Minutes of Vista Kiara Residents Committee Meeting held on 31 August 2002 at 4pm outside squash and badminton courts

Item 1:           URGENT – GAS PIPING

  • VKROC has raised the issue regarding the poor condition and rusting of the gas pipe in the refuse area since April 2002. Units 01 and 07 have their gas pipes going through the refuse room and are most affected by this problem. This situation is now especially serious – earlier this month, a resident in block A-01-07 detected a gas leak and responsibly decided to repair the pipe at her own cost.

  • VKROC views gas leak as a very serious matter. An accident may occur anytime from an explosion that might be triggered by someone smoking a cigarette

  • The cost of repairing all the pipes is understandably large. If all units 01 and 07 have corroded gas pipes, we are talking about 102 units, and if each repair costs around RM 400, this would result in a charge of RM 40,000.

  •  TVMS believes the cost of repairing gas leaks is dependent on where the leak occurs. TVMS position has been that the gas pipe up to the meter is the responsibility of Gas Malaysia, and that the gas pipe from the meter to the apartment is the responsibility of the owner. Thus TVMS believes the responsibility is for respective owners to identify and fix the gas pipes themselves

  • However, VKROC believes that the management fund should be used to rectify the gas pipe condition for the safety and benefit of all residents and owners. Per the strata title, the refuse area is clearly common property. Further, the rusting of the gas pipes is obviously attributable to the daily cleaning and washing of the refuse area, which is no fault of the owner. Thus VKROC believes it is unreasonable for TVMS to expect all owners to commit and decide to repair the gas pipes - and if these repairs are not done immediately, an accident can occur anytime.

  • VKROC strongly requests TVMS to review this matter urgently and that the management fund be used to rectify any corroded pipes in the refuse room for units 01 and 07 immediately. Furthermore, it is prudent to take pro-active steps to protect gas pipes in the refuse room from further rusting and consider all appropriate preventive measures.

  • VKROC believes that those owners of block 01 and 07 (ie those who have gas pipes in the refuse room) who have repaired their gas pipes at their own cost within the last 12 months, should be entitled to reimbursement from the management fund  

Item 2:           Updates

 

  • VKROC thanks TVMS for installing the intercom system enhancement allowing residents to open the lobby door from the convenience of their unit. Thank you.

  • VKROC understands the CCTV is now fully functioning again.

  • Some of the supermarket trolleys have been labeled, but not all. Can TVMS complete the labeling? Also, some of the trolleys are in need of re-conditioning – can TVMS look into this?

  • VKROC has observed a few regular residents (blue BMW, a Hyundai and a Honda CRV) who are parking their vehicles in the visitor parking bays. VKROC remind all residents that any cars parked in the visitor bay without a proper visitor tag may be clamped  

Item 3:           Outstanding items for TVMS from previous month’s meeting

  • The problem with many of the drains being blocked or clogged is still outstanding. This  is leading to unsightly overflow and accelerating the deterioration of the tennis courts. Can TVMS look into this matter?

  • VKROC has yet to receive the updated accounts and look forward to doing so.

  • Can TVMS clarify what is covered in the monthly pest control services?

  • The water flow rate at the car wash area remains an inconvenience. VKROC understands that a booster pump such as those of “Groundfos” brand may be a solution. Can TVMS look into this matter?

  • The population of birds nesting in the roof of the badminton court/multipurpose hall area seems increasing and the aluminium foil is littered with holes. We understand that this will impair the heat resistance of the roofing and that this problem is difficult to solve. Can TVMS search for a long term solution?

  • TVMS has highlighted the availability of the Intell Power 6106 energy saving device which can save up to 30% of a unit’s electricity bill. This would be a fantastic saving but VKROC members are unsure as to the validity of the claim. Can TVMS look into securing units for VKROC testing so that we can substantiate the claim? Can the management also consider testing this device in the management office and give us the feedback as to the electricity savings realized?

Item 4:           Any Other Business

  • VKROC understands that the condition of the swimming pool is not quite up to standard. In particular, can TVMS consider doing the following: 
    1. replace all the light bulbs which are not working, 
    2. take out the entire light socket and do a proper cleaning of the light unit, 
    3. ensure the vacuum is functioning properly, 
    4. scrub or remove some of the algae/fungus that is growing on the sides.

  • The quality of the water raised some concern earlier this month for 2-3 days. VKROC understands that this was just after the monthly backwash was conducted. Can TVMS monitor and ensure the backwash is being properly done and the quality of the water for the ensuing days?

  • The greenery of our neighbouring plots of land is getting overgrown and creeping over into Vista Kiara fencing. Can the gardeners trim these overgrown shrubbery and ideally TVMS contact the respective owners to remind them to keep their plots in a reasonable condition?

  • VKROC is undecided about arranging community events. We are concerned about the participation levels and will review this matter later. In the meantime, we appreciate TVMS support – thank you

Item 5:           Next meeting (usually held on the last Saturday of the month)

  • Next month’s meeting will be at 4pm on Saturday 28 September 2002

  • We noticed that August’s meeting coincided with Merdeka day and attendance may have been affected. However, in order to serve Vista Kiara better, VKROC needs residents and owners to let us know what is important to them. Next month’s meeting will be more along the lines of  “Meet your VKROC committee and tell us what is important to YOU”
