| Changing... the Eligibility Ratings, may not be done until after a judgement is made about whether the child is determined to be in need of protection ( Risk Decision # 5 ) |
| At this time... as with all others, Standards - (2) - (3) - (4) - and - (5) must be completed. Standard - (10) describes the circumstances, under which the worker must complete the requirements of : Risk Decision # 6, Risk Decision # 7, Risk Decision # 8 - and - Risk Decision # 9 |

| If factual information... is received after the Eligibility Rating has been made, but prior to the first face-to-face contact with the child/ren -and- that information indicates, that there are no longer any reasonable -and- probable grounds, to suspect that the child/ren may be in need of protection, the rating may be changed, and the investigation discontinued. The decision to change the Rating, and not proceed with the investigation, must be approved by the supervisor -and- documented, in the case file. |

| The... Eligibility Spectrum is a tool designed to assist CPS/CAS staff to make consitent and accurate decisions, about elibigility for service, at the time of receipt of, referral, report, information. It assists in determining the requirements, for Child Welfare Services, because a child may be in need of protection as defined by Law, in the Child and Family Sevices Act SO1990 c.11 CFSA. Supervisory consultation and review, of complex situations, by CPS/CAS staff, using this tool, will support a consistent response pattern, by the organization. | After... wading through all this technical stuff, if you have, at least a minimum working knowledge of what's involved, then you are well aware, of strong indication, that CPS/CAS staff are well motivated and there's all likelyhood, they will find something, that fits somewhere in this, Risk Assessment Model. It's a kind of totalitarian facism that has been seen throughout our bloody history, by those who thought to know better, what was in, "everyone's best interests". Now, social workers are armed, with a whole new bag of tricks called, " Psychology ", " techno-jargon " -and- " psycho-babble ", to lull an unweary public, into a false sense of; truth, justice, morality - and - security. |
