1966年に初めて日本を訪ねて以来の日本の人々の古い友人として、私の気持ちを述べさせていただきたいと存じます。貴方は日本を平和の道に戻すためにあらゆる手段を尽くされるべきであり、それは貴国の戦後憲法が約束していることでもあります。 日本の軍事介入を認め日本国憲法の文も精神も犯す新しい有事法制に反対されることを求めます。 断固たる態度で戦争に反対されるならば、多くのアメリカ人が貴方を支持することでしょう。

As an old friend of the Japanese people, dating back to my first visit to Japan in 1966, I would like to express to you my feeling that you must do everything you can to bring Japan back to the road of peace, which your post-war Constitution promised. I ask you to oppose the new Emergency Law, which will permit Japan's military involvement and violate the letter and spirit of the Japanese Constitution. I know that many Americans would applaud you if you took a strong stand against war.

どうぞ平和憲法を守るためにあらゆる手段を尽くしてください。平和憲法を活かし、それを土台として世界の指導者たちと共 に、すべての国々の安全と幸福を守るための新しい諸制度を-- 地球規模の安全保障システムを--作り上げる努力をしてくださ い。

日本の人々が持つ精神的、知的、そして「心」の豊かさが生か されるなら、それはすべての人間がお互いと、そして地球の自 然体系との調和のうちに生きてゆけるような方向に人類が地球 規模での文明のあり方をつくりなおしていくうえで大きな助け になることと思います。世界中の優れた科学者たちが、私たち が地球の生態系に著しいひずみをもたらしつつあることに警告 を発しています。そして、彼らの多くは、私たちが10年以内に 文明を転換しなければ世界的な規模での危機的状況に直面する ことになると言っています。しかし新たな軍備増強は私たちの 注意をそらし、これらの深刻な問題を解決するために力を合わ せて努力することを阻むことになるでしょう。

平和憲法を守ることは文ｾを大胆な新しい方向に導くうえでの 大切な一歩です。小泉首相、私は、後世の人々が歴史における 私たちのこの時代を心からの感謝をこめて振り返ることができ るよう、貴方が平和憲法の擁護および平和的な地球文明の建設 において強力な指導力を発揮されることを求めます。

I have been a deep admirer of Japan's Peace Constitution since I learned about it as a child, many years ago. Not only is Article 9 a shining beacon to the world's people who yearn for a peaceful world, it is also highly reassuring to your neighbor countries and others who remember the difficult period of time before the Peace Constitution was adopted.

Please do everything you can to keep the Peace Constitution intact. Please use the Peace Constitution as a foundation upon which to work with other leaders in the world to develop a new set of institutions that can safeguard the security and well-being of all nations: a global security system.

The Japanese people have enormous spiritual, intellectual and "heart" resources to draw upon, with which to help humanity redesign global human civilization so that all people may live in harmony with each other and with the natural systems of the Earth. Prominent scientists around the world are warning us that we are severely stressing the Earth's ecosystems. Many of them tell us that we have less than a decade in which we must transform human civilization or face a disasterous situation globally. A new round of military buildup will take attention away from our working together to solve these critical probems.

Keeping the Peace Constitution intact is an important step in the process of guiding civilization in a bold new direction. Prime Minister Koizumi, I urge you to play a strong leadership role both in protecting the Peace Constitution and in building a peaceful global civilization, so that future generations may look back on our period of history with profound gratitude.
