After the fight between Urameshi & Co. and Sensui & Co., Mukuro invited Hiei to become one of her minions. Hiei accepted 'cause he thought that this was a big opportunity to improve his fighting skills and it was. (See the YYH manga # 17 translated to English by Melinda Miller). Then after the death of Raizen, Mukuro agreed to denounce her throne and join the tournament to decide who was the next ruler of Makkai. She didn't win but I think she was happy. Hiei stayed behind to help her bring the lost humans back to Ningenkai. I have no idea if Mukuro and Hiei are really "more than friends" but there have been fanfics where that has happened.

Mukuro had a really nasty childhood so she has killed a LOT of people in her anger (which was why even Kurama warned Hiei about how dangerous she is). She was tortured by this horrible man (I'm not sure if it was her father or just a slave merchant) and she escaped by disfiguring half her body.  She could have healed her scars because she has the necessary technology but they remind her of her past and fueled her anger. Without them, she wouldn't have been one of the most powerful youkai in Makkai.
