Jacobs seeks DOLE permission to coach Ron Jacobs' application papers for a working permit finally reached the Department of Labor and Employment (DOLE) last Thursday, one-and-a- half weeks before the start of the 1997 PBA season. But authorities processing Jacobs' papers will not guarantee that the former national coachwill have a working permit in time for San Miguel's first game of the season. "It's a long and tedious process," said Ellen Mejia, DOLE's Alien Employment Permit section chief . "It (working permit's processing) could take from one to two weeks." If Jacobs would not be able to secure the working permit in time for the start of the season, the San Miguel coach could get a provisional permit from the Bureau of Immigration, said Mejia. And if there would be a protest, things could get even more complicated for the SMB mentor, she said. "A protest by an aggrieved party could prolong the process, because it would be the department secretary who would have to decide (on the case)," Mejia said. But the Basketball Coaches Association of the Philippines (BCAP), a group vehemently opposing Jacobs' appointment, does not see any need for filing a protest because it claimed that a similar case has been decided upon.
"The Department of Labor is duty-bound to implement the
Supreme Court's ruling based on the BCAP vs. Tim Cone case
in 1989," said BCAP president Yeng Guiao. In that case, the
Supreme Court ruled that non-resident aliens are barred from
