Permissable Religious Expression
        in Public Schools

Recently , a federal judge took the unusual step of ordering teachers and administrators in Dekalb County, Ala., to aattend training seminars on permissable religious expression in public schools.

Ever since the Supreme Court outlawed organized school prayer in the 1960s, students, parents, teachers and adminastrators have often been confused over what kind of religious activity is and is not permitted on school grounds.

Two years ago, the Clinton administration issued guidelines to help clear up the issue:

        Students may...

      • Pray either individually or in groups, at any time if they are not disruptive.
      • Say grace before meals.
      • Distribute religeous literature on school grounds but may be restricted on times, places and manner of such efforts.
      • Wear T-shirts with religious messages if T-shirts with other messages are permitted.
      • Form a club to pray, worship, or read the Bible if the school accommodates other clubs.
      • However, prayers organized or endorsed by teachers or school administrators are strictly forbidden.
