HUMAN INSTRUMENTALITY PROGRAM

A program proposed by the powerful international secret 12-man organization committee known as SEELE. Nerv was the organization that was to initiate the program. In Misato's words the human instrumentality program is "Man has already reached a dead end on its present state of evolution, the next step is to artificially initiate the evolution of man into a perfect single being." Mystery still surrounds the real meaning and objective of this  program and the program of SEELE is different from that of Gendou and Proffessor Fuyutsuki.
