Leichhardt Council moved a motion in 2000 against a similar proposed Bus Depot Expansion. Here is the text of the motion:

EXTENSION OF LEICHHARDT BUS DEPOT C133/00 RESOLVED PILKINTON/WINDSOR

1. Council opposes the proposal for the expansion of Leichhardt bus depot because of the unacceptable increases in traffic noise, the lack of detail and provision for on site parking, the absence of long term planning for this and adjoining sites, the delay in provision of the oval for Leichhardt High School and the widespread public opposition.

2. That Council express its grave concern that a proposal of the magnitude of the expansion of the STA bus depot in Leichhardt has been proposed with grossly inadequate public consultation with the local residents who will be dramatically effected by this proposal.

3. That Council host a public meeting with effected local residents, Sandra Nori or her representative, DUAP and STA as a matter of urgency.

4. That the Department of Urban Affairs and Planning be advised that Council has considered the Development Application No 78-03-00 for the extension of the Leichhardt Bus Depot at Balmain Road, Leichhardt and provides the following comments:

(i) The application is deficient in detail to enable a full assessment of the parking requirement for the development. A report on the parking generation of the development should be undertaken and plans demonstrating the parking provision on site should be provided.

(ii) The application is deficient in detail to enable a full assessment of the traffic impacts of the development. It is recommended that a new traffic study be undertaken. The traffic study should reference the "Assessment of Road Network, Transport and Traffic Issues" report prepared by Transport and Traffic Planning Associates dated October, 1999. The new traffic study should investigate the feasibility of providing an access point to Balmain Road. The report should also take into consideration the future traffic movements once the City West link is operating. (iii) The application is deficient in detail to enable a full assessment of the noise impacts of the development. It is recommended that a new acoustic report be undertaken. The report should measure current background noise levels at different times during the day and night and shall provide measurements of expected noise levels from the proposed development at those same times of the day. Should access to Balmain Road be provided, the acoustic report shall assess the impacts of the development on residences of Balmain Road.

(iv) The report accompanying the application does not address Council's Draft Local Environmental plan, 1998 which is a matter for consideration pursuant to Section 79C of the Environmental Planning and Assessment Act, 1979.

(v) A Site Auditors report should be provided prior to the issue of a Development Consent confirming that:

(a) the site is suitable for the proposed use in its contaminated state;

(b) the contaminants on the site will not move off the site, but will be contained on the site beneath the new sealed surface; and (c) any surface soil to be removed from the site is to be disposed of in accordance with the requirements of the Environmental Protection Authority.

The above RESOLUTION was carried on a show of hands 8 votes for and 4 votes against and was a subject to an AMENDMENT which was LOST.

The LOST AMENDEMENT was (Greenland/Butler) Council opposes the proposal for the expansion of Leichhardt bus depot because of the unacceptable increases in traffic noise, the lack of detail and provision for on site parking, the absence of long term planning for this and adjoining sites, the delay in provision of the oval for Leichhardt High School and the widespread public opposition.

Further that Council call an urgent public meeting in association with the local state member, DUAP and the Department of Transport to discuss the application.
