Summary (Continued from the pages of Psi-Force #30):

After having defeated Rodstvow with the combined help of Psi-Force and Medusa Web, Justice blasts Tucker in the back, and effortlessly takes down the other members of Psi-Force. With his last few moments before losing consciousness, he lashes out at Justice, and the rest of the team join him in hoping they can mentally take out Justice.

At Coney Island, Miriam, Chauncy and Rudy are still looking for any signs of paranormals. Miriam stops to see if she actually saw someone and is grabbed by a cold, nearly transparent woman. The others realize Miriam has disappeared after Chauncy hears noise.

The members of Psi-Force awaken to find themselves in Sanctuary, which had been blown up months ago (see PSI-FORCE #17). Boyd opens the door and steps out into nothingness before Ling pulls him back in. Tucker's last effort, it seems, dragged the team into his mind. Justice makes an appearance, telling them that "I control the vertical ... I control the horizontal," as, by his admission: "I spent a month with (Nightmask) ... learning mental discipline, so I wouldn't be caught twice (in someone else's mental fantasies)." Boyd lunges at him, only to be stopped by one of Justice's shields, before Justice uses several dozen to repeatedly strike back. Ling fires a telekinetic bolt, and is surprised when it is blocked by Justice's shield and being "blinked" into oblivion for her effort. He brings Ling "back to life" to further demonstrate his mental prowess, and manifests a cage to imprison them. When they inquire as to his intentions, Justice replies that they are deserving of a fair trial before he finally kills them.

In the real world, the bodies of Justice and Psi-Force are back at the Siberian Research Facility where they were originally held (see PSI-FORCE #28), monitored closely by Babel of the Medusa Web. Potiphar, the non-paranormal assassin, stands waiting to kill them all.

The house the Psi-Force members and Justice are in resembles, strangely enough, the house in the tornado scene in Wizard of Oz, including the tornado. While keeping the team trapped in a cage, Justice points out several damning mistakes they made, including having Psi-Hawk fight Rodstvow in downtown Washington, not worrying about who or what they hurt. All claim they only did what they had to to survive, save Lindsey, who argues that what they were doing was wrong, and furthermore she wants to prevent death caused by her or her comrades, or else, she says, she will be dead on the inside -- like Justice. That statement makes Justice aware of what he has done to these children. He silently apologizes to Angela for not being able to judge them, and releases them from the cage and from his psychic hold.

They all awaken in their bodies, where Justice offers Ling to test her power and see who would survive. She refuses, deciding "what's the point?" Justice tells Babel to contact him when he has transport back to the U.S., and leaves. After he does so, Lindsey concludes that the reason why Justice could not judge them was because "He has a daughter, Kath ... Maybe he decided he couldn't judge us without judging her, and he didn't want to do that. Or maybe he wasn't really as powerful as he was putting on. Or maybe, like you said, maybe he figured ... what's the point?"
