The BSA offers two fishing merit badges for the boys to earn. Fishing and a new one called Fly Fishing. There are books available that are printed by the BSA. They are excellent resources and I highly recommend them.
As a Scout Leader myself I find that I am always looking for new information and ways to teach scouts new things. I came up with some of this information myself and am happy to pass it along so that it may be used by others.
