Assessment needed for improvements to Woodlake

The Woodlake Association’s Board of Directors has determined that an assessment (an extra charge to each unit owner) is needed in order to take care of a number of repairs and maintenance issues, which are outlined below.

 

The reason we need this assessment

 

Assessments are determined by the Board of Directors when insufficient funds exist in our treasury to pay for needed repairs. We have put off calling for an assessment as long as possible, however, the condition of the Woodlake property has deteriorated badly over the last several years making these repairs vital at this time.

A total of $39,460 is needed for these repairs and maintenance issues. The Board wants to move $20,000 from the roofing reserves to cover half of the repairs and maintenance issues (note: we will have enough left in the

roofing reserves to cover any foreseeable roofing needs). Moving the funds from the roof reserves to operating expenses can only be done with an approving vote of the Membership.

 

What these funds will cover:

 

1.      Installation of new lights by Progress Energy

 

It goes without saying that we are in desperate need of a new lighting system for the Woodlake grounds. It is not cost effective to repair the existing lights; we can’t even get parts any more for our antiquated lighting system. Some are duct-taped at the bottom, globes broken or hanging off. Many

light bulbs have to be replaced every time it rains, and some lights don’t work at all. There is no question that we need to handle this. Research done by the Board reduced this cost by roughly $5,000 for installation and $300–$400 per month in maintenance, on a minimum 6 year contract. The Board also looked into having other contractors install the lights; it is such a huge job that one reputable company we checked with didn’t want to touch it; they advised us to go with Progress Energy.

There are two key benefits to going with Progress Energy:

 

1)                    Installation costs are about ¼ using Progress Energy than if we were to buy these lights ourselves and

 

2)                    Because the lights will belong to Progress Energy, we simply pay for monthly maintenance. All repairs and maintenance remain the responsibility (and expense) of Progress Energy. In the long run, we save a bundle by using Progress Energy. Otherwise our costs would require a much larger assessment just for the lights alone. The Board has worked many, many hours on this project with extensive proposals, walking the property to see where exactly the lights will go, selecting lights that will look beautiful, and looking into costs from many aspects.

 

You are invited to visit the clubhouse at any time where you will find a map of where the lights will go, plus photos of what they will look like.

 

2. Removal of old lights, which is not included in     the Progress Energy proposal.

 

3. Replacing the Woodlake sign lights, which is not included in the Progress Energy proposal.

 

4. Resurfacing the pool deck

 

The inside of the pool was resurfaced recently with beautiful results, but the pool deck is cracked, dirty and very unattractive, despite having been pressure washed. Some areas are yellowed and the entire outer perimeter of the pool “curb” is cracked where it joins the pool deck. In addition, the longer we put off resurfacing, the more expensive it will be. Resurfacing the inside of the pool became a priority when we realized we could be fined for not making that repair. However, we don’t want to wait until we are in danger of being fined as our only reason for making such repairs in our community. Our properties should be kept in good repair. This enhances property values for us all and the quality of life in Woodlake

5.   Replacing the playground equipment and leveling the land it is on, which currently floods easily.

 

Because we are not a retirement community, we have to provide for the children in Woodlake with decent equipment and an attractive and safe play area. Otherwise they will most likely play in the parking lots, which could result in vehicles being damaged. Due to traffic, it is not safe to play in the parking lots, which could result in our being sued. The playground equipment is broken, heavily rusted, and wooden parts are very badly weathered. The ground around the equipment is lower than the surrounding area, which leads to flooding each time it rains.

 

6.  Planting flowers around the pool, and filling in mulch where needed around the community

 

These flowers are a very minor expense. The mulch is more expensive. Both will add to the beauty of our community. Mulch also helps to control weeds and retains moisture.

 

How much will each unit be assessed?

The actual cost depends on how you vote:

 

1)       If the majority of our Membership votes FOR moving funds from the roofing reserves, the assessment will be slightly LESS THAN A REGULAR MONTH’S CONDO ASSOCIATION FEES (roughly $128 to $275 depending on the size of your unit).

 

2)       If the majority of our Membership votes AGAINST moving funds from the roofing reserves, the assessment will be TWICE AS MUCH because we will need to come up with the whole amount of $39,460 (roughly $260 to $557 per unit).

 

What you need to do:

 

Please fill in your proxy, voting either for or against the moving of the funds from the roofing reserves, and either mail it to Rampart Properties in the envelope provided, or bring it to the Board Meeting on June 21st in the Clubhouse. We all want a safe, beautiful community to live in. These repairs will greatly improve the quality of life in Woodlake and should raise property values as well.

We need your help in eliminating pool vandalism

 

As the weather is warming up, bringing with it increased use of the pool, we would like to make our community aware of the following problem, and ask for your help.

 

Pool Break-In: Recently, someone bent a metal bar in one of the pool gates to get into and out of the pool after hours. This is vandalism to our common property as Woodlake Owners. The bar has been bent back but still needs to be properly repaired which will cost the Association (you) money. However, there is another matter of serious concern to the community. The gap in the gate created a drowning risk to small children who could crawl through it unsupervised.

A Second Break-In: During the weekend of May 14th & 15th, teenagers were spotted in the pool after hours. They entered and left by bending fence bars a second time. The police have been notified. When caught, those responsible will be billed for the damages. Two Woodlake Association

Board Members witnessed 3 of the teenagers responsible. When they are located their parents will receive a bill.

 

What you can do: We ask that you keep the pool gates locked at all times, even while using the pool, and always bring your pool key with you. Please do not let others into the pool who do not have their keys. If you leave they will then be locked in and they will be forced to climb over the fence or bend the bars to get out. Please ensure that if you have teenagers who will be using the pool, that they follow this rule and only swim during pool hours, and that they also obey the other pool rules as posted on the wall inside the pool area.

 

If you see anything unusual at all around the pool or other areas, the police want you to call them immediately. Do not call Board Members or Rampart; do call the police.

 

If you need a pool key, here's how to get one:

 

1)  Each unit is allowed one key. The previous owner of your condo should have passed it on to you. If not, please read on.

 

2)  There is a $50 fee required for this key.

 

3)  For any unit that needs a key, the unit owner must request it. Contact Trina or Michelle Clark at Rampart Properties at (727) 712-8989. give Michelle your check made out to Woodlake Condo Assoc.

 

4)                  Michelle has keys at her office and they can be signed for and picked up during office hours M-F 8:30am – 5:00pm.children.We appreciate your cooperation in this.
