Getting Started
First, you will need a PS or PS2 and a DDR game. The 4 mainstream ones are DDRMAX (PS2), DDRMAX2 (PS2), Dance Dance Revolution Extreme (PS2), and Dance Dance Revolution Extreme 2 (PS2). There are also a multitude of japanese titles, but you have to mod your system to run them (See here for more information). You will also need a dance pad. If you can find a bundle pack with a game and a pad, all the better. You can invest in a good beginner pad like a RedOctane Ignition pad. They are a solid pad, and you can get them with a warranty, so they are replacable if your pad starts to malfunction. Your other option is to go to your local toy store and find a decent pad, possibly with a foamcore. The foamcore will reduce wear on your legs and knees, plus, they are less likely to slide around. Most foamcore pads run in the area of $50 or so. Now that you have the gear, its time to start learning the basics. If you have NEVER played before, make sure that you try the Lesson Mode before you start getting into it, the lessons teach you the very basic steps, jumps, and patterns that you will need all the time. Play whenever you get the chance, because practicing is the most important thing you can do to become proficient at this game.
Also, remember to HAVE FUN! (Most important part :D)
