Landlord Issues: Of Funds and Felons

At each of the three debates that I've attended I've heard four of the aldermanic candidates hit hard on one of the most troublesome problems existing in our ward, that of irresponsible landlords -- property managers who don't maintain their building(s) and who fail to screen their tenants adequately, thereby contributing to many of the social woes that afflict the ward.

Curiously, while not totally silent on the issue, the incumbent was much less forceful than Bradley, Humphrey, Harrington, and Hoover in calling for crackdowns on bad landlords. Why, I wondered.

And so I did a little checking. Familiar with the popular admonition to "follow the money," I did just that and located THIS!! (to eliminate formatting issues on GeoCities, the link here matches original content on Forum49)

That's a very long web site address that leads to a partial list of Joe Moore's contributors. If you take a look, you'll find that most of the folks listed there are developers and residential property managers, several of whom may have business interests in Rogers Park but don't live here. I counted about $55,000.00 -- and the list is far from complete.

(By the way, for those worried about Harrington raking in a few twenty-dollar bills at an out-of-the-ward fund raiser, relax. That's peanuts. With Mr. Moore's out-of-the-ward donors, we're talking about REAL money.)

One of the more intriguing entries on Mr. Moore's donor list was that of Ivan Buljubasic, listed at 1705 Jonquil Terrace; he sent the alderman a check for $2500.00 on June 19 of this year. That's a pretty good chunk of change for an aldermanic campaign, don't you think?

What makes Mr. Buljubasic particularly interesting is that he was convicted in federal court several years ago of arson and associated mail fraud and was sent away to a federal pokey for a 30-plus-year sabbatical at the government's (actually yours and my) expense. Specifically, Mr. Buljubasic was accused, tried, and convicted of torching one of his own rental buildings. Now that, I'm sure you would agree, is NOT a nice landlord. See

The question that comes to my mind is this: why is this man who was convicted of burning down a rental building he managed permitted to continue operating as a residential property manager in the city of Chicago? The only answer I can think of is that there is no legislation on the books that would prohibit him from doing so.

That said, I have a couple of questions for each of the candidates.

1. If elected alderman, would you introduce and press for passage in the City Council of an ordinance that would prohibit convicted felons from managing residential rental property in Chicago?

2. If elected alderman, would you introduce and press for passage in the City Council of an ordinance that would require residental rental property owners of buildings in Chicago of, say, four or more rental units to be licensed?

If landlords were licensed to operate their buildings as businesses, then they could, in turn, lose their licenses if they failed to maintain their properties in a manner that did not detract from their surrounding neighborhood. In other words, would you, as alderman, advocate shutting down the business of a landlord whose building was repeatedly cited for code infractions and/or whose tenants were a menace to the community?

"Show me the money," said another poster to this forum. Well, it appears Mr. Moore has seen the money. Now we are left to wonder what that money will buy.

Some of it may have gone to print the full-color mailing piece I received today from Mr. Moore's campaign, the third full-color brochure I've seen from his office. But what else might it buy?
