Cassidy belongs to Team Rocket. She and her blue-haired partner Butch are more successful operatives than Jessie and James will ever be, although all we've seen of them so far are their failures.

In her first appearance, she and Butch were running the Pokemon Breeding Centre which claimed to be a 'health spa for Pokemon' and could even encourage them to evolve. However, the reality was that they were keeping the Pkemon in cages and stealing the valuable ones. Their plans were foiled by Misty and a pack of photos, and they were subsequently thrown in prison.

From their breeding centre days they kept a Drowzee, whose hobbies clearly included belly dancing, and made it's powers strong enough to hypnotize all the Pokemon on an island in the Orange Islands, then force them to rebel against their trainers and willingly head to their HQ. However, their plans were foiled again and they were once more carted off to jail.

It's clear that they are favoured by Giovanni over Jessie and James as the great man himself personally bailed them out of prison the first time, but what's not clear is whether they are of a superior or subordinate level to them.

Cassidy is what's known in technical terms as a 'Class-A bitch', who has the ability and the drive to be purely evil. She is very confident, perhaps a little too much so which can lead to naivety in some situations. And, as Team Rocket requirements might suggest, she has a very short skirt, big earrings and very big hair.

She and Jessie have 'history', the nature of which has never been revealed, but whatever it was it's led the two of them to be true enemies now, so much so that Jessie even helped the police arrest her. It's not known what the future has in store for young Cass, but whatever it is you can bet it's nothing innocent!
