Bailey, Mr. - Current Status: Deceased - CIA Agent who masterminded Project Fireball and formed the covert ops team that destroyed the Katarthan people in order to force Ray Palmer back from the Amazon. The plan had been to recruit Palmer as the world's smallest spy but it backfired on Bailey as Palmer discovered documents connecting Bailey to the project. Palmer retalliated, shrinking Bailey and all of his team members to six inch height. Bailey and crew formed the Micro/Squad and began working as double agents, both for the CIA and for the Cabal, an international terrorist organization. The Micro/Squad ran several missions, even trying to kill Palmer at one point. After Blacksnake killed Atom III (Adam Cray), he took the size-weight control belt, restored himself to full height, and squeezed the life from Mr. Bailey in order to ensure his silence.

Ballard, Carl - 1st appearance in Showcase #34 - current status: unknown - crook who encountered the small six-inch tall alien, Kulan Dar, and controlled him using his own "Dominator" device against him. The Atom eventually tracked Kulan back to Ballard and defeated him. The alien was freed and Ballard went to jail. He was later released from jail (Atom #2) and used his knowledge of Kulan Dar's teleportation ability to free other inmates from jail. When the Atom interfered, Ballard used his ability to teleport the Atom away from him. In time, the Atom defeated Ballard and his gang and sent the criminal back to jail.

Bat Knights, The - Current Status: In Hiding - Descendants of 'the Little People' of myth, these Bat Knights attacked the Atom on two seperate occasions. (Atom #30)

Big-Time Gang, the - Current Status: Incarcerated or finished serving their time? - Group of criminals whose crimes were all based on large objects or large groups of things. They stole the world's largest book, for example. They all had names that began with 'Big', and would have been comical except for the fact that a few of them had potential. They were defeated by the Atom. (Atom #34)

Declemente - Crime-Lord (Action Comics #425)

Deraegis - Current Status: Deceased - Katarthan advisor to the King, Deraegis plotted to undermine the King's rule by twisting the King's decisions in a cruel manner and blaming it entirely on his rule. He managed to start a rebellion this way, but panicked when he was found out. He backstabbed the King, killing him, and then turned on the old unused white dwarf star engines that were unsafe. Dying of white dwarf star radiation poisoning, Deraegis never got to see the destruction of Morlaidh or its rebuilding as New Morlaidh.

Dr. Shrivel - Current Status: Incarcerated - Evil scientist who stole the Atom's research journals and reproduced twisted versions of the Atom's shrinking ray. His device stored the mass it gained from people, and left them maimed or dead in the process. The Atom stopped him and his cohort, but lost access to all his research in the process when it was destroyed in a massive explosion. (The Atom Special #2)

Hubbard, Ms. - Current Status: Deceased - CIA Agent, also a member of the Micro/Squad. Ms. Hubbard was a covert agent involved with Project Fireball. She and Mr. Bailey headed up the operation that killed the Katarthan people and flushed Palmer out of hiding. When the Atom took his revenge on those involved in Project Fireball, she was shrunk down to six inches in height along with the others, and became part of the Micro/Squad. She was also involved in the planning of the attempted murder of Ray Palmer. When Blacksnake, another member of the Micro/Squad, killed Atom III and regained the size/weight control belt, he grew to full size and literally squeezed the life out of Ms. Hubbard, adding her death to his long list.

Forced to commit crimes for Ballard, Kulan Dar fought against the Atom and lost, allowing the Atom to defeat Ballard and free Kulan Dar. (Showcase #34)
