In the abovementioned
letter to Mr Woon, security had been highlighted as a major concern.
Unfortunately, one of our fellow residents had their unit broken into and
burgled on 28 August 2001
·
Security has since
been tightened including changing the security card system to 24 hours,
placing a security guard at the lobby and increasing the number of in-house
guards from two to four
·
However, the
residents present are still concerned about security. For example:
-
We understand that
there is no patrolling being done during the night shift (8pm – 8am)
since there are four guards on duty with two stationed in the guardhouse and
one at each lobby. Areas such as the car park may be vulnerable
-
We have seen some of
the guards falling asleep on duty especially during the night shift
-
We believe the
guards are not consistently checking for proper car stickers because the
bar for cars entering at the guardhouse is still being raised even when the
car is some distance away from the guardhouse
-
We have visitors
arriving unannounced and the intercom is still not being used for every
visitor. Residents can assist management office when the intercom is not
being used and inform Ella of the date and time the visitors arrived so that
she can investigate

We cannot identify
or recognize the guards
because a) some of the guards do not wear uniform, b) name tags are not
always worn, c) guards turnover seems to be high, and d) we are still
waiting for the photos and names of the guards to be put up on the notice
boards
-
We have seen that the
fire exit door on the ground floor is sometimes left open so visitors
can go in and out of the condominium without going through the lobby. The
door on Block B units 01-04 is often seen left open..

Security was
discussed at length and a number of suggestions put forward:

review number of
guards during night shift
-
closer monitoring of
performance of contracted guards
-
provide uniforms and
put photos with names of security guards on notice board
-
replace hinges at
fire exit doors so that these doors close automatically after use
-
install intercom
phone at lobby areas so that visitors can call up and guards can check
authenticity
-
improve lighting in
car park and lobby areas
-
look into
re-installing a card access system for residents cars (one per car, similar
to the one we had initially before that was moved to the lobby areas)
allowing guards to focus on visitors

Security remains a
high priority for residents and must not be compromised. The residents
present agreed that we should write a letter to the management office
highlighting our concerns regarding security and to urge the management
office to review this area paying in particular attention to the enforcement
and monitoring of the performance of contracted guards (see letter attached)
