Acting Director Ed Snyder has asked me to respond to your letter of February 18, 1999, regarding your demand for hearing.

Those who reside within California boundaries are subject to its statutes.
The department disagrees with you statements and will not be bound by them. The California Vehicle Code is the body of law which regulates driver license and registration requirements in California. These statutes are clear in their content as they apply to your concerns. Your request for a hearing is denied.
