
Through the City Development Strategy, a World Bank-assisted project, Tuguegarao City developed a strategic plan focused on poverty reduction, economic development and good urban governance that allowed the city to fine-tune and coordinate its development efforts.
Through CDS, the different city government departments found common grounds for multi-stakeholdership efforts with NGOs, barangays, schools, churches and other sectors of civil society.

With the CDS seminars, trainings, workshops, consultations, and assemblies, Tuguegarao City acquired knowledge and skills, and developed the needed confidence and working relationships to move past the current undesirable conditions to the desired state - a HOME of God-centered, family-based, child-friendly, and globally competitive partners with broad and active intellects, spirited hearts and strong souls.
Multi-sector assemblies and workshops called for the
purpose of developing the City Development Strategy of Tuguegarao
also generated the goal-oriented problem solution approaches best
suited to the peculiarities and strengths of Tuguegarao City and of
its people. The strategies were grouped together according to the
city's intended outcomes.
