He has a special company to stuff his shirts and a speech impediment. But we love him anyway! Yes, Giles is one of the most popular characters on the show. In the concept of the Watcher, or maybe just this Watcher, Joss has personified the image of a "hero-librarian" (although some would argue that he's too much hero and not enough librarian). He has always been one of the most stable forces on the show -- well, maybe that's not quite true. In "Halloween", "The Dark Age", and "Band Candy", Giles is revealed to have quite a fierce spirit underneath his "sniveling, tweed-clad guardian of the Slayer and her kin" act. When he was young, Giles had a sincere distaste of being destiny-ed into the career choice of Watcher; he was determined he would, instead, be a jet pilot. Or a grocer. One of those. However, a slight mishap with a rather nasty demon (also "The Dark Age") was enough to convince him that going against your birthright is Not a Good Thing. So perhaps his litany of, "You are the chosen one, it is your duty," to Buffy is not merely a mantra he recites, but a lesson he learned? It was always a generally accepted fact that Giles is Buffy's father-figure, a concept which was confirmed in "Helpless" when Giles even went against his own employers to protect Buffy and win back her trust, though it cost him his job. On to his love life. Without the job of Watcher and Librarian taking up so much time, his love life and socialization have certainly improved. (In other words... he gets around.) Some of us feel that he should just marry Joyce and cement things, but other factions (more specifically, the ones who violently dislike Joyce) think she just ain't good enough for him. We shall see.
