Pagtinabangay Foundation, Inc. is a small nongovernment organization (NGO) established in 1989 in response to poverty issues in Ormoc City, Leyte, Philippines. Four young men and a woman decided to set it up after a long series of informal discussions and, with very limited financial resources, started a lending program for market vendors in the locality. That was just the start. Months later, Philgerfund gave assistance to the fledgeling organization.

PFI's sights later expanded to include the agricultural sector. Ormoc, being an agricultural economy that relies for much of its income from sugar and rice, was ripe for social intervention. Initial social investigation showed that small farmers usually borrow money at usurious interests to finance their production activities.

So PFI started a sectoral organizing and credit project in seven rice-growing villages. The project was supported by the Philippine-Australian Community Assistance Program (PACAP). This project was one of PFI's first serious interventions in the peasantry sector. (Continue here.)
