Minutes of Vista Kiara Residents Committee Meeting held on 29 September 2001 at 4pm outside squash and badminton courts

Item 1:        Update on strata title and co-operation with management office

·         Mr Lee sent a letter to Mr Woon (Executive Director of Asia Quest Land Sdn Bhd)  on 25 August 2001 enquiring about the status of strata title for Vista Kiara Condominium. To date, no reply has been received on this matter and we must follow up with another letter.

·         Mr Woon did reply favourably to the second point in the abovementioned letter, regarding our request to have residents be involved with the management office operations. Mr George Tee (Director, Triomphe Vista Management Sdn Bhd) replied in a letter dated 4 September, “We are pleased to inform you that the Developer, Asia Quest Land Sdn Bhd, will be organizing the election of a formal owners/residents committee for Visa Kiara Condominium shortly. We hope you will participate fully in this exercise to make this effort a success.”

 

Item 2:        Security

·         In the abovementioned letter to Mr Woon, security had been highlighted as a major concern. Unfortunately, one of our fellow residents had their unit broken into and burgled on 28 August 2001

·         Security has since been tightened including changing the security card system to 24 hours, placing a security guard at the lobby and increasing the number of in-house guards from two to four

·         However, the residents present are still concerned about security. For example:

-         We understand that there is no patrolling being done during the night shift (8pm – 8am) since there are four guards on duty with two stationed in the guardhouse and one at each lobby. Areas such as the car park may be vulnerable

-         We have seen some of the guards falling asleep on duty especially during the night shift

-         We believe the guards are not consistently checking for proper car stickers because the bar for cars entering at the guardhouse is still being raised even when the car is some distance away from the guardhouse

-         We have visitors arriving unannounced and the intercom is still not being used for every visitor. Residents can assist management office when the intercom is not being used and inform Ella of the date and time the visitors arrived so that she can investigate

-         We cannot identify or recognize the guards because a) some of the guards do not wear uniform, b) name tags are not always worn, c) guards turnover seems to be high, and d) we are still waiting for the photos and names of the guards to be put up on the notice boards

-         We have seen that the fire exit door on the ground floor is sometimes left open so visitors can go in and out of the condominium without going through the lobby. The door on Block B units 01-04 is often seen left open..

·         Security was discussed at length and a number of suggestions put forward:

-         review number of guards during night shift

-         closer monitoring of performance of contracted guards

-         provide uniforms and put photos with names of security guards on notice board

-         replace hinges at fire exit doors so that these doors close automatically after use

-         install intercom phone at lobby areas so that visitors can call up and guards can check authenticity

-         improve lighting in car park and lobby areas

-         look into re-installing a card access system for residents cars (one per car, similar to the one we had initially before that was moved to the lobby areas) allowing guards to focus on visitors

·         Security remains a high priority for residents and must not be compromised. The residents present agreed that we should write a  letter to the management office highlighting our concerns regarding security and to urge the management office to review this area paying in particular attention to the enforcement and monitoring of the performance of contracted guards (see letter attached)

 

Item 3:        Parking

·         The parking problems seems to have improved especially with the placement of the two clamps at the guardhouse

·         However, there still seems to be cars with resident stickers occupying visitor bays and other residents bays on a regular basis. Guards should keep a record of cars being parked illegally and if after several warning letters are ignored, then clamps should be used.

 

Item 4:        Traffic congestion in front of Vista Kiara

·         There has been a noticeable increase in traffic congestion in the morning and around lunch coinciding with school drop-off and pick-up times. The residents in attendance appreciate the efforts being done by the management office and recognize that this is beyond our direct control. Can the management office write to the DBKL to voice our concerns and request that the lane dividers be properly re-painted and even look into putting traffic lights at the T-junction next to Lanai Kiara?

 

Item 5:        Lack of care of neighbouring developments

·         We notice that the two sites directly adjoining Vista Kiara Condominium do not seem to be properly maintained. For example; build-up of stagnant water, overgrown shrubbery, use as an indiscriminate dumping ground. Can the management office write to DBKL to highlight this area?

 

Item 6:        Problems during thunderstorms and lightning

·         On Friday 28 September 2001, there was a thunderstorm and the lift security system was non-operational because of this. As of Sunday 30 September, the system is still down. We have noticed that problems such as lift not working or security system down, arise often during thunderstorms. What can we do to avoid such situations e.g. do we have adequate lightning arrestors, is Tenaga Nasional aware and acting rapidly on this problem?

 

Item 76:      Proper adherence to house rules by all residents

·         Of late, there seems to be some residents who have not been civic minded and do not adhere to house rules. For example, children have been seen climbing the fountain at the swimming pool and jumping down, children have been seen using and abusing the gym equipment, and older children have been vandalizing the play areas

·         Some adult residents have also shown selfish behaviour such as leaving their car in the lobby for extended periods of time as well as parking in other residents parking bays

·         We should all do our part in making Vista Kiara a better place to live. We urge all residents to respect each other and act responsibly in an unselfish manner.

 

Item 8:        Next meeting

·         Next meeting will be at 4pm on Saturday 27 October 2001 outside the squash and badminton courts.
