Hawks' Aerie Charter

Being the rightful Charter of the Siena College

Collegium Aeri Accipiterum
or
Medieval College of Hawks’ Aerie

this document shall be the record of the governing tenants of said student organization.

  1. The Name of this club shall be the Collegium Aeri Accipiterum, or the Medieval College of Hawks’ Aerie, heretofore referred to as the Collegium.
  2. The Purpose of the Collegium is to further the study and enjoyment of medieval history and cultures through academic research and physical re-creation of crafts and activities of the period (exempla gratis, dance, calligraphy, sewing and embroidery, games, music, et alia), and staging events at which members can share and showcase the results of such.
  3. Membership of the Collegium is open to any members of the Siena College community or their guests interested in historical study and/or re-creation of the European Middle Ages. No person shall be barred from becoming a Colleague, id est, club member, due to matters of race, gender, nationality or ethnicity, religion, sexual orientation or disability known or otherwise perceived, or be discriminated against for the same by membership policy or otherwise.
    1. Unbecoming Conduct upon the part of a Colleague or disruption of an environment conductive to the avowed purpose of the Collegium may result in a Formal Complaint being lodged against the offending Colleague.
    2. Formal Complaints against Colleagues are to be presented in writing at a Curia Collegium, stating a specific, itemized list of offences and signed by at least two Colleagues, at least one of those being a non-officer. Upon being submitted, the Principal Officers shall deliberate the merit of the complaint, after which they shall deliver either an unwritten Informal Warning to the colleague named in the complaint, or if the Complaint is found Warranted by a majority of the Principal Officers, they shall issue a written Formal Warning to the offending member including an itemized list of offences of the complaint of which the member is found culpable.
      1. Second Complaints being lodged and found Warranted upon a member against whom a Formal Warning has already been issued within twelve class weeks shall result in the Officers issuing either a Second Formal Warning or Suspension.
      2. Following a Second Formal Warning if a third complaint is found Warranted within the same twelve class-weeks, it shall result in the Suspension of the offending member.
    3. Suspension from the Collegium shall be defined as disallowing the suspended colleague from participating in any club activity for the period of 12 weeks of normally scheduled classes (one semester), after which such person may reapply for membership to the Collegium, which will be granted or denied by a vote of the general membership determined by simple majority.
    4. Immediate Suspension of a colleague may be exercised due to actions on the part of said Colleague being found grossly negligent and/or dangerous to the well being of any individual or the club itself, to be determined a vote of the general membership decided by a majority of no less than two-thirds.

  4. The Officers of the Collegium shall be elected annually each spring semester having a term of one year beginning at the end of the spring semester, with no mandated term limits for such elected officers. The officers shall consist minimally of the Major Offices of a president, a treasurer/vice president and a secretary/PR officer, to be known relatively as the Provost, the Maunciple and the Scribe, or other historically appropriate terms, so long as there is no confusion created between different offices due to the similarity of such terms.
    1. The Provost shall be the chief executive officer of the club, preside over the Curia Collegium and be responsible for the running and activities of the Collegium in general and in whole.
    2. The Maunciple shall assist the Provost and be the chief financial officer of the club, keeping records of such dealings, holdings and assets of the Collegium and reporting as appropriate to the Curia Collegium and Senatus Studentorum.
    3. The Scribe shall be the records and publicity officer of the Collegium, keeping records of the minutes of business meetings as well as managing any club correspondence and publicity, and reporting on such as appropriate to the Curia Collegium and Senatus Studentorum.
    4. Additional Officers may be appointed as necessary, either as Minor Officers, for the purpose of conducting or overseeing specific activities, or as Subordinate Officers, id est, Deputies, for any of the above offices. Subordinate Officers may be appointed as needed by any Principal office, Major or Minor, to assist with such duties as would be helpful under the purview of that office, subject to approval of a simple majority of the Primary Officers.
    5. Resignation of an Office shall be accomplished through the presentation of a written resignation presented at an official Curia Collegium and under non-emergency situations be effected one month after such presentation.

  5. Meetings shall be held both for official club business, Curia Collegium, and for research and re-creation, either together or separately, as needed or desired while school is in session. The latter type of meeting may consist of practices, workshops, lectures or presentations, et cetera. There shall be no fewer than two business meetings per academic semester.
  6. Organizational Procedures for the club shall be as follows.
    1. General Procedures shall include all applicable rules and procedures established by the Senatus Studentorum and those of the Quaestor Studentorum, the Collegium compiling and submitting a report as necessary to said bodies.
    2. Voting and Enactment of Policy shall not be made until the proposals of such have been published to the colleagues, e.g., over e-mail, with sufficient time for perusal and comment before action is taken.

  7. Fees and Dues may be collected from the membership by the Maunciple as needed for specific periodic expenditures.
  8. Faculty Advisors shall assist and advise the membership in its activities and to insure the continuation of the purposes and policies of the club. Advisors, presenters and lecturers may be brought in to assist with specific activities undertaken by the Collegium in the pursuit of its educational goals.
  9. By-Laws shall be enacted upon approval by the club and proper recording and reporting to the Senatus Studentorum by the Scribe after they have been submitted in writing to a scheduled Curia Collegium, publicized for a period of no less than one week before being voted upon, and approved by a simple majority of the Colleagues.
  10. Amendments to this Charter shall be submitted in to a Curia Collegium in writing, publicized for a period of no less than a week before being voted upon, and approved by a majority of at least two thirds of those voting.
  11. Dissolution of the Collegium may be enacted by the Provost, Faculty Advisor, or by the highest-ranking remaining officer upon inactivity on the part of the club lasting longer than two full consecutive academic years, following which this or another charter could be submitted to the Senatus Studentorum to re-form this or a similar club.
  12. Ratification of the Charter by the Senatus Studentorum alone shall effect this charter and any subsequent amendments to the same.
  13. Effective Date of this Charter was achieved upon the ratification of the Senatus Studentorum on , having been formerly approved by the Colleagues on .
