Minutes of Vista Kiara Residents Committee Meeting held on 25 August 2001
at outside squash and badminton courts

Item 1:        Update on strata title and collaboration with management office

 

  • Mr Ong informed the group that during an informal conversation with Mr Voon Chung Neng (Executive Director, Asia Quest Sdn Bhd) earlier today, Mr Voon brought up the following points:

  • The strata title for Vista Kiara Condominium has been approved by the land office. The next steps involve the actual preparation of the titles and finalisation of the details. Thus the titles should be available shortly, maybe within six months time

  • Mr Voon is agreeable to representation of the owner-residents on the management office affairs. The representatives must have the mandate to speak on behalf of a majority of the owner-residents

  • Next steps: to write a formal letter to Mr Voon to confirm strata title has been approved and rough timing as to when owners may expect to receive the titles, and to inform him that the recent petition requesting representation had been signed by 82 owner-residents as well as another 107 tenant-residents..

 

Item 2:        Concerns regarding security

 

  • The members present were very concerned about the recent performance of the security guards:

  • It appears to us that the intercom is seldom used, when it should always be used to verify the resident is expecting that guest before allowing the guest access

  • The entry barrier to the cars is being raised without the guards checking for the Vista Kiara car sticker and visitor plates are handed out very readily

  • There seems to be ample guards at night, but they seem to be mostly gathered in the guard house whereas they could be patrolling more often

  • We still do not know who the security guards are, or the management office staff yet for that matter. It seems like the security guards keep changing. Can the management office put up the photos with names of mgmt office staff and security guards?

  • The doors at the lobby which are closed at nights, are occasionally simply being forced open

  • Recently, there seems to be more than 10 residents who have just moved into one of the units in block A. They were seen moving furniture out at around 10pm on Monday evening with a truck and a couple of cars. Of particular concern was that there were no guards on hand nearby to ensure these people were acting properly..

  • Security is of the highest priority for residents as this is one of the key reasons owners choose apartments. Security also is one of the highest expenditure items and we think it is important that we get tight security and we do not need to be overly concerned about crimes such as theft, robbery, break-ins or worse.. We urge the management office to review this area, to set strict guidelines and ensure proper performance and take pro-active steps to prevent any untoward incidents from happening..

 

Item 3:        Visitor parking

 

  • The members present were concerned that there still seems to be a fairly high incidence of cars parked outside of marked bays. This is especially troubling when cars are being parked in positions which hinders visibility for other drivers such as besides the tennis court or near the corners..

  • We would like to see the visitor parking bays clearly indicated so that their bays are clearer. For those owners who are parking their cars improperly, we suggest warning letters be issued,  and failing that, then clamps may be used. On the subject of clamps, can the management office clarify do we or do we not own clamps? The accounts indicate that we have purchased two sets of but no clamps have been seen for a very long time..

  • As a whole, we feel that generally enforcement in parking is still inadequate…

 

Item 4:        Oxidation plant

 

  • Mr David Chong  (B-08-06) has asked who was responsible for the oxidation plant next to Lanai Kiara. We believe that it is Indah Water and that the plant has not been commissioned yet with one of the old ponds still in use and hence the pungent smell..

  • Provided the oxidation plant is properly maintained, there should be no smell at all so we will have to wait till after commissioning is complete before further action can be considered..

 

Item 5:        Neighbouring developments

 

  • Some discussion was held on some of the other developments being conducted around Vista Kiara.

  • The land next to Garden International School will be a Specialist Centre, but work has stopped at this site for over a year now.

  • The small plot of land next to the Specialist Centre directly opposite Laman Suria, is owned by Berjaya and they have approval for a 20 storey or so high density condominium..

  • The land between Vista Kiara and Lanai Kiara is also owned by Berjaya and they have had approval for a 20 storey or so high density condominium, but no work has coomenced yet..

  • The Laman Suria project seems to be proceeding at more reasonable noise levels now..

 

Item 6:        Next meeting

 

  • Next meeting will be at 4pm on Saturday 29 September outside the squash and badminton courts..
