When Rom returns to work, Quark announces that he is cutting the salaries of his employees because of declining profits.  Rom calls a secret meeting and starts a union of the waiters and dabo girls.  Quark ignores their demands , the union strikes pitting brother against brother.

Sisko takes him on the Defiant, they run into the Jem'Hadar and a shapeshifter who explains that this is his punishment for having killed another shapeshifter. This is the 4th season cliffhanger.
