Towards a Perfect Democracy "Alternatives"


Chapter 5

The People

2,000 million strong and skillful hands can change the fate of any Country, but the precondition is, I repeat, strong and skillful hands. Even if the hands are not powerful and skillful, they can still influence the fate of any setup but the direction of the change is anybody’s guess.

The Governments of my Country since the last 200 years have worked overtime to make the common people of my Country weak so that a bunch appear to be more powerful. Shamefully this trend of exploiting the people by manipulation of power is still continuing and adding to the woes and miseries of the people.

The law of my Country claims to be democratic in nature, which give right to every person above 18, a right to vote. It sounds very impressive but once you add that out of every 100 people more than 45 can not read even the name of the candidate they are voting for leave aside the issues in the election, 13 can hardly write their name (they are called literate), and a large section of the educated literates do not even cast their vote as they claim that they can (or cannot) understand the things and

  1. they either have no faith in the efficiency of the system or

  2. they believe that nothing is going to change by their voting or not voting or

  3. they believe that it is a useless exercise, since all the contestant are alike, there is not much choice so whatever the outcome may be, would be acceptable to them or

  4. they believe that it is a wasteful activity and it is more productive and useful to spend their time elsewhere.

That means that a majority of illiterates, uneducated people who have no idea about the things, who can not understand or analyse the things but form the majority of the voting population in the existing structure, can elect and form a Government. Yes, I am afraid, it very much means this. Who will save my Country from this ?

Does all this mean that democracy is nothing but oppression of minority i.e. to say that democracy in the present form is oppression of the minority of doers and educated analytical selfless people ? It undoubtedly is.

The first job of a Perfect Democracy would be not only to stop this trend, but to reverse it.

A person who has not successfully completed the basic ten years of his/her education should not be allowed to vote in any public election. Needless to say, he must be sane and a citizen of my Country.

A Country which offers no permanent official job for an illiterate, not even that of an unskilled laborer, then how can that Country allow the very same illiterates and uneducated people to choose the highest officials of a State and what interest of these illiterates or the State would be served by allowing them to vote.

This may sound very harsh on the illiterates or under literates and they may argue that the circumstances never favoured them to allow them to study, this is nothing but a lame excuse, if they still so desire they would be able to vote for the next election. (Gap between each election being 5 years, it is sufficient for completing the course in self/adult education class).

Imagine the gains of this reform alone, Imagine the improvement in the quality of people to be elected under this setup, but the pity is that we all are aware that it is not so simple to put this reform in practice under the present setup, not even a single person sitting in the Parliament would allow this to happen. Why would the members like to lose their votes ? All the present day politicians know, that if they allow this to happen they will never again come to the Parliament.

These members may advocate that the easier course is to educate everyone by let’s say 10 years, but the intention is anybody’s guess. A thing which could not be achieved in over 52 years can not be done now, under the same setup by the same set of people, especially when the proposal is not to their advantage.

We all are aware that once a provision comes temporarily for let’s say 10 years or any period of time and it gives a vote bank to the politicians, it will keep on being extended in multiple of may be 10 years or any other duration at regular intervals for time going towards perpetuity.

A perfect democratic government should strictly adhere to the principle of "No basic education-No vote" because a person who can not take care of himself, who can not think of his own welfare can not think of the welfare of the society.

Whatever one may say, but I believe that education does lead to self control and thoughtful analysis. A person acquires the capacity of controlling instincts, passion, sensitivity and becomes wise enough to place energies in the right direction. Even if this is not there in every case but still in majority of cases education does give some insight. Exceptions exist in good assumptions too as they do in bad ones.

In reply to this, it would be argued that this is not right, even the weakest person should be the part of a good democracy, when a weak/downtrodden person votes, his interests are taken care of, he votes for a person helping the weaker section. I am afraid, I will call all such logic a farce. A person who can not see his/her welfare, who is not wise enough to take the decision of education or otherwise for himself or to watch his interest or to learn even the basics of alphabets, which is so integral to the process of intelligent communication, how can he/she watch the interest of others. Allowing such a person to vote his opinion will only corrupt the system of democracy and can never serve the purpose of a true democracy.

It must always be remembered that the quality of Government can never be better than the quality of people who elect it.
