Instructor Brings Varied Background To Courses Michael Downey is currently employed as the Coordinator for Western Nevada Community College's Distance Learning Programs. These programs serves both the thirteen interactive video classrooms in the college's service area and the college's courses on the Internet that delivering college courses "at a distance" to both high schoolers and adult learners. Dr. Downey earned an associate's degree in liberal arts from the University of New York, Albany in 1973, while serving in the U.S. Navy. After being discharged in 1978 he earned a bachelor's degree in social work and political science (1979) and a masters of public administration degree (1981) from the University of Nevada, Las Vegas. He began his public service career in 1980 and has served the state of Nevada as a social worker, statistician, research analyst and ending in 1993 as the Chief of Planning, Evaluation and Program Development for the state's Health Resources and Cost Review Division. During this time period he earned his Ph.D. (1987) from Columbia Pacific University's School of Administration and Management with a major in public administration. Dr. Downey's dissertation titled A Comprehensive Healthcare Data System, The Nevada Experience, provides a documentation of a project from the initial stages of problem identification to survey and data collection design, through the evaluation of the research findings and formulation of state policy and administrative law. These real life experiences in local, state and federal government form his background for the courses he teach. Since 1993, Dr. Downey has taught at Western Nevada Community College at both the Carson Campus and Douglas Center. The courses he has taught range from economics, history, political science, philosophy and management. He has also been doing private research and analysis, management, and grants development consulting and has served as the operations manager for the local public access television station. Mike enjoy camping, other outdoor activities, and antiquing, with special collections of books, cameras, fountain pens and watches. " I've learned to slow down a bit and enjoy my life a lot more. Single malt scotch, fine red wines, hand rolled cigars and judging boxing and chili cook-offs have helped!"
