Towards a Perfect Democracy "Alternatives"


Chapter 3

The objectives of a Government

The first question, any civilised person must ask just after being born in this World, is, why I need a Government to govern me? But no one is yet born to ask this question, as no being is born civilised. So it would not be a wrong conclusion to say that to civilise people in a systemised and a desired way, we need a Government. A Government serves the basic purpose of making people civilised so as to respect others and their rights, or to teach them ways of a particular civilisation or to ask them to tread on a tested and tried path or to minimise conflicts. In an ideal case the ultimate objective of any government must be to civilise people to such a degree so that after a reasonable time they are in a position to manage their (individual as well as community) affairs without any kind of supervision or Government.

The main objective of formation of a Government as said earlier can be nothing but welfare of the maximum, to distribute the good equally, and to eradicate the bad and the evil. To give each being its due in this World.

This should be the primary objective of every Government. Good and only good for all of its subjects and no problem or no evil for anyone and ensuring all the rights and freedom to everyone (except for the rights curtailed for the common good of everyone), as there would have been if there was no Government.

To enforce the above, no extra freedom and right of an individual should be withdrawn except when absolutely necessary for maintaining the common good. Before any right be withdrawn all other options must be evaluated and only in case of failure to arrive at any other option and after being convinced beyond any doubt about the indispensability of the objective, should any right of an individual be restricted.

I can understand that this is the objective of formation of any and every Government, but then the bigger question is, why do we need different Nations and States? At this point digressing from the main topic of the formation of a Government and exploring the ultimate or the larger objective of a Government, is not without its significance and its role in a Perfect Democracy.

Different Nations and States are not in the interest of public good or for the maximum good of all, and certainly many rights and a lot of freedom is curtailed, which should not be. The concept of Nation is detrimental for civilisation, that means that we are yet not completely civilised and do not have a perfect Government, because I believe that when there is a perfect governance, then not even an iota of unneeded restraint is put on an individual’s birth rights (as in no-government case) and the maximum common good of all beings, leave apart the humans, is served.

The present day scenario is certainly not like this, there are all kinds of Governments, with all kinds of religions, politics, people, ideologies and interests. There are a number of Nations carved out for purposes not known, under such a situation the Government of each Nation desirous of moving towards a Perfect Democracy must act, with an aim on the ultimate objective of providing the maximum good.

A perfect State should always desire to increase the freedom of its individuals, without causing disadvantage to anyone, all states must understand that the common people do not need different States and Nations, it is only a selfish few who desire so for their personal gain. Ask any community in any part of the World about what they feel about the political boundary of their Country, I guarantee you, 99 out of 100 will say, that they are for abolishing any kind of man made boundaries, they will tell you with equal enthusiasm that they do not need war.

Nationalism is nothing but a way to hold power in an area without any interference. No Nation is ever established as a result of a particular set of ideas or ideology. Power is the single point agenda of all establishments. In a world order where we have different Nations/States, the focus in all such States always shifts from welfare activities to acquisition and retention of power, both individual and collective power.

All the Governments, till date have caused wars for varied reasons, and millions and millions of people have been killed, war is not, and can not be the purpose of any Government or State especially of a perfect democratic state. War may be resorted to, in absolute self defence but not for self respect. Ambitious and selfish people have caused so many wars and have devised so many ways of killing. They have enveloped all such murders under the name of nationalism and patriotism but a mere reminder of it brings shame to humanity. The common people never support any war, it is only the frenzy of the moment which drives not so intelligent people on the path of war.

The ambitious few and the selfish rulers have fed the less privileged and unsuspecting people only on the thoughts which serves their interest. They promote only those philosophies, developed and patronised those religions, practised those teachings, promoted that education system, teach those stories, which fulfilled their interests and desires. They drug the people with motivated thoughts. They have sown the seeds of such thoughts which bear only the fruits of thorn, which are in the interest of a selected few, the rulers, all this is done without the conscious knowledge of the prey, the common people. Generations of people have since died, without ever breathing a breath of consciousness and self realisation.

This is the order of the day, but a Government practising Perfect Democracy must govern only in the interests of its subjects, and there must not be any rulers (by whatever name) in the real sense but only custodians of people’s interest and will, acting in the interest of the people. A Perfect Democracy must function to eliminate the above mentioned fallacy and act in opposition to the above mentioned discrepancies.

Each Government which practises Perfect Democracy must not only try to do maximum good of its subject but at the same time it has responsibility toward the rest of the people of the Universe.

The Government must always keep an eye outside its own boundaries and be ready to help the people outside it. The Government should be ready to increase the good of others also by its actions, if possible, but till an ideal situation comes its way it should not disadvantage its subject in enthusiasm to help others. The good of other beings can not come at the cost of its immediate subjects, if its subjects are strong and beyond any need of help only then the Government would be strong and be in a position to influence the course of action of other Nations.

The larger objective of any Government should be unification of all Nations and formation of a Supreme Government because only then the maximum good of maximum would be served. A Government in Perfect Democracy must strive for the objective of "One World - One State" philosophy without unnecessarily causing disadvantage to its subject. It must educate its subjects about the benefits of this and generate a public opinion about it.

In the present World order and with the resources currently available with the mankind, a Perfect Democratic State can educate its subjects and generate favourable opinion which would be greatly benevolent to the whole mankind, both in terms of immediate and long term scenario. A perfect State must not hesitate from unification with the like minded States and convince through peaceful means the others who have resistance to this idea for whatever reasons.
