Plot Topper Harley is a big bodied, but small brained, man who has left his life on the edge (remember this is a sequel) to live a life of contemplation with monks on an isolated Eastern land. One day he is tracked down by his old commanding officer, Colonal Denton Walters, to rescue the rescue team that was sent to rescue the rescue team… who was stationed in the Middle East. At first Topper hesitates to return to his old lifestyle, but when Colonel Walters says "You are the best of what we have left!" he decides that he should help.

When Topper arrives in the nameless Arabian country ruled by a Saddam Hussein look-alike, he begins his mission – which is full of "Rambo" and other commando movie references. The entire plot of this "spoof" movie is based upon Topper’s mission.
