PIA's PHS Division Procures (LD3) and Cargo Division Procures Pallets; while Repairing of ULD's & assembly of LD3's is carried out through TGS Division at following rates: Repairing LD3 @ PKR 815, Assembly LD3 @ PKR 600, Repairing PLT @ PKR 400. The objective of ULD C.C is to accurately record the movements of all ULDs to facilitate the most efficient utilization of these expensive pieces of devices. Manager ULD Central Control has to plan, control, monitor & correct the system & enfore Network station to send formated telex message over the SITA Type B network to update their own stations inventory. As per IATA/PIA Mutual ULD Management & control agreement 1977, PIA must establish a Head Office Unit so Called ULD Central Control to do above assignments through SITA ULD Management system located at the SITA London Data Processing Centre in Isleworth, near heathrow Airport. It is a multi hosting system with pseudo code QIFFMPK. PIA ULD Central Control comprising 0n 04 Pakbase ULD Cells (KO's) at KHI - ISB - LHE & PEW. ULD Cells are Admininstratively under Station Managers KHI-ISB-LHE & PEW & functionally under Manager ULD Central Control. SSMs/DSMs Ramps working in shifts at all airports are responsible to provide round-the-clock coverage to all needy stations {PK Network} & to ensure smooth ULD operation. |

1. After departure of every wide body aircraft, the Originating station will flash a message to the transit and destination station giving details and ID Code and numbers of the ULDs placed on board the aircraft. The message will be originated on the established IATA message format captioned "UCM". Every care and caution will be exercised in the transmission of the message to ensure that it conforms to the establishd procedure so that it is not rejected by the computer. 2. At transit Station, the ULDs will be off-loaded in accordance with the load signal / loading advise form and the UCM flashed then transit station will send a message to QIFFMPK (System) KHIKOPK (Printer) and to related stations, advising ID Code and number of ULDs received and the ID Code and number of ULDs placed on board. 3. Destination Station also take similar action as mentioned in Para 2 above. ACOUNTABILITY: 4. Receiving station will be responsible to maintain a flight-wise record of ULDs received and detached. The will record the movement of the pallates sent to Cargo Ware House and keep follow up for the return of ULDs sent to Cargo Ware House. ACOUNTABILITY OF CARGO MANAGERS 5. The Cargo Managers will maintain flight-wise record of ULDs received and despatched. In case the ULD is sent to a consignee it will be their responsibility to maintain proper liaison with the consignee and arrange for its immediate retrieval. If the consignee happens to be another carrier, the PK ULD should be transferred under ULD Control Receipt and LUC message must be flashed to QIFFMPK - KHIKOPK. IMPORTANT NOTES 1. Both the Station Manager and Cargo manager are accountable for the safe and timely return of the ULDs to the Base. 2. Both the Station Manager and Cargo Manager will ensure that ULDs are not kept over and above their station allocation. 3. Cargo Manager will be exclusively responsible to maintain effective follow-up with the consignee / shipers / handling agent for retrival of the ULDS and to keep ULD Control Karachi / KHIKOPK informed. 4. Both the Station Manager and Cargo Manager will be held responsible for any loss of ULD and its misutilization by other carriers / agencies at their base. All Station Managers and Cargo Managers are advised to please acknowledge this procedure and ensure its implementation effective 10 AUG 1987. |
