Would be effects of summit diplomacy

The first week of June is once again going to be the summit week amongst the big two. This time as reported, the regional aspect of International Law and International Relations between both the Soviets and Americans are to be discussed. Observers say that the issue of Central Asia for its importance to the regional political scenario will be on the top of the agenda. Since both the big powers have a long historical links in the area particular in Afghanistan so they will closely contest their interests on the negotiation table. To many observers the forward policy tactics that the British colonial power in India had initiated in the mid 18th century on Afghanistan and which is now being followed by the USA will create new imperialistic antagonism in the area. This is because the Soviets have had enough of Afghanistan and Gorbachev being worried for his internal outlook would be leaving the central Asian show entirely to his allied western powers? 

And due to all this NWFP and Baluchistan, the Pakistani provinces bordering with Afghanistan will get the effects of such a world politics directly. This is because that in these two province more than three million Afghan refugees are residing and they have due to their prolonged stay in area created social and civic problems for the local residents who are now prevailing upon their government to sent the refugees back to Afghanistan. To this question even local intelligence has resorted .that in local press have time and again proved statistically the worth of the burden of the afghan refugees upon the local economy. Calculating roughly they say the non-productive expenditure on this account has risen up to 26 per cent of our nation budget. 

But still the pro-Zia element in the society who are still adventuresome in Afghanistan would not buy this argument. To them the pouring into our economy of the foreign aid for afghan resistance has boosted our economy and as such refugees were but a blessing for the country. However, the experts viewing the soaring rate of inflation in Pakistan have warned on the negative effects of mass migration and pumping of foreign aid through unrecognized and unknown channels as dangerous for the future of Pakistan. 

The situation after the death of Gen. Zia on the Afghan scenario is getting worse day by day as now on the very end both the big powers have decided to let Afghans decide their own fate by themselves. This attitude has come to lime light after the signing of Geneva agreement and wherefore Soviets have decided for unilateral withdrawal from Afghanistan. Many observers believe that during this summit both the west and the Russians are going to abandon their respective allies once for all. And here those knowing Afghans for centuries have a meaningful warning as they say 'no sooner Afghans are deserted by their former masters (the Soviets and Americans) they would fell into lawlessness and anarchy. 

This axiom was recently in May supported when the Austrian Relief Agencies and other offices of relief providing agencies were raided and looted by the Afghans. By such tactics Afghans have exposed themselves to the present day western friends who finding them thankless are now opting to stop their aid and relief measures. But at this very juncture as both the Americans and Soviets have developed mutual understanding the Afghans would suffer the most. Inside the country the government of Dr. Najibullah will not be able to defend itself due to no more Russian aid while outside the Afghan refugees and resistance groups finding all sources of aid to them as extinct would resort to unlawful activities. 

By now it is clear that west is going to defend its hard earned money as after finding their relief measures being looted and wasted by the unruly afghans. And such feeling is surely going to help both the world powers to come closer. Let us wait and see what the new summit diplomacy is offering in this part of the world?
