Dear Purported (per B.B. JONES) ACTING DIRECTOR Ed Snyder:

1. On June 16, 1999, I received via the UNITED STATES POSTAL SERVICE, the "DRIVER LICENSE" Number C0488102 issued by the D.M.V. in the name THOMAS MURRELL THORNHILL III.

2. Said "LICENSE" contains so many errors of Fact on its face that I am compelled to Demand that you immediately Correct and re-issue said Document. At that point, I will return your defective "LICENSE".

3. A. The name "THOMAS MURRELL THORNHILL III" is incorrect.
The easiest way to do this is to quote (edited slightly) from the Declaration of March 2, 1999, which I sent to the SECRETARY OF THE TREASURY, Robert Rubin:

"I, Thomas Murrell Thornhill III, do Declare and Affirm, under the penalty for Perjury in the united States of America, that the following information is True and Complete to the best of my knowlege and belief at this time:

"A. The entity, THOMAS M. THORNHILL, III, is a whole-cloth, Legal Fiction, creation of the SOCIAL SECURITY ADMINISTRATION, created in conjunction with the issuance of the SOCIAL SECURITY ADMINISTRATION'S ACCOUNT NUMBER 266-66-6234 in approximately 1969 (I do not remember any longer).

"1. The Legal Fiction entity, THOMAS M. THORNHILL, III, is presumed to be, or is deemed to be, by the UNITED STATES GOVERNMENT, a U.S. CITIZEN from the moment of its creation.

"2. It is at least conceivable that the Legal Fiction entity, THOMAS M. THORNHILL, III, is presumed to be, or is deemed to be, by the UNITED STATES GOVERNMENT, a U. S. TAXPAYER from the moment of its creation.

"3. The Legal Fiction entity, THOMAS M. THORNHILL, III, has no physical existence at all, except as a line of type on a piece of paper, or as several lines of type on various papers held in different places by the SOCIAL SECURITY ADMINISTRATION and/or its assigns and by other "Government" Entities.

"10. Every "Government" agency I have ever dealt with desperately NEEDS the Legal Fiction entity, THOMAS M. THORNHILL, III, to exist for the purposes of their records and for their and/or unknown parties' own financial Benefit.

"B. I, Thomas Murrell Thornhill III, am NOT identical with the entity, THOMAS M. THORNHILL, III, and I specifically deny such a Presumption."

4. A. The Address "PO BOX 1755" is also incorrect, as follows:

"After 1971, the United States Post Office was privatized as THE UNITED STATES POSTAL SERVICE (a corporation), which was subsidized by the United States Government until 1983.
With the Reorganization of 1982, THE UNITED STATES POSTAL SERVICE became a self-financing "independent establishment" of the executive branch.
According to Standard & Poor's Register of Corporations, Directors and Executives (1998), Volume 1 of 3, page 3161, THE UNITED STATES POSTAL SERVICE is a PRIVATE corporation.

4. B. See Lebron v. National R. Passenger Corp. (1995), 130 L. Ed. 2d 902, 914-923 for duties and powers of "government"-created Corporations.

4. C. Since the Post Office no longer legally exists, the correct legal Address is: "c/o Box 1755 U.S.P.S."
Please immediately correct the name on the face of the "LICENSE" and in all your records, in whatever form they are maintained.

5. A. The Address "CA 95959" is incorrect as follows.
(1.) VEHICLE CODE section 4851 necessarily implies that the legal name of California is "California" and the legal abbreviation is "Cal." I do not know of any reason that name should not appear as the State address on the "LICENSE".
(2.) The designator "CA" (per the U.S.P.S. ZIP book) appears to be an internal shorthand for the U.S.P.S. service area in its Western Region which appears (per the ZIP book maps) to be co-extensive with California.
(3.) The designator "95959" (per the U.S.P.S. ZIP book) appears to be an internal shorthand for the U.S.P.S. delivery location within its Western Region which appears to be co-extensive with California.
(4.) I know of no reason why I need or should wish to use these U.S.P.S. private designators for any purpose.
(5.) I also do not know of any Legitimate reason why the D.M.V. should need or wish to either. So STOP.

5. B. The correct mailing address is "Nevada City, California, U.S.A."
There is no evidence that California has ever left the Union of the United States of America since 1850.
Please immediately correct the name on the face of the "LICENSE" and in all your records, in whatever form they are maintained.

6. A. When I applied for renewal of the "LICENSE", simply because I do not feel like being harrassed by your ill-informed and mis-informed fellow employees in the D.C.H.P. and because I supposedly "need" some form of photographic I.D. in California, I specifically subscribed the signature card as follows:

6. B. When the D.M.V. assembled said "LICENSE", someone at the D.M.V. either accidentily or deliberately shifted the signature card I signed to eliminate the superscription "privilege accepted without prejudice" (see attached enlarged copy of said "LICENSE").

6. C. This action has the effect of cancelling my only remaining Remedy at Law, effectively Prejudicing me and my interests, and is totally unacceptable behavior by the D.M.V.
Please immediately correct this error on the face of the "LICENSE" and in all your records, in whatever form they are maintained, and re-issuse said "LICENSE".

7. A. If you can not/will not attend to this matter personally, please forward this letter to someone within the D.M.V. who is actually competent.

7. B. Do NOT forward this letter to Mr./Mrs./Ms B. B. JONES who has shown himself/herself (per his/her unresponsive letter of March 16, 1999) to be incompetent to deal with the matters involved here.

7. C. I must remind you that there are 25 questions contained in my letter to you of about February 18, 1999 (re-incorporated here), which you still have not answered. I frankly do not care why you have not answered them or whether you agree or disagree; all I care is that you do answer them, fully, completely, and honestly within the next ten (10) days. "Stonewalling" and incomplete or unresponsive answers are NOT an acceptable response.

8. One of my Remedies is to forward all my past correspondence to your Supervisor, the Secretary of THE STATE OF CALIFORNIA BUSINESS, TRANSPORTATION, AND HOUSING AGENCY, and have her officially inquire into your inaction.

I specifically reserve all Rights and Remedies.

I Declare and Affirm, under the penalties provided for Perjury under the Law of the state of California, that the foregoing is True and Accurate, to the best of my knowledge, belief, and understanding at this time.
