Direction Setting/Sectoral Policy and Planning
As manager of the TVET sector, a major task for TESDA is to formulate plans and policies and to provide planning services to the different stakeholders of TVET. This also includes promotion and facilitation of a pro-active job-skills matching process for the sector. Under this core business, we formulate and update the different technical education and skills development (TESD)-related plans, develop/formulate policies in coordination with the different stakeholders of TVET as represented in the different TVET bodies, conduct labor market and education and training market studies and researches, maintain the National Manpower Information System (NMIS)/Education Manpower Information System (EMIS), and provide awards and incentives to various players in TVET (including technical workers, training partners and community training and employment coordinators or CTECs).
Provincial TESD Plan (PTESDP), 2005-2009
The Provincial Technical Education and Skills Development Plan 2005-2009 is a local plan that responds to the National and Regional TESD Plans. The directions of the National and Regional TESD Plans are not however the only considerations during the preparation of the PTESDP. It also incorporates the economic and manpower development thrusts of the Provincial Government, industry and other stakeholders of TVET in Sorsogon.
The PTESDP is the basic local planning document that maps out the direction of the TVET sector during the period covered. It covers thrusts along training, assessment/certification, course registration, investments in TVET and development/empowerment of local TVET bodies.
Provincial Skills Priorities, 2005-2007
The Provincial Skills Priorities (PSP) 2005-2007 of Sorsogon lists the priority industry sectors in the Province based on employment volume, investments, gross value added and other criteria such as priorities of LGUs and the Provincial Government. The critical skills, volume of demand and causes of manpower shortage are also indicated in the PSP.
