       To advance our struggle for the realization of a nationalist, scientific and mass-oriented education, NKE plans to implement 18 programs for the term 2005-2006.

       1. Push for a Genuine Pro-UP, Pro-Student Charter.
We must safeguard our University from the mounting efforts of the government to further commercialize Philippine education. HB2327, which sets the foundation of democratic governance and prohibits UP's commercialization and eventual privatization, must be intensely lobbied for in Congress. We must expend effort to educate the students the beneficiality of revising an old, colonial charter into a pro-UP, pro-student and pro-people charter.

       2. Intensify the Fight for Greater State Subsidy.
Education is a right of every Filipino and not just a privilege to those who can afford to pay for it. We must therefore intensify our opposition to the government's agenda to liberalize education, privatize state colleges and universities, and impose tuition and other fee increases especially in public education. The declining quality of education brought about by its profit-oriented nature must be stopped. We, UPians, must now unite and intensify the call for GREATER STATE SUBSIDY TO EDUCATION.

       3. Call for a Genuine STFAP.
Assistance should not have with it an underlying interest to generate income. Such is the present Socialized Tuition and Financial Assistance Program (STFAP). With data gathered through the years, STFAP has been found out as just another scheme to extract money from the students. We call for a genuine STFAP. Assistance should be made ready for those who cannot afford to attain the sought after UP education.
