Triquatra's government is a democracy and consists of an elected
government. The government consists of five Elders, one from each
city and two from the capital city, Centos. To be elected as an Elder
you only have to win the majority of votes. When running to become
and Elder there are guidelines in which you must follow:
· You must be at least thirty years of age.
· You must have political understanding and experience.
· You must be male.
· You run and own a substantial business or company.
Voting was compulsory for men who were part of Triquatra's workforce.
Although the government never really had to force them because they
saw voting and deciding for themselves who was to be apart of the
government, as a right and a privilege.
The Elders stayed in Centos in a government house made out of marble
and stone called the Forum. The Elders made and decided on the laws,
which affected the whole island. They could either decide to bring
in a law or listen to suggestions from the governors of the land.
If need be the Elders could dismiss a law in order to help the people.
In order for a suggestion to be passed and made a law or dismissed,
all five Elders must agree to this, if the Elders do not approve the
suggestion it could be taken under review. A suggestion my come back
to the Elders a maximum of three times with a minimum of six month
intervals.
The Elders could be dismissed from there position by a vote from
the people, if an Elder was seen as corrupt. For this to happen the
four other Elders must agree to this revote of the other Elder.
Each city had what was called as a "Governor". This person
would take any suggestions made by the people of that city and present
it to the Forum. The Governor could only handle laws affecting his
area and act upon those laws as he saw fit. If it was seen that the
Governor was mistreating his power, the Elders were able to stand
in and review the laws he had made.
If a crime was committed the Governor of that particular state can
handle it and give out a suitable penalty and sentence. If the crime
was extreme the person or persons would be sent to the Elders where
they would have to face them and try and prove their innocence. The
maximum sentence, which could be imposed on a person was that of death.
The death penalty was used for crimes such as murder as it was believed
that if someone took somebody else's life then theirs should be taken
away from them.
In 1968 the people of Triquatra voted to change the rights of the
people to form a constitution where all laws would be written and
abided by. This way of thinking was brought about by a man who believed
that this way of governing was unfair and outdated. His name was Giuseppe
Tannica and he later became the first President. These new laws could
not be changed unless a majority vote was found by the people. When
the vote was taken more then two- thirds of the population voted yes.
They also changed the elders to ministers and created a head of state,
the President. The government changed dramatically when this happened
and it remains this way today.
