violations either by the homeowner or by one of the Board, the violation notice will go out. Violation notices are reminders to address the issue. If there is a problen with addressing the violation in the allotted time frame, simply contact Landmarc. Leigh will be happy to discuss it with you.

Leigh also communicates with the Board  regularly answering questions and advising us. She is also in contact with individual homeowners answering questions, concerns and complaints against the Board, Landmarc, the
covenents, other neighbors, etc. She also guides us according to what other subdivisions are doing, what has worked and what hasn't along with providing guidance on issues that need addressing.

This year's projects have been to initate personal contact with all our residents so they would know who we were and what we were working for. As a continueation of this community building project we have worked together to form the Activity Committee, Welcoming Committee and The Newlsetter Committee. This project is still in the works and members are being actively recruited.We are also addressing the issue of drainage pond maintenance.  The next big project for the board will be a review and revision of our Highland Park documentation. There have been instances where omissions and generalities have proved to be detrimental to effective decision making on controversial issues presented to the Board. It is our hope that we can complete this revision in as little time as possible so that our documentation more accurately reflects the needs of Highland Park and its residents in the 21st century. Formation of strong committees will aid board members, by freeing up time, to meet these goals.
