AN OLD MIG fighter plane is mounted on a plinth in the centre of Hargeisa, capital of the breakaway Somaliland republic. It is a stark reminder of the civil war fought more than a dec- ade ago in which about 50000 died.

AU can take a leaf from China's book
In the case of Somaliland, the AU could offer it provisional recognition as a transitional special administrative region. This could be linked to it opening a dialogue with a new Mogadishu transitional government that, hopefully, will emerge out of talks in Kenya. Continued AU and international recognition of a Mogadishu regime could, in turn, be conditional on it entering into good-faith talks with Somaliland and Djibouti on issues of pan-Somali reintegration.
