Meeting to bring together speakers in opposition to incinerator  
Dear All
 
I would like to confirm that there will be a meeting on Wednesday 20th December, 5.30pm, to co-ordinate the presentations for Monday 8th January.
 
Apologies to those who have got back to me saying that they can’t make Wednesday, but availability for this night was by far the highest. If you would like to email me with your “plan”, I will pass this on to those at the meeting.
 
I have checked venues in Hull, but the places I have asked all charge (£40+), and seeing as the majority of people attending are based East of Hull, I would like to suggest we meet in Hedon Town Hall, Hedon, which the Town Council kindly offer free of charge.
 
The Town Hall is situated on the main street, St Augustine’s Gate. (HU12 8EX).

Activists Ball 
 
  
What a ball last night!  Activists burst out of their dark cocoons in tuxedos and ball gowns. FOE went all sparkly leaving a trail of silver stars.  The napkins were on fire. Martin performed a one-man nativity play.   Romance was in the air.  The hats were inspirational.  We danced all night and the spontaneous community music-making was so wild,  a real sapphire was lost in the frenzy.  
 
Not surprising that half the people from the next door party gatecrashed.

Re: EFW and disposal vs Recovery

Here is a clarification of the situation:
 
At the moment, incinerators are generally defined as disposal, unless it can be shown that their ‘principle use’ is the generation of energy. This means that a district heating scheme based on waste chp (e.g. a Swedish-style scheme) could be recovery, particularly if the people running the scheme would buy in fuel (e.g. coal) if waste was not available. Burning waste in a cement kiln is also recovery, as the cement kiln’s principle purpose is cement production, and the waste displaces coal.
 
The European Commission has proposed to change this, defining ‘efficient’ incinerators as recovery, based on an equation which would include the more efficient waste to electricity incinerators.
 
The European Parliament’s environment committee voted to delete this equation a few weeks ago. There will be a vote of the whole parliament in mid –feb which will hopefully (though not certainly) back this decision.
 
The Member States are also discussing the equation, but have not yet reached agreement – many governments want to delete it, but others don’t. There position should be finalised by or at the Environment Council in June 2007.
 
Assuming the parliament and member states disagree, the matter will be further discussed in the second reading, which will start in autumn 2007. Everything should be resolved in 2008.

Vital! 
Here in Hull and East Riding we need to know EXACTLY what we can claim (referring to the recent EU decision NOT to upgrade energy-from-waste (using incineration), to a recovery process etc). 
 
As a matter of urgency, is anyone able to put to me in very simple language the advantages that came out of the recent EU debate?
 
I had believed that I could blithely state that ‘The EU Parliamentary Environment Committee came out against EfW (using incineration), but let’s be fair, the WRG reps may be stupid but they’re not daft.
 
What bearing does the ‘energy efficiency criteria’ have, referring to incinerators? Is it to our advantage or dis?
 
Do I argue that EfW using incineration is a disposal method? How do I phrase such a statement?
 
How do I skilfully explain that EfW using incineration does not really stand up to the claim that it is ‘driving waste management up the Waste Hierarchy.
 
I’ll appreciate your help.

The Saltend incinerator 
It seems possible that, in the HDM, 8th Dec. 2006, page 4,   Cllr. Wareing has deliberately misinformed the residents of Hull and the East Riding. The fact that 6,800 residents placed incineration 6th choice, whilst a smaller number of 6,600 placed it first choice, in the widely hailed ‘Public Consultation on Waste’, indicates to me that Cllr. Wareing doesn’t know his tibia, from his pelvic girdle, (a possible problem when attending the toilet).
 
Although, apparently, his seeming attempt to influence, nay, scare the proverbial out of us, has had no influence whatsoever in planning issues, I still believe that Cllr. Wareing should either apologise to us residents whom he may have slurred, or provide the evidence that his remarks are true, or that he was misquoted. In the latter case, I leave it to him to discuss the matter with the reporters, Angus and Andrew. 
 
Perhaps Cllr. Wareing will then inform us of the outcome, and set my mind at rest, that he has not lied.
 
If he finds it impossible to do the aforesaid, then I assume I have the right to indicate, what must seem to be, the facts to colleagues, worldwide, a step I will reluctantly take.
 
What is more, looking at the article, ‘Decision turns up the pressure on city councillors’, (Hull Daily Mail, 8th December 2006, page 4, towards the bottom), I note that Cllr. Wareing is quoted as saying that planning committee members in Hull could end up rejecting the scheme despite both major political parties at the Guildhall supporting the incinerator in internal discussions’.
 
Will Cllr. Wareing provide me with the evidence that the Liberal Democrats do in fact support the incinerator, or will Cllr. Minds demand an apology from Cllr. Wareing for misinforming the residents?
 
If Cllr. Minds should feel it unnecessary to do this, or re-assure me on the matter, may I assume that Cllr. Wareing is correct, and that I am free to reluctantly divulge this to a worldwide audience, via the web?
 
The evidence would seem to be that possibly, Director How Roberts of East Riding Council, and Cllr. Wareing of Hull City Council, are, (not very good)  agents provocateur, intent on causing trouble. 
 
Normally, I would not give a fig for anything either gent said, but we provided much evidence to the Planning Officers of both councils, indicating that the incinerator will be a financial disaster from day one.
 
Unfortunately, I believe that in a possible excess of enthusiasm, in a possible outpouring of joyous Christmas spirit., a possible feeling of plumtiousness, the ERYC officers seemed to regard our well-researched findings as so irrelevant as not be important enough be discussed.
 
Concerning the alleged concern of Officer Roberts, that the 36,000 tons excess waste which he seems joyously intent on landfilling at an alleged cost o £6 million, in 2009, (a figure that we contest), I draw your attention to the following research of a colleague.

The last valuation I saw for one tonne of LATS was £20.20. It is likely that this price will dive as almost every council has a surplus of LATS this year. Overall the English councils needed to landfill 12.286,666 millions tonnes of biodegradable waste to landfill in 2005/6. The total allowance was 15,196,000 million tonnes. The 2,809,334 tonnes of excess allowance shows that councils are 3 years ahead of the LATS targets to date. The allowance for 2008/9 is 12,532,000 tonnes. A new incinerator in Kent is coming on line this winter that will take 500,000 tonnes per year. Various other plants (MBTs, gasification, in vessel composting, Anaerobic digestion etc)  are coming on line over the next 4 years. The LATS target overall will be easily surpass the key target  year 2009/10. This limit is 11,200,000 tonnes requiring about 1,000,000 tonnes more diversion over the next 4 years. It is in the 3 years after that were the targets get rapidly harder to meet. The next key target year of 2012/13 only 7,460,000 tonnes of biodegradable waste can be landfilled.
 
Waste has started to fall in England. Defra have announced that  MSW fell 3% last year.  This summer has seen  more falls offset  by  population rises in places  like East Riding. I have the total waste for this summer compared to last summer in ERY & Hull obtained using the Freedom of Information Act.

Porkies about the Saltend incinerator? 
Dear Huw Roberts, Director, ERYC.
 
Oh Huw, I f you insist on using such inaccurate arguments to scare us to death over the alleged cost of landfilling 36,000 tons of excess waste in 2009, at a cost of £6 million, you are going to lose my friendship. Really lad, pull yourself together. My sources suggest that the possible, open-market cost of one LAT will maybe be as much a £20.20, a lot less than the £150 fine which I believe you are promulgating. I believe that that allows one to dump about 1.4 tons. So really, if ERYC are so slack set up as to have such an excess then I think the total cost may be as high as £500,000. That’s not too bad, is it? That’s about eight times the cost of that secret appraisal-of-the-council consultation document that seems to have embarrassed, isn’t it?
 
Just as a matter of interest,  if we’ve only got 36,000 tons of waste in excess in 2009, why are we building a 240,000 tons incinerator? I don’t really think working at 15% of capacity is a good idea, do you?

Hi all 
I would think an independent enquiry would be good for several reasons: 
1. even if it only postponed things it wd be helpful as the tide will
probably turn against incineration as an option, possibly quite soon. 
2.  One group won when they got medical opinion on board (in worcs area 
I
think).  Why has our area got support for a new oncology hospital?  I 
would
suggest its because cancer cases are high here...and everyone knows 
about
links between cancer and pollutants etc etc  An enquiry just might 
piece
this stuff together. 
3. Also, an enquiry might expose the fact that 2 issues have become 
mixed up
-the principal of incineration has got mixed up with the siting of the
plant. some ER councillors voted for it to be at Hedon purely on the 
grounds
that it will keep it further from them.  This issue should be 
publicised.
They were not supporting incineration ...their votes meant the 
opposite. Its
nimbyism writ large. Have we the exact record of who voted which way in 
ER?
I suspect plotting them on a map would help prove the point.  
4. the transport issue should be investigated more thoroughly.  
 
By the way, please xplain whats meant about HOTI being toffee nosed, 
naive
etc...(I was at the meeting but I must have missed something...I know G
Stuart is tory but he is the local MP and spoke well, I thought)

HOTI lost us Thursday’s fight by its naivety. It will lose us the 
Hull 
 fight as well if it continues its toffee-nosed attitude. 
 We will lose it also unless Alan comes to our rescue. 
 ERYC bordered on corruption. I personally don’t know where to turn. I 
don’t 
 even know whether I want to. I definitely doubt whether HOTI has it 
in 
 them to win over Hull councillors. 
As waste is falling faster in Hull the case for the incinerator is
weaker in Hull.The councillors have been told in ERYC that the council
would face server financial problem if the incinerator was not built by
their officers. They all have a conflicts of interest. Does it not need
an independent enquiry. How do the next stages work?

Why do I bother!? Misread the site, had to pay £90 to get back from Exeter!!! Booking 1-2 weeks prior could save a third off this.

The price matches driving from Hull to Exeter THREE times. This should be reversed. The right emphasis will be when it is three times cheaper to go by train than driving yourself! Not so hard to achieve! The billion pound saved by going with renewables instead of Nuclear Blair Power, would go a long way. The £26 billion for Trident replacement would pay roughly for EVERYONE'S train tickets for the next 6 years.

Anti-incinerator lobbying 
Last week's DEFRA news showed the volume of municipal waste generated in England fell by 3% in 2005-6! 
 
"The historic tide in the growth of waste may have turned, according to figures released today. They show that the amount of municipal waste produced last year dropped by 3%. Last year's 3% fall was the biggest on record and was accompanied by a reduction of 10% (1.9 million tonnes) in the amount of municipal waste sent to landfill. Recycling increased to 27% - nearly four times higher than in 1996/97. " 
 
The Minister, Ben Bradshaw, said "Sustainable waste management is not some peripheral activity but central to our environmental vision. Central and local government can no longer afford to treat it as a Cinderella service but as something central to their environmental delivery."

Please consider that the planning application is based on a 3.8% increase in waste year on year in order to justify a large incinerator. With DEFRA's long term goal of at least 50% recycling ( and the good progress being made according to DEFRA's press release), this will render a large percentage of the incinerator capacity free to accept non-consumer waste. 
 
WRG's consultants, RPS Group, have already said that " WRG's view is that a shortfall of this magnitude could easily be filled by the plant taking commercial and industrial waste from the Hull & East Riding area..." [ letter from Jonathan Standen ,Technical Director of RPS group ,to Chris Peach HUllCC 26/10/06]....if there isn't enough commercial waste in our area will it be imported?

YORKSHIRE AND HUMBER: NORTHERN NETWORK NEWS 
Hello everyone, and welcome to this edition of Northern Network News.  
As
you probably have heard by now a Climate Change Bill was introduced in
the Queen's Speech!! This is a phenomenal success for Friends of the
Earth as an organisation and simply could not have been achieved 
without
the dedicated support and enthusiasm of all of you who took part in the
Big Ask in whatever capacity. A massive “thank you” is due to everyone
who took part! Well done. We will now be campaigning to make sure that
the Bill has some teeth, and does not just allow successive Governments
to pass the buck.
 
While we celebrate this fantastic success, we’re not going to rest on
our laurels. Campaigns on many other issues are moving on apace. In the
Food Campaign, FoE has just been given permission by a high court judge
to take the Food Standards Agency (FSA) to a full hearing in the High
Court over their failure to prevent unauthorised GM rice entering the 
UK
food chain. However, on the “waste” front, European Industry and 
Economy
Ministers recently ducked out of concrete commitments to cut energy
waste at the EU Energy Council meeting.
 
So, there’s lots to do!! Keep up the good work, and let us know what 
you
are doing in your local groups so that we can spread the news.

 Defra have launched a consultation on the European Commission's

 revision to the Waste Framework Directive, in order to obtain views

 evidence to strengthen its negotiating position in Brussels.

 COMPOSTING ASSOCIATION REPORT PUBLISHED 
 A new Composting Association report has found that UK composting grew 
from 
 1.97 million tonnes (Mt) in 2003/04 to 2.67 Mt in 2004/05, 
representing a 
 35% increase, 2.6 times the amount of waste composted in 2000/01. 
However, 
 only 8% of kerbside recycling schemes currently collect food waste, 
the 
 report estimated that in the past year, some 4 million tonnes of food 
 waste went to landfill instead of a composting facility.

 WALES REACHES 21.9% RECYCLING RATE 
 New figures issued by the Welsh Assembly show that local authorities

 Wales have reached a 21.9% household waste recycling rate and a 25.9%

Hull, Trident and Faslane 365

John Beardmore, Quaker, and Warden of Percy Street Meeting House, Hull, joins the Faslane 365 protests in Scotland tomorrow. He writes:
  
"I really don't think there is much that I can add that is not readily available to anyone and certainly written in a far better way than I ever could. 
 
What I would like to say is that in addition to all the info available - how can we in this country be so hypocritical as to pass judgement on the likes of North Korea, Iran, etc? Small wonder other countries want nuclear power! Look at the bargaining power it gives them! The western world trembles!! 
  
The weapons are immoral and illegal in that they without doubt target non-combatants in war. Britain signed the Non-Proliferation Treaty in 1968 and I would draw readers' attention to article 4 of that treaty which states that "each of the parties undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament under strict and effective international control".
 
 Upgrading Trident can hardly be seen as complying to the 1968 Treaty, more the opposite. We would be beginning a new nuclear arms race! We must stop it."

Faslane 365 - 365 days of protest beginning Oct 1st 2006 at Faslane base, Scotland. 100 people protest each day from groups all over the country. See www.faslane365.org Faslane naval base is on the Scottish coast 25 miles west of Glasgow on the River Clyde and home to the fleet of four Trident nuclear missile submarines.
  
Trident - Britain's four Trident submarines carry 48 missiles each. Each missile is 7 times more powerful than the bomb that destroyed Hiroshima.
NPT - the Non-Proliferation Treaty was signed by Britain on 1st July 1968 along with dozens of other countries. As well as agreeing that non nuclear states not pursue nuclear weaponry, it binds the nuclear states to pursue full nuclear disarmament.

NO TO DEATH SUBMARINES 
   
Demonstrators at Faslane
 
John Beardmore of the Society of Friends, Hull, (the Quakers), Martin Deane of Hull & E.Riding Green Party, and Stop the War peace activist Mary Codd, of Hull, will be attending the Faslane 365 demonstrations on the west coast of Scotland.
 
Faslane365 is a whole-year-round mass arrest protest supported by many dozens of peace activist groups from all over the country.
 
From 1st October there has been a continuous presence at the Faslane naval base protesting at the greatest weapons that Britain has in its arsenal. The Trident submarine missiles, fully armed, could already potentially unleash the killing power of over 1300 Hiroshimas. The protests are against Blair's intended complete replacement and upgrade of this Trident submarine based nuclear 'deterrent'. This will cost a minimum of 25 billion pounds and more likely a total bill of 75 billion. 
 
"Trident represents an incredible commitment by the Blair government to weapons of war. This is his real cost to our overstretched and pressurized welfare, health and education services. We reject it utterly - no more so than in the face of real enemies like climate change or the oil grab driving his present wars," says Martin Deane, Hull Green Party Secretary. 
 
Faslane has seen thousands of arrests over the years including Caroline Lucas, MEP, Green Party, and George Galloway, MP, (RESPECT).
 
They will be setting off on Saturday morning for Glasgow.

The Trading Standards Office are making people aware of the following scam: 
A card is posted through your door from a company called PDS (Parcel Delivery Service) suggesting that they were unable to deliver a parcel and that you need to contact them on 0906 6611911 (a premium rate number). DO NOT call this number, as this is a mail scam originating from Belize . If you call the number and you start to hear a recorded message you will already have been billed £15 for the phone call.

NORTHEAST: NORTHERN NETWORK NEWS * 
Hello everyone – welcome to this edition of Northern Network News.
Amazing – thanks to a huge amount of effort on your part, on 30th Oct
David Milliband announced a climate bill!! Obviously still a lot of
negotiations to be done to make sure it's a decent bill but still we've
definitely got a bill - hurray! The ICOUNT STOP CLIMATE CHAOS rally in
London is only a couple of days away. Be there if you can, to keep the
pressure up. The information on transport to London (which was in the
last Northern Network News) is repeated further down this newsletter in
case you are trying to organise yourself at the last minute!! Follow

Fond Farewell
Sadly, we will soon be saying goodbye to Sally, who is leaving in about
10 day’s time. Less than a year ago there were no staff covering the
Yorkshire area at all as restructuring and recruitment was taking 
place. 
Recently Jess and I have been covering the area together as Network
Developers. Holding it all together from a campaigns perspective has
been Sally who jumped in at the deep end working on the RSS and built 
up
great relationships with groups, staff and external organisations. In a
short time Jess and I have both come to really enjoy working with Sally
and have built up a strong team working together in Yorkshire. I'm sure
you'll join us in wishing Sally all the best in her reluctant departure
- we're sorry to see her go! News of the new RCC for Yorkshire will 
come
to you as soon as we know the details.

* NOMINATE SOMEONE IN YOUR GROUP FOR AN AWARD -   The Sheila McKechnie
Awards are for those who are breaking the mould in their campaigns for
justice " Rt Hon Gordon Brown MP (Patron. Campaigning can be
exhilarating and rewarding, but we know the reality is often hard work
and a lot of frustration. The Sheila McKechnie award may be able to 
help
you. A person it is awarded to gets a package of help which includes
advice from a senior campaigner on how to conduct a campaign, help in
crucial areas and even the opportunity to shadow a senior decision 
maker
in the field. There is a chance to work through shared challenges with
other campaigners and up to ten one-to-one coaching sessions to review
progress and tactics. This year winners met senior influencers such as
broadcaster Jon Snow, Secretary of State Hilary Benn and former
International Development Secretary, Clare Short. Sessions, including
one on using the Freedom of information Act, were presented by public
affairs specialists AS Biss & Co. Finally the award connected
campaigners, so they can form alliances and learn from each other.

  North West England’s 
policymakers
were publicly challenged on 30th Oct to combat climate change as their
top priority for the next 25 years. Friends of the Earth and the
Campaign to Protect Rural England have joined with the Environment
Agency and some of the region’s local authorities to voice their
concern. FOE are concerned that if the level of development that is in
the “master plan” is allowed it will have a disastrous effect on the
environment. No carbon costing has been done for any of these 
proposals,
and the plans are likely to keep sending climate changing gas emissions

* TAKE ACTION ON CORPORATES -  Some of Shell's fenceline neighbours will
be in London when the winner of the Wildlife Photographer of the Year
Competition is announced in October. The competition has a valuable 
role
to play in promoting wildlife protection to the public. However, this
role has been undermined by the Natural History Museum's choice of
sponsor - one of the UK's most environmentally destructive companies -
Shell. Ask them not to renew Shell's sponsorship of the Wildlife
Photographer of the Year competition.

***NETWORK NEWS*** 
* HULL GROUP -  Incinerator campaign continues. Continuing their 
campaign
against proposals for a local incinerator, the group have been
collecting postcards opposing the plans through several street stalls
and visits to community centres and meetings. Ten of the group 
presented
the cards to Councillors at the Guildhall. They press released the
presentation and got two half page articles with big pictures in the
Hull Daily Mail. 24 Oct
 
* LEEDS GROUP -  Leeds have also been running an urgent incinerator
campaign, finding out about the plans quite late. After a great media
stunt in the city centre they've kept the pressure on with the council
and newspaper articles report that the council is split on the 
decision.

* BEVERLEY GROUP HAS BEEN RELAUNCHED -  After a break in meetings, they
are pleased to announce that the Beverley group has reformed. They held
their first meeting on Tuesday 24th October. Please contact Colleen

welcome.
 
* BURNLEY -  After a public meeting in the town a month or so ago the
group has managed to attract a number of new members and is not 
settling
in to being a bigger voice for environmentalism in the town and

*WARRINGTON AND CHESTER -  There are increasing numbers of people keen 
to
get active in groups in Warrington and Chester. Neil will be attempting
to get new groups off the ground there soon so if you know of people

***UPDATES FROM US*** 
**News from Neil** 
Stop for just one moment and take a deep breath. Hold it and then
breathe out slowly. Do that a few more times and as you do it think
about how you have just changed the world. It is entirely down to the
work of the local groups’ network that there is a climate bill in the
Queen's speech. Without your work that Bill would simple not be there.
It's as simple as that. So a huge well done to you all. Let's try to
make sure we really celebrate what we've all achieved - it's massive 
and
down to you and it could be the start of big things internationally.
When the world looks back at what we did about climate change, you'll 
be
the people that did something significant. 
Of course, the work goes on. I'm now working with Jess on the initial
preparation on next year's Northern Gathering. We're really excited
about it and we'll be getting you all the news soon. On top of that I'm
doing work with a number of groups 1-1, including West Cumbria, Bolton,
Burnley and Penrith, helping to get some old groups back up and running
in Carlisle and Blackburn and also looking at areas where it looks like
we could get new groups up and running such as Warrington.

**News from Jess** 
Happy Halloween everyone! I hope everyone has enjoyed lots of spooky 
fun
recently. I went to a party dressed as a monster (made out of
papier-mâché - very eco-friendly) so I think that that is my bit of
childish fun over for another year. Apart from that it's been an
exciting time keeping an eye on the news reports as it seems like a
Climate Change Bill is now almost certain to be included in the Queen's
Speech. Massive thank you to everyone who lobbied as part of the Big 
Ask
- it is very rewarding to see that this kind of action can have such a
positive effect.
 
Now that the activities around the Big Ask are slowing down a bit, I'm
getting more of a chance to see local groups. Beverly FOE had their
re-launch meeting last week which was very well attended, and I should
be getting along to assist with the relaunch of North Durham and 
Derwent
FOE in a couple of weeks too. Do let me know what you are all up to.
 
I had a really interesting meeting with the Energy Saving Trust in the
North East last week. They are really keen to come along to group
meetings and to give little talks on their work and ways to cut carbon
emissions in the home. Especially interesting for groups is that they
have a Renewables Coordinator (keith.devanney@est-ne.org.uk) and he
would be able to come and talk to your group about renewable energy and
the most cost-effective ways to install it. If you are interested in
having someone from the Energy Saving Trust come and speak to the group
(or to your place of work or other community group) please contact

this.

** News from Sally** 
The Yorkshire & Humber *Regional Spatial Strategy* Examination in 
Public
finished last week, with the focus on the final few days concentrating
on public transport and aviation. Anthony Rae (Calderdale Group
Coordinator and Friends of the Earth Board Member for Y&H) won the
prestigious accolade of 'Man of the Match' from the Inspector in his
final summing up. I'm hoping that this means they've been so impressed
with Friends of the Earth arguments that they'll be incorporating a
whole rash of changes in to the final planning document, based on our
recommendations. The inspectors report will be due out in January so we
won't find out until then. In the meantime I'll be producing a very
short and 'user-friendly' summary of some of the main issues and 
debates
covered in the RSS process which should appear on the website at some
point in the near future.
 
Other news - I attended an* 'incinerator summit'* last Saturday in
London which saw the gathering together of groups from around the
country (the majority were non-Friends of the Earth groups) who are
fighting incinerator campaigns within their community. The morning saw 
a
series of inspiring presentations from activists, including Keith
Kondakor of Nuneaton Friends of the Earth who stood in the elections 
for
his local council in order to defeat plans for an incinerator. (Check
out his informative website at www.greennuneaton.org.uk/waste). Keith
has also recently submitted evidence to the Hull Salt End incinerator
inquiry. Dr Lesley Rowan of Somerset Waste Partnership also gave a
presentation, describing how a rural council plans to reach LATS and
tackle waste without resorting to incineration - this presentation is
well worth a read for all who are interested in waste and incineration
issues and will shortly be available on the Community website. The
afternoon was dedicated to workshops collecting input on people's ideas
for how the new incinerator network should work.
 
Finally, we've submitted a response to the *Humberside Airport Master
Plan* which underlines the responsibility the airport has to identify
very clearly how it intends to respond to the unprecedented threat of
climate change, with aviation emissions being the fastest-growing 
source
of such pollution. This is particularly essential since its location in
the Humberside area ought to make the airport operator reflect on the
acute and growing vulnerability of this area to flood risk, caused by
climate change and other reasons. We've argued that a responsible
business and good neighbour would absolutely not, by its proposed 
future
actions, be contributing to the worsening of those risks - contact me

Martin Deane, former Green Party Parliamentary candidate for Hull North, will call for a Green Revolution in our consciousness and priorities at the Climate March in Queens Gardens Hull today.
  
The greatest psychotherapist, Carl Jung, once said: ‘A problem is not solved by the same consciousness that created it.’
 
 
In other words, he is saying - to solve a problem in relationships – with each other – with the planet – we have to find a new, a different, way of thinking.
 
 
But for 100s of years, man – and I say, principally, Man – has been exploiting all his fellow creatures – and the entire planet – as if there might be no tomorrow.
 
 
It has been true – since the 1960s – and the huge proliferation of nuclear weapons, driven by the so-called “Cold” War – true that, one day, there might be NO TOMORROW.
 
 
This threat of nuclear winter is the greatest threat we have inflicted upon ourselves, upon life - maybe even on Gaia, the planet, herself. 
 
 
Now, we know this threat. We’ve known it for a generation – for 50 or 60 years since the allies first atomic bombs destroyed Hiroshima and Nagasaki, in 1945, killing over 300,000 people – with TWO bombs. We’ve known it, too, since the early 1960s when America sited JUPITER nuclear missiles in Turkey prompting Russia to do the same in CUBA.
 
 
The world was on tenterhooks then. AND FOR THE SAME REASONS THE WORLD SHOULD BE ON TENTERHOOKS NOW - BECAUSE OUR CONSCIOUSNESS HAS NOT CHANGED.
 
 
Not - for George Bush. Not - for Tony Blair. OUR terrorist leaders, threatened to bomb Iraq with NUCLEAR weapons, falsely claiming that the country was crawling with Weapons of Mass Destruction. 
 
 
Our terrorist leaders – are developing NOW, a new generation of battlefield nuclear weapons in America, and in Aldermaston in the UK.
 
 
And OUR Dear Leader is planning to replace Britain’s Trident nuclear submarines at a cost of at least #25,000 million – and IMPROVING the existing capability of destroying 1200 Hiroshimas.
 
 
AND YET – AND YET – Prof. Sir David King, the Government’s own chief scientist said a few years ago – that “Climate Change was a far more serious threat than terrorism”. SO, HAS OUR CONSCIOUSNESS CHANGED??? 
 
 
NO. Instead we YAP on endlessly about whether Muslim women should wear the niqab, AS IF WE’RE THE TALIBAN! - IN A FREE SOCIETY! 
 
 
We ignore the biggest haul of explosives EVER FOUND on the British mainland – earlier this month – not found in a Muslim household – but found in the home of a former candidate for the BNP !!
 
 
We BLAME others for things - We scapegoat. Who’s to blame for climate change??? The RAINFORESTS??? No. Maybe it’s the polar bears. NO! Maybe it’s the Muslims? No! - It’s not EVEN the BNP !!!
 
 
It’s our old friend – the modern industrial capitalism of largely western societies – so far – and the rampant chewing up of the world by unaccountable EMPIRES - and by the private dictatorships that we call CORPORATIONS.
 
 
If BRITAIN does not lead the way over climate change then we CANNOT expect other countries to either: The Industrial Revolution started here!! The invention of the steam engine, the first locomotive, the first railways, the textile mills. We didn’t know THIS was terrorism! - Although some Luddites DID! - We didn’t know we were planting the seeds of INTERNATIONAL CLIMATE TERROR for 100s of years to come. We did not know we were building 100s of climate time-bomb-making factories in every city  - unconsciously mapping out – not just maybe the end of history – but the END OF GEOGRAPHY!
 
 
We were taught : it was PROGRESS! It destroyed millions of SLAVE lives. It kept the POOR poor while enriching the richest. It destroyed LAND wherever resources were to be found. 
 
 
AND IT IS AS POWERFUL as ever under Tony Blair - as it will be under his SUCCESSOR - whoever that turns out to be! And remember - BROWN is NOT the NEW GREEN ! And nor is climate salvation to be expected from David Camera-on ! 
 
 
So I call for a REVOLUTION - A GREEN revolution in our CONSCIOUSNESS - a revolution in our way of thinking – and a revolution in the PRIORITIES of our SOCIETIES. 
 
 
A revolution where we take ownership of the means of production – OF ENERGY ! SUSTAINABLE - RENEWABLE. Where we buy FOOD THAT WE TRUST FROM FARMS THAT WE KNOW – and less from many thousands of miles away. 
 
 
Where NOTHING is wasted. Where RECYCLABILITY is built in at the DESIGN stage. For a CITY committed to the three R’s of - Reduce, Reuse and Recycle – and NOT to a future that goes up in SMOKE. Or has to swim to Beverley to get to work!!
 
 
Our consciousness HAS TO CHANGE. 
We remain SEDUCED – after 100s of years – into still thinking that life is about Big, Up and More: bigger cars and houses - higher salaries and positions - more possessions and greater power.
 
 
But that way lies RUIN! 
Who want to live on a ruined planet!!?? 
Who wants to live on an earth with no atmosphere!?? 
Who wants to watch while millions lose their lives and livelihoods – through A NEW CLIMATE SLAVERY – when the water takes back their land. Even our land.
 
 
The time is now. 
Forget Blair’s next war!! 
Forget who he blames for terror!! 
Our CONSCIOUSNESS HAS to change – to solve this problem. 
WE – THEY – ALL OF US – have to find ways of living simpler – IN ORDER TO SIMPLY LIVE.

Butterflies in October! 
This morning I saw a Red Admiral butterfly in my garden, which, while being a pleasing sight, wouldn't be out of the ordinary except for the fact that this is late October, not July or August.
 
We could be quick to make assumptions about the unusually mild weather we've been experiencing, but it does make you think. I have no idea whether this butterflies in October is simply unusual or bizarre. Would anyone like to let me know if they have seen October butteflies in previous years.

Objection to Saltend Incinerator 
Dear Hull FOE & Beverley FoE 
I have been looking at waste growth and plans for new incinerators in 
England. The one proposed at Saltend would drastically undermine 
recycling and lead to waste travelling great distances. I have today 
emailed my views on the size of the incinerator to the planning 
department at both councils as an objection to the plans. I understand 
the wide range of arguments against the incinerator but have focused my 
objection on the need for a facility of that size. My view is that the 
waste growth has ended and that with a lot of work we can drive waste 
down year-on-year. 2005/6 saw a significant drop in waste across 
England 
in almost every council. They will obviously try to claim that waste is 
growing as a justification for the incinerator.
 
It is clear that the proposal is twice as large as it needs to be. If 
the plans are defieted then the choice of technology is again up for 
grabs.
 
I am speaking at the FOE incinerator summit on Saturday. I am also an 
active member of the FOE waste discussion list. Please do contact me if

 revised European Waste Framework Directive. Friends of the Earth is 
 calling on them to improve waste prevention, reuse, recycling and

 ENGLAND HOUSEHOLD RECYCLING RATE PASSES 25 PER CENT 
 Defra has published provisional figures showing that the Government 
target 
 to recycle and compost 25% of household waste in England by 2005/06 
has 
 been exceeded. Households in England recycled 27% of their waste 
during 
2005/06, 4% more than in the previous year. Defra have also said that 
all 
English waste disposal authorities have met their limits for the 
first 
year of the Landfill Allowances Trading Scheme (LATS). Defra's press

Also, Cambridgeshire recycled 51% of its household rubbish from April

STRENGTHENED EU BATTERY RULES PUBLISHED

recycling 
 spent batteries. A binding recycling target for general consumer 
batteries 
 of 50% by 2010 must be met by member states and the new rules must be

 The Environment Agency and WRAP have launched a consultation on their

resource, not

 Sainsbury's have announced plans to move towards using compostable

 responded by suggesting that the incineration and recycling of 
plastic was 
 a better option than composting biodegradable material.

Wind Turbine Wins Approval 
A Giant wind turbine could tower over Hull after approval was given for the controversial plan. 
  
Chemicals firm Croda wants to build the 410ft (124m) tower at its plant in Oak Road, north Hull, to generate electricity and reduce its energy costs.
 
The scheme was opposed by many residents amid concerns about noise, safety and the impact it could have on the landscape.
 
But Hull City Council's planning committee has approved the project, subject to the completion of reports into site contamination and the effect on wildlife, as first reported on the Mail's website yesterday.
  
The project was backed by Hull Civic Society, Hull Friends of the Earth and the Hull and Humber Chamber of Commerce.
  
If built, the tower will be visible from as far afield as Cleethorpes and Driffield.
 
Mark Robinson, of Croda, said the turbine could generate between a quarter and half the plant's power needs.
  
He said the plant had reduced energy consumption by half, but still needed to cut fuel costs.
  
He said: "Despite these improvements, over the past three years we have seen crippling energy price increases. Consequently, we've had to look at how to take more energy costs out of the factory."
 
Steve Noreiko, of Hull Friends of the Earth, acknowledged residents' concerns, but said: "If climate change becomes irreversible then in 50 years' time this city will be underwater and back to the Stone Age, so those concerns will be secondary."
  
Six residents told the meeting they were concerned about the development. Peter Robinson, chairman of the Friends of Oak Road, said, while the group had no objections to wind turbines, it felt this one was too close to residential and play areas. Hello, 
I am an avid wildlife fan and have been forwarding information regarding the resident species of wild life in my area to groups interested in monitoring how they are coping with the changing environment.
 
I provide information to the BTO and Hull biodiversity Action Plan Group, mainly about the bird species in the area.
 
It has come to my attention that the Local Authority, Hull biodiversity group and woodland trust have agreed the redevelopment of the Kesteven Way meadow area. It seems, mainly due to the fact that it doesn’t look appealing to visitors, investors or residents.
 
Their proposal is to get rid of most of the flood meadow area there and turn it into football pitches, mown grass area and a strip of trees alongside the road. This would, in my humble opinion, decimate the already dwindling wildlife in that area.
 
I have lived on Parcevall Drive for six years when it and HEMBLE way were pretty much the only housing in the area and according to the housing developers, not much more of the green land flood meadow there would be developed on.
 
That has now happened and all the areas where skylarks, butterflies, frogs, bats, insects, including dragonflies, flowers and ducks used to live have disappeared. I now only see one pair of skylarks on the meadow on Kesteven Way , compared to six or seven before the Kingswood estate blossomed.
 
There is a healthy and growing population of House Martins on Kingswood . This bird has been and still is in serious decline in all areas of the country. One of the reasons, if not arguably the main reason for their success in this area, is the availability, ironically, of housing to nest on, but that COMBINED with, the meadow, for gathering mud for their nests and the insects it attracts for them to feed on.

Please help at the icount climate event, Trafalgar Sq, Nov 4th 
Dear all, 
This email contains information about the ICount, Stop Climate Chaos
event in Trafalgar Square on November 4th. 
If anyone is interested in stewarding there is a form attached to this
email that you can send back to Joanna at Friends of the Earth (or send
it to me and I will pass it on). 
I am in the process of exploring different transport options and will
circulate these as soon as possible.  At the moment it seems like the
cheapest option is to travel on the Megabus at a subsidised rate of
around £4 return however I have just checked the times of these and it
would involve either leaving Newcastle at 01.15AM and arriving into
London at around 8AM on the day of the demo, or leaving the night 
before. 
Those people travelling from Leeds on the Megabus would be leaving at
around 5.45AM on the day of the demo. 
I am currently trying to ascertain from Stop Climate Chaos if there 
will
be dedicated coaches running from regional hubs (hopefully at more
civilised times!), however  it would be really useful to get an
indication from you if you feel the Megabus option is worth doing.

October Meeting 
Unfortunately I won't be able to chair the Oct. meeting as I have to go to Greece on family business. Once this trip is over I will be around every month. There are a few things to report. First, the lobbying of Diana Johnson was just fine. She agreed to do everything we suggested. We had a ten minute slot, but even though other people were waiting she seemed to like talking with us and we actually spent half an hour with her. Second, I talked to the Wyke Area Team, now in the Newland Primary School, about using one of their rooms for our meetings. They look kindly on this request although they won't know until sometime in Oct. if the building will be theirs or not, as it might be sold off to a developer. Third, hope the Green Fair preparations are coming along. I have booked tables for both Westbourne East NW and for the Friends of Pearson Park. Fourth, I'm in favour of Guy talking to the group about his climate change plans so the group can decide the level of their support. I could not let him join us for the lobbying as he is not in D. Johnson's constituency and I booked our time for just three people (me, Chrys and Alan) who are. He is supposed to be lobbying Prescott as that's his constituency. Fifth, my votes are for NOT joining the Recycling Network (I have read the literature and do not think this benefits us) and NOT using Resource for the same reason. Hope all goes well in Oct. See you in November.

An Inconvenient Email! 
Local Man Takes on Climate Change 
Local man Guy Moore, of east Hull, saw a film that changed his life. He 
attended a preview screening of the film, ‘An Inconvenient Truth’, by 
ex-US 
presidential candidate Al Gore. 
The film is a passionate and inspirational documentary, exposing the 
myths 
and misconceptions surrounding global warming and the actions required 
to 
prevent it. 
Mr Moore, a Bosnia and Gulf War veteran, who retired from the armed 
forces 
in December 2004, was unaware of the issues of climate change until 
recently. However, he was so moved by the ‘An Inconvenient Truth’ that 
he 
felt compelled to take action. 
“The issue of climate change should be in the minds and on the lips of 
every 
person in this region", Moore argues. 
The Al Gore film spurred him into action to ensure the debate really 
took 
off locally. Mr Moore set up a series of meetings with organisations 
working 
on climate change, such as Friends of the Earth, Oxfam, the local Green 
Party, and members of the council. 
Within a few weeks his plans snowballed to include: 
 
- a meeting with his local MP and Deputy Prime Minister, John Prescott, 
on 
the 30th September, to lobby him on a law to legally bind the 
government to 
reduce CO2 emissions
 - a march across the Humber Bridge, ahead of the mass climate change 
march 
in London on Sunday 29th October
 - booking national speakers for the Hull screenings of ‘An Inconvenient 
Truth’
 - and organising a public meeting on October 12th at Hull Guildhall to 
raise local awareness and commitment on the issue.
  
Moore’s interest in these issues began when he returned to the UK, 
after 
serving 12 years in the army, to find the local population either 
didn’t 
know or care about the reasons behind the war in Iraq and the looming 
global 
energy crisis. 
‘An Inconvenient Truth’ persuasively argues that climate change is the 
biggest moral challenge facing our global civilisation and one that we 
can 
no longer afford to ignore. The film states that, “if the majority of 
the 
world’s scientists are right; we have just ten years to avert a major 
catastrophe that could send our entire planet's climate system into a 
tail-spin of epic destruction.” 
Moore’s aim is not only to raise awareness about the threat of climate 
change, but ensure local people then take action to prevent it. Having 
attended one of the series of events he is organising where people can 
learn 
more about the issue, Moore believes they cannot fail to be inspired to 
take 
action. This could mean attending his awareness-raising march across 
the 
Humber Bridge, joining his campaign, and maybe most importantly, 
changing 
their lifestyle, for example by installing energy saving light bulbs or 
walking, rather than using their car. 
According to Lucy Hurn, from Oxfam’s North-East campaigns office, 
"150,000 
people already die every year from climate change. Climate change 
disproportionately affects those living in poverty in some of the 
world’s 
poorest countries. We believe that it is increasingly vital that 
communities 
work together to highlight and tackle these consequences. That’s why 
it’s so 
important that people like Guy Moore organise these events. And even 
more 
importantly, that the people of Hull join him in taking action". Oxfam 
is a 
member of Stop Climate Chaos.
Supplementary Notes: 
- The 1990s was the warmest decade, and 1998 the warmest year on global 
record.  The Earth is warming faster than at any time in the past 
10,000 
years. The burning of coal, oil and gas has increased the amount of CO2 
in 
the atmosphere by 30% over natural levels. (Intergovernmental Panel on 
Climate Change)
 - The summer of 2003 was Europe’s hottest for 500 years. The heatwave 
caused 
28,000 premature deaths across the continent (Stop Climate Chaos)
 - Mean sea levels in the Humber Estuary and along the Yorkshire coast 
have 
risen at a average rate of 2.55mm per year over the last 80 years.  In 
January 2005 the highest tidal surge in four decades hit Hull. Water 
levels 
rose to about 90cm above normal levels. (Hull Business Forum)
 - 150,000 people already die every year from climate change (World 
Health 
Organisation)
 - People in low-income countries are four times more likely to die in 
natural disasters than people in high-income countries. Globally, 
disaster 
losses increased from $71 billion in the 1960s to $608 billion in 
1990s. 
Poverty and lagging development exacerbates people’s vulnerability to 
extreme weather (Oxfam)
 - Stop Climate Chaos is a coalition of civil society organisations 
working 
to mobilise public concern and political action to stop climate chaos. 
They 
have organised a national march on November 4th to raise awareness of 
climate change. The event will take place on the eve of international 
climate talks, and just over a week before the Queen's Speech which 
campaigners hope will include the introduction of a bill to help stop 
climate chaos.

A windy Bellamy 
  
Dear Friends, 
 
Monday night I was at a meeting on wind turbines in Skipsea (E. Riding of Yorkshire).
The key speaker was David Bellamy. He and the following speaker, a guy from Scotland, spoke at great length on every problem you could imagine to do with wind turbines. 
 
It was horrendous!! The arguments presented were totally NIMBY and no one spoke positively about wind energy from the panel at all, and very few from the floor. I offered that the meeting hear me for 5 minutes on the positives but the panel just fobbed it off. Wind turbines dont work, the 300 people were told in the plush leisure centre. They are noisy, they kill birds, etc. I remember an article in Green World which detailed such arguments.
  
I hope to take Bellamy's presentation to account and distribute this. 
We also have him on video denying climate change, peak oil, etc. 
I hear Bellamy got £5000 for his trouble for that night.
 
Not scot free though. He was on Look North with a polar bear and placards in the background with people noisily disagreeing with him!!

Green Party candidate slams official 9/11 story 
After five years, Green Party candidate Martin Deane notes that –  
 
- In the years since 2001, hundreds of major inconsistencies have arisen between the official story of September 11th . These incude accounts of “hijackers” still being alive and accounts of the buildings being blown up.
 - A large number of survivors and families of victims have major doubts about the official story.
 - Victims of the attacks are still dying today because their government lied to them that the air was safe to breathe. 
 - Now 9/11 is used on an almost daily basis to justify continued wars and increasing losses of civil liberties.
 - Over one thousand Muslims have been arrested under these laws in Britain alone. The 2% or so convicted, have not been convicted of anything to do with terrorism. (1)
  
The grave doubts as to the veracity of the US government’s report reflect that government whose so-called facts on Iraq were fixed upon its avowed policy of warmaking on Iraq.
 
While such severe doubt remains, any policy based on 9/11 for its justification, including this so-called war on Terror, the losses of liberties and increasing state powers, should remain unsupported.

 HOUSEHOLD RECYCLING INCENTIVE TRIAL RESULTS ANNOUNCED 
 DEFRA have reported the results of a six-month trial of 53 different 
local 
 authority household incentive schemes, involving 100 districts and 
 boroughs starting in October 2005. The aim of this study was to 
evaluate 
 the effectiveness of a comprehensive range of incentive schemes in 
 encouraging householders to reduce, recycle and compost their waste.

Postcards against the incinerator 
PRESS RELEASE 
Postcards against the incinerator.  
Councillor Pete Allen will be on the steps of Hull's Guildhall at 2 p.m. on Tuesday 22 August to receive more than twelve hundred signed postcards objecting to the proposed waste incinerator. 
 
Hull Friends of the Earth have been collecting signatures in Hull and the East Riding from concerned citizens who would rather have the opportunity to recycle 100% of their waste than have it burnt in an incinerator. 
 
"Each card represents an objection to incineration by an ordinary person who would prefer to recycle everything," said campaign organiser Carole Noreiko. "Councillor Allen is vice-chair of Hull City Council's Planning Committee, and we are grateful to him for agreeing to meet us and take these individual objections." 
 
Anti-incinerator campaigners refuse to believe that electricity from waste is "green energy". Friends of the Earth have produced figures to show that burning waste emits more greenhouse gas that gas-fired electricity generation, and they point out that that organic waste will soon have to be collected separately, and it could be processed to produce compost and natural gas.   
 
"There are other, greener solutions," said Carole, "And we would like to see the two Councils looking ahead."

Dioxins ARE deadly in small quantities 
Dear Colleagues,
 
I would ask you to remember Michael Meacher. When he was a Minister he claimed that dioxins wee extremely dangerous, even in small quantities. He believed that they were cancerous.
 
I have seen photographic evidence of disabled Vietnamese children, so distorted as to make you weep. These poor kids’ MOTHERS and FATHERS were the people exposed to Agent Orange, a herbicide that the crazy military poured on Vietnam by the thousands of gallons. Agent Orange contained small  quantities of dioxins. These caused the damage.
 
After Michael Meacher was disgracefully kicked out because he had the guts to stand up and be counted, suddenly there was a flood of alleged ‘evidence’ that incinerators don’t really emit dioxins. That they aren’t harmful anyway. How is it that suddenly there is all this evidence that these, the most cancer-causing chemicals known to man, are ‘safe’, that incinerators don’t emit them?

Re - Hull FOE Incinerator objection 
I agree wholeheartedly. Dominic Hogg wrote a good report for National FOE, ‘A Changing Climate for Energy from Waste’. Some of it is hard-going, otherwise it would be excellent. It shows that incinerators may well be bad, producing up to 33% more emissions than other energy generators, depending what you compare them with I can give the website details ANYONE who wants them. 
 
Incidentally you do know that ordinary incineration is NOT recovery, (I believe), but just disposal like landfill, so it’s no further up the waste hierarchy (I believe). If so, not a lot of people know that!! Tell me if you want an explanation.
 
Yes, I do believe climate change should be investigated, but you’ll need to be absolutely sure you know what you’re talking about as I think it could be a minefield. Entrenched belief is that incineration SAVES on emissions. 
 
Sorry I can’t do it myself, but I’ll certainly help anyone to do it.

Re - Hull FOE Incinerator objection 
Hi everyone I did use this argument vaguely back in the day however the source protection zones were cleverly
 drawn on the maps touching the Winterton site bur not overlapping so would need a very expensive geological 
survey to prove the obvious, done by someone with more credibility than the "experts" employed by the enviironment
 agency. At the public inquiry for the joint waste local plan I objected to incineration on the grounds that there 
were no sites licensed to take special waste arisings within the local area waste authority but failed to get the 
alterations needed. Still worth pointing out tho just need to confirm status of Winyerton's tip licence.
 
And maybe the location of other special waste sites cos Winterton was by far the nearest potential site. 
 This was years ago though.

Scunthorpe-Friend of the Earth 
Re: Hull FoE Incinerator objection 
North Lincs Council have been consulted on this application as a 
neighbouring authority.
 
It is going to planning committee next Wednesday  (16th at 1pm in 
Scunthorpe).
 
Officers are recommending no objections as you can see in the report.

The council's procedure rules permit one member of the public on each 
side to speak for no more than 3 minutes so long as they give notice to 
come bloke called Steve Whittemore at least 48 hours prior to the start 
of the meeting. Obviously he will be declaring an interest and leaving 
the room whilst the item is discusssed ;-) on the basis that Hull FOE 
are objecting.
 
Is it worth someone speaking if only to prepare them for some 
opposition 
should any applications come up in North Lincs area? There is also the 
possibility that the toxic ash may be buried in Winterton as per my 
earlier email.There is limited knowledge on incinerators in the new 
Scunny group so may be best if someone came over from Hull if possible.

Hull FOE Incinerator objection 
I understand from EYE Chairman Rick Sumner that Elliot Morley, MP claimed on radio/TV that he is quite happy to know that toxic ash will be landfilled at Winterton. I remember that when we fought the Foster St. incinerator, I explored this angle. A Lincolnshire Labour Councillor was very talkative about the landfill site being above the aquifer supplying water to the area. Suddenly he went very shy and I couldn’t get a word out of him. I believe that anyone who could show that there is any danger to the water supply could stop this in its tracks, as a consultant (I believe) suggested that EU legislation forbids such.
 
Get back to me if you intend to follow this up. (Examination of geological maps would be a good start  --  will our geologist be interested?). I’m not passing the buck, simply exploring other avenues full time.

Humberside Airport Master Plan

Humberside Airport Master Plan 
Dear colleagues 
 
My name is Anthony Rae, and I am the regional aviation campaigner for Friends of the Earth.
  
Although Humberside is the smallest of the regions three airports, we will need to respond to its master plan http://www.humberside-airport.co.uk/smx/airport-information/master-plan - as this message suggests - and I have already looked at it, and was interviewed on BBC Radio Humber about it.  The line I decided to take was that it was irresponsible, in view of aviation's growing contribution to climate change, for this company to be seeking to expand its operations and emissions in a region that was particularly susceptible to flooding - and I referred to the Environment Agency maps which illustrate this graphically -

The Finningley airport master plan - which will seek to push the Doncaster airport up from 2 million passengers per annum (mppa) to about 14 mppa in 2030 is also about to be published, and it might be worth linking the two campaigns up.
 
Whilst I can supply analysis (should you want) obviously it is best if the campaign is led locally, so that's for you to organise.

Building on land behind Victoria Ave 
Helen Thomas phoned this eveneing  regarding the proposed housing development behind Victoria Avenue.
 
She sent some information to us ( presented to HullFOE at a meeting a few months ago) which someone from Hull FOE has kept ( Hilary/Carole?).
  
The planning application for  28 houses has just been submitted and there are 17 days left to object. SHe is concerned that the WHOLE area is going to be turned into housing  with total loss of the wildlife habitat.
  
Helen would like some support in her objections & she wondered if people resident in the area can help.

Anti Incinerator Camapaign

1. ERYC & Incinerator 
East Riding of Yorkshire Council Planning Committee debated the Incinerator recently. The Lib Dems, I understand, showed much opposition but then LAB and CON voted together and pushed it through. This was probably agreed in advance. Now it hinges on Hull ! It is probably a done deal, but since when has that been something new in British politics, and it should not deter our resistance!
 
2. HULL CITY & Incinerator, Jan 8th 
HCC Planning Committee votes on the Saltend Incinerator on JANUARY 8TH 2007 - very early in the year probably to deliberately minimise resistance.
HOTI (www.hoti.org.uk) has a number of people slotted to speak. If you want to speak as a Hull resident, THEN PLEASE RING 612345 for Development Control to book a slot! HOTI has booked a slew of slots and there risks being too many EastRidingers and Hull Councillors might get uppity at that. HOTI rang me to say the same. We need people to speak. (Also I will almost certainly be away)
 
3. MEDIA 
We could do with a concerted media campaign to get the downside of incineration and the alternatives - like the anaerobic digestion that Barry mentioned yesterday - into the press and under people's noses as much as possible. So write/email a letter with your name, address, and organisation, making your point.
 
4. Media List 
If you have a name and organisation - the more the merrier - even make one up if there's two of you - and please compose letters to the media, or a Press Release if you have a Short, Pithy message across.
 
Attempts have been made to get a full copy of the Incinerator contract but these have been unsuccessful, as far as I know.
 
I have been approached by Martin Hemingway, of Leeds Green Party, who is willing to speak in this area. As a councillor on Leeds CC he persuaded them not to go the route of an incinerator.

Meeting to bring together speakers in opposition to incinerator 
Dear All
 
I have been asked by the HOTI committee to try and set up a meeting in Hull with all those who have registered, or who would like to speak, to co-ordinate the overall presentation on 8th Jan.
 
It has been suggested for Wednesday 20th December – 5.30pm.
 
Please can you let me know your availability and who you are “representing” (members of public, Hull FoE etc)
 
If too many people can’t make the 20th, I shall try for another day. If you would prefer another time, please let me know.
 
We are also leafleting East Hull with details of the meeting on Jan 8th and will be holding a demonstration outside the City Hall at 2.30pm.

The Saltend incinerator 
It seems possible that, in the HDM, 8th Dec. 2006, page 4,   Cllr. Wareing has deliberately misinformed the residents of Hull and the East Riding. The fact that 6,800 residents placed incineration 6th choice, whilst a smaller number of 6,600 placed it first choice, in the widely hailed ‘Public Consultation on Waste’, indicates to me that Cllr. Wareing doesn’t know his tibia, from his pelvic girdle, (a possible problem when attending the toilet).
 
Although, apparently, his seeming attempt to influence, nay, scare the proverbial out of us, has had no influence whatsoever in planning issues, I still believe that Cllr. Wareing should either apologise to us residents whom he may have slurred, or provide the evidence that his remarks are true, or that he was misquoted. In the latter case, I leave it to him to discuss the matter with the reporters, Angus and Andrew. 
 
Perhaps Cllr. Wareing will then inform us of the outcome, and set my mind at rest, that he has not lied.
 
If he finds it impossible to do the aforesaid, then I assume I have the right to indicate, what must seem to be, the facts to colleagues, worldwide, a step I will reluctantly take.
 
What is more, looking at the article, ‘Decision turns up the pressure on city councillors’, (Hull Daily Mail, 8th December 2006, page 4, towards the bottom), I note that Cllr. Wareing is quoted as saying that planning committee members in Hull could end up rejecting the scheme despite both major political parties at the Guildhall supporting the incinerator in internal discussions’.
 
Will Cllr. Wareing provide me with the evidence that the Liberal Democrats do in fact support the incinerator, or will Cllr. Minds demand an apology from Cllr. Wareing for misinforming the residents?
 
If Cllr. Minds should feel it unnecessary to do this, or re-assure me on the matter, may I assume that Cllr. Wareing is correct, and that I am free to reluctantly divulge this to a worldwide audience, via the web?
 
The evidence would seem to be that possibly, Director How Roberts of East Riding Council, and Cllr. Wareing of Hull City Council, are, (not very good)  agents provocateur, intent on causing trouble. 
 
Normally, I would not give a fig for anything either gent said, but we provided much evidence to the Planning Officers of both councils, indicating that the incinerator will be a financial disaster from day one.
 
Unfortunately, I believe that in a possible excess of enthusiasm, in a possible outpouring of joyous Christmas spirit., a possible feeling of plumtiousness, the ERYC officers seemed to regard our well-researched findings as so irrelevant as not be important enough be discussed.
 
Concerning the alleged concern of Officer Roberts, that the 36,000 tons excess waste which he seems joyously intent on landfilling at an alleged cost o £6 million, in 2009, (a figure that we contest), I draw your attention to the following research of a colleague.

   At the risk of incurring the wrath of all of you, I will take the 
liberty 
of commenting as it were "from far away" in the N.E. corner of Wales.  
From 
the experience of being a County Councillor, Chairing a campaigning 
pressure 
group (CANK) concerned over co-incinerating cement kilns and having 
represented environmental groups in places as distant as 
Cambridgeshire, 
Lancashire, Rugby and South Wales at the kind of 5-minute presentation 
exercises that you are now faced with, let me urge you to get your act 
together in every way.
 
   The 5-minute tactic is NOT a generosity, it is not a public 
consultation 
exercise in any meaningful way.  It performs a two-fold function.  The 
"We 
have Consulted interested Parties" box can be ticked off.  That is a 
defence 
mechanism for the authority.  Often, the 5-minute rule is an 
impropriety 
because it breaches both Constitution and Standing Orders i.r.o. 
Council 
Activity. 
Basically, the 5-minute rule usually applies to FULL Council Meetings 
only. 
(48 or 70 County Councillors all waffling on for an hour could result 
in a 
lengthy session!).  There may well be an "Application of Rules" clause 
in 
the Constitution that indicates that such limits shall not apply to 
Committees, Sub-Committees, Panels and Fora.
   Aside from that, the hope of the organisers is that environmental 
activists are all INDIVIDUALS, each eager to grab his or her 5 minutes 
in 
the limelight and EACH determined to outshine all of the others.  That 
kind 
of engagement will result in umpteen layers of the same points being 
presented at the hearing, WHICH IS JUST WHAT THEY WANT.
   It is better that LOCAL PEOPLE make all of the presentations, EXCEPT 
for 
ONE SLOT, which you should offer to an environmentalist of national 
standing 
such as Ralph Ryder or Val Barton purely so that the link in to the 
National 
Picture can be made.   Aside from that those granted speaking slots 
need to 
COMMUNICATE and broadcast, at least among the other speakers, their 
intended 
BULLET  POINTS. 
   If that is done, REPETITION can be minimised and the BROADEST 
evidential 
representation can be achieved.  That works best if you have a LOCAL 
CO-ORDINATOR, somebody  (Barry?) who can act as mentor, arbiter or 
whatever, 
so that the TEAM PRESENTATION is effective, cohesive and impressive.  
If you 
do not take these steps, you run the risk of repetition, contradiction, 
and 
omission, each of which will fatally flaw your case.  
 
Finally, for each 
speaker, do remember that when you claim a point of EVIDENCE against 
the 
incinerator, PROVIDE THE DOCUMENTARY REFERENCE for your claim.  If you 
fail 
on that point, all you will be offering is anecdote, which is what the 
authority will be hoping for, because that can be swept easily and 
safely aside.

Councillor Julie Abraham who represents south Hunsley Ward lives at 
Ashdale
Park North Ferriby. At the origional public inquiry for the foster 
street
application HullCCs barrister argued that foster street was not bpeo 
cos
North ferriby was a better location. A couple of years ago Cllr Abraham
chaired a meeting in a village hall in North Ferriby against an MRF 
plant. 
It was intended to use this to reclaim materials to make RDF (refuse 
derived
fuel) in other words pellets to burn in an incinerator. Many residents
voiced concerns that an incinerator application for that site would 
follow. 
Councillor Abraham perhaps should not have voted. Maybe she should have
declared an interest and sat out. Might be worth a complaint to 
scrutiny
committee and ombudsman or whoever independantly overseas councils. 
Perhaps
the others who voted for incineration also have similar 
concerns/interests. 
Would check myself but am away 4 a couple of days and am not a resident 
of
the ERYC.

Environmental Round Table 
Environmental Round Table, Monday 11 December 2006, 12-14.00, Guildhall  
This Round Table was organised by Adam Fowler of CHEF, with Councillor Woods, and bods from various business and environmentally concerned organisations I attended for Hull Friends of the Earth. 
 
A recurrent theme was that within the City Council management structure, there was no clear and direct responsibility for the environment, and that none of the various LSP Citythingies had environment or sustainability specifically in their remit. 
 
The question of the incinerator was raised (forcefully, though not by me), but not discussed. From some remarks by Cllr Woods, I rather gathered that he might be hoping that a refuse burner would help Hull to generate some of its own electricity: I hope I'm wrong!. 
 
The Council is moving towards setting up and Environmental Management System, involving a policy, ISO14001 environment impact and performance standard, and  an EMAS - Environmental Management and Audit Scheme. They are looking to the model of Kirklees Council which saved £3M in this way, and hoping to plough :money saved into more environmental improvements. 
 
It was suggested, and adopted, moves be made to bring the environment into the purview of the Scrutiny commission, and that Learning Services be brought on side in order to convince school pupils and through them parents. 
 
In the future, planning permission might require new buildings to be carbon-neutral, using recycled materials as far as possible, and integrating with the landscape. The school building programme came up in this discussion: Humberside Police would prefer flood-lit concrete slabs set in the middle of open lawn, in order to discourage crime. The meeting generally felt that pleasant surroundings in which people felt engaged were more conducive to environmental protection and thus crime reduction. 
 
It was also greed that Climate Change meetings , on the lines of Guy's pioneering evening, should continue (Ferens was mentioned as a possible venue). There would also be more Environmental Surgeries where the public could question and hassle the Environment Portfolio Holder. 
 
On the negative side, Hull's recycling rate is actually going down: 21% and falling. Councillor Woods is not sanguine about reaching 45%!

Incinerator -HELP PLEASE!! 
Hull City Council will decide on the incinerator application on Monday 8th January . There will be 18  x five minute slots for people to object before the decision is made. 
 
HOTI  will be using some of these slots  & they would like  help  from HullFOE to use more of hte slots . Obvioulsy we neeed 18 separate points to have maximum impact. 
  
If anyone feels they can speak for 5 minutes please let me know and we can book some slots (slots have to be booked by the  4th January ) .
 
We can liaise with HOTI to make sure we are all presenting different points so if you feel passionate about a point then please   let me know or else we can probably find you one!

This is our last chance to defeat the incinerator  so please please come forward !

Last week's DEFRA news showed the volume of municipal waste generated in England fell by 3% in 2005-6! [see graph below]
 
"The historic tide in the growth of waste may have turned, according to figures released today. They show that the amount of municipal waste produced last year dropped by 3%. Last year's 3% fall was the biggest on record and was accompanied by a reduction of 10% (1.9 million tonnes) in the amount of municipal waste sent to landfill. Recycling increased to 27% - nearly four times higher than in 1996/97. " 
 
The Minister, Ben Bradshaw, said "Sustainable waste management is not some peripheral activity but central to our environmental vision. Central and local government can no longer afford to treat it as a Cinderella service but as something central to their environmental delivery."

Please consider that the planning application is based on a 3.8% increase in waste year on year in order to justify a large incinerator. With DEFRA's long term goal of at least 50% recycling ( and the good progress being made according to DEFRA's press release), this will render a large percentage of the incinerator capacity free to accept non-consumer waste. 
 
WRG's consultants, RPS Group, have already said that " WRG's view is that a shortfall of this magnitude could easily be filled by the plant taking commercial and industrial waste from the Hull & East Riding area..." [ letter from Jonathan Standen ,Technical Director of RPS group ,to Chris Peach HUllCC 26/10/06]....if there isn't enough commercial waste in our area will it be imported?

I see. So some commercial waste will get diverted from landfill to incineration, but we shall probably never know how much will get diverted from recycling to incineration [if I’m right that the 45% recycling target only applies to household waste?].
 
The point I made about undercutting other firm’s costs and thereby lowering the incentive to reduce waste probably doesn’t apply, therefore, as WRG is already disposing of most of the waste. If they have a near monopoly they can presumably charge almost what they like. Infrastructure paid for with public money [?]  Nice business to be in!

Paranoid in thinking perhaps this business opportunity was always part of the plan. 
No, this was probably always what they wanted.  
After all, the commercial director of WRG said at the public inquiry that the waste burner was not the most profitable part of their waste disposal plan. So why did they want one so much? So that they could use it for commercial waste and get paid. 
 
The two Councils have been shafted.

Hilary, I stand corrected but I think they will take commercial waste anyway!  At the moment waste is collected at the various WRG transfer stations (Wilmington, Carnaby etc) then landfilled or recycled.  Both local authorities operate commercial waste collection services and this goes to the same place as household.  Other commercial waste in this city goes to Biffa (Opposite Wilmington).  Biffa use WRG to get rid of their waste (they do not operate any of their own landfill sites in this area).

Incinerator 
Dear All, 
Have I got this right? 
In HDM I read that Mr Asquith of WRG said [in the context of what would happen if the incinerator turned out to be bigger than needed for household waste]
 
‘If recycling exceeds 45% and household waste grows less quickly that is good news as we can then take commercial waste from shops, businesses and hotels to minimise the waste chain’.
 
It seems to me this has a double disadvantage:
 
1. Businesses have to pay to get rid of their waste. The more it costs the more incentive they have to minimise waste and use resources carefully. To attract businesses to them WRG will have to undercut the prices of whoever is currently dealing with the waste. Result; less incentive for businesses to use resources carefully.  
2. Some businesses probably currently have more than one firm taking different parts of their waste. Eg. A joinery firm perhaps has one firm taking wood offcuts to make into chipboard, another taking their office paper for recycling and another taking general rubbish. Along comes WRG and says ‘we can take the lot for you, no need to separate the waste’. Business person thinks ‘less hassle with separate contractors, less staff time sorting, good idea’. Result: less recycling. [Remember the reason for doing this is to keep the incinerator operating at economic capacity. So WRG has no incentive to send the stuff for recycling]. And possibly some existing recycling firms going out of business. 
 
There may perhaps be other issues around the probity of using [presumably] public money to build a household waste facility and then use it for business purposes? Those of you who understand the nature of WRG’s contract might know more than me on that one.
 
I’m not being paranoid in thinking perhaps this business opportunity was always part of the plan?

Incinerator Council Meetings 
Dear All, 
As I hope people know, East Riding Council makes its decision on the Incinerator Planning Application on 
Thursday 7th December at 2pm at County Hall Beverley. 
Although its unlikely that you will be allowed to speak, Councillors do judge the strength of opposition by the number of people who turn up, so it really is important that as many opponents as possible turn up.
 
 
If people have time, Holderness Opposed To Incineration [HOTI] are doing a presentation to Councillors on 
Tuesday 5th December at 2pm at County Hall, Beverley. 
[the same day as our next Hull FOE meeting].Again its unlikely that you would be able to speak, but would be nice for as many as possible to show support.
 
Hull City Council make their decision on 
Monday 8th January in the City Hall [ie not Guildhall], Hull. 
I don’t have a time but will try to find out. 
I understand people are going to be allowed to speak at this meeting, though its best if people try to avoid repeating points that others have made as they are likely to be cut short if they do.

Hull arrests, Faslane nuclear base, Remembrance Sunday 
 
 
Two Hull men were among a group of six people arrested outside Faslane Naval base near Glasgow, after midday on Remembrance Sunday.
  
John Beardmore, 61, of Hull Quakers, and Martin Deane, 44, of Hull Green Party were protesting against nuclear weapons and the proposed renewal of the Trident nuclear missile system.
 
"The weapons themselves stand for a great evil", said Mr Deane of west Hull, "let alone the plans by Tony Blair and Gordon Brown to renew and replace the staggering nuclear capacity of thousands of Hiroshimas."
 
"Britain signed the Non-Proliferation Treaty in 1968", writes Mr Beardmore, of central Hull, "and I draw attention to article 4 of that treaty which states that 'each of the parties undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament under strict and effective international control.' To spend £75 billion on a weapons system of such enormous destructive power whose use is beyond contemplation is madness and a huge theft from the next generation."
 
The protests continue.

There is floor space at Glasgow Quaker meeting house, 38 Elmbank Crescent, 
Glasgow  G2 4PS on both the Saturday and Sunday nights.

On Saturday evening there will be nonviolence training in the Meeting House 
between 6 and 9 pm.  Even if you have already done some training, this is a 
crucial chance to meet with others in the group, to build a sense of community 
and to discuss strategy, in addition to the practical training skills.
 
Many will be coming as a group and these will be natural affinity groups.  
Others are coming individually and will be looking to link up with others to 
form affinity groups.
 
Those staying at the meeting house or attending the training and staying elsewhere
are asked to bring their own food for a bring and share supper.

Porridge will be provided for and early breakfast
A coach will leave the Meeting House for Faslane at 6.30am
The coach will depart from Faslane to return to Glasgow (particularly for those

For others returning at different times, the following information is from the 
Faslane 365 website (http://www.faslane365.org/en/transport) :
 
There are good public transport options from Glasgow. At the time of writing 
trains from Queen Street station (low level) for Helensburgh leave every half-
hour from early till late. There are service buses from Helensburgh's Colquhoun 
Square (destination Garelochhead or Coulport) which stop at Faslane Peace Camp 
or Faslane north gate. There is also a train service from Queen Street (main 
level: destination Mallaig/Oban) which stops at Garelochhead (about a mile walk 
from Faslane north gate). Check the current situation with Traveline Scotland 
(http://www.travelinescotland.com/). There are also ferries from Cowal and 
Inverclyde to Helensburgh and Kilcreggan.
 
Some people will come with cars /vans etc.  These can be parked at the Faslane 
cemetry just a couple of hundred yards beyond the north gate.
 
* Sunday over to Monday 
So that banners etc don't have to be removed overnight, it can be useful to 
have people who are willing to do an overnight vigil.  Think about whether this 
is something you could offer.
 
We gather that the Faslane peace camp (http://www.faslane.co.nr/) is able to 
accommodate some people overnight, which could be particularly useful
for some  to make an early start on Monday morning.

Plane Stupid: Day of action against Short Haul Flights.
 
 
Members from the area Green Party, and other concerned groups, will meet at 12 noon today at Robin Hood Airport near Doncaster for a day of action against what has become the fastest growing contributor to climate change in this country - the Aviation Industry.
 
 
Dressed as Robin Hood and his merry band they hope to highlight the injustice of government policy which allows a company claiming assets over £3 bn, to profit from the lack of taxation on aviation fuel. Meanwhile, 'our' increase in budget air travel means millions of the world’s poorest may face starvation due to drought and flooding as a result of climate change.
 
 
Martin Deane of Hull Green Party said, “Airports make a huge contribution to global warming. Airports now routinely object to planning applications for wind farms as a matter of course. This Robin Hood steals from the poor to subsidise the rich. Airports stand in the way of attempts to lessen the effects of energy consumption and jeopardise the introduction of sustainable technologies like renewable energy. After the Stern report last week airports are actually no longer worth the money! Are they to improve their balance sheet by pushing the earth over the edge?"
 
 
45% of all flights within Europe are less than 500km in length - the distance from London to the Scottish border. The aviation industry pays no tax on fuel, or VAT on transactions: a subsidy worth £9billion each year. Airline companies can thus sell tickets for one fifth of the equivalent peak rail fare.
 
 
Many of the destinations available from Robin Hood Airport such as Paris or Dublin could easily be reached by using rail and ferry links which are far less polluting methods of travel.

Zero Waste Declaration 
Last weekend, the Zero Waste Association UK, at an anti-incinerator campaigners’ summit meeting in London organised by FOE, produced a ‘Zero Waste Declaration’. I believe that it is hoped that all anti-incinerator campaigning group members will sign the declaration which is to be presented to Government (?), Tony Blair (?). I believe this is just one step in a campaign to draw the Government’s attention to the fact that, no, we do not want incinerators because we do not need incinerators.
 
East Yorkshire EYE is fully behind this declaration. I know that Hilary of Hull FOE is to propose that Hull FOE puts its weight behind it.
 
Will HOTI consider joining in? Furthermore will ERYC Liberal Democrats and Independents consider doing the same? Will those councils supporting HOTI consider doing the same?
 
My reasoning is that we environmental groups FOE and HOTI and EYE would not be tying ourselves in to any political allegiances, (I am a Green Party member, but that’s not a factor). All signatories will be merely showing unity.
 
WE can then gain publicity, photo calls, newspaper write ups. To be a little cynical, although I totally believe that ZW is the only way forward, I would not expect everyone fighting against the Saltend incinerator to have the same utter conviction. I would believe they could still sign with a clear conscience.

National Climate March 2006 
On the eve of crucial climate talks in Nairobi, come to London for 
the
 biggest Climate Change event of the year.  Take part in a global day 
of
 actions and send a clear message that the British Government can and
 must lead the way in committing to, and delivering, cuts in Carbon
 Emissions. 
 We can and must make changes in our lifestyles - BUT the biggest

Urgent Zero Waste Declaration - Please Support 
I offer you my total support. I was converted some time ago. But you know, with all respect, supporting a declaration is not a patch on dipping into your coffers and joining the two ZW organisations. I am now a member of Zero Waste Chartists and Zero Waste Alliance UK, and as soon as I get up from my terminal, am going to ask the Chairman of EYE which I represent, if he will accept my donation to pay for EYE membership of both organisations. This statement is not an exercise in showing how worthy I am, just an _expression of my utter, total, belief in Val Barton (ZWA UK) and Paula Whitney (ZWC). Both work tirelessly.
 
You know, when you hear that Zero Waste is pie-in-the-sky, that’s nonsense. It is so practical a solution that the rest of the world is using it. We in Britain just seem totally insane in ignoring it. A zero waste policy is the only way forward, so we have to give financial and numeric strength to these two organisations.
 
I ask HOTI, Beverley FOE, and Hull FOE to join. The only way we are going to stop incineration is by supporting ZW. If any group needs to know more about these two organisations, please let me know.

Urgent Zero Waste Declaration - Please Support 
Zero Waste Alliance have prepared a Declaration “A bridge half built” with a leading influence from Robin Murray and after consultation with others closely associated with the Zero Waste movement at home and internationally. 
 
 
We propose to send it to David Miliband, Secretary of State for the Environment as well as to the National Press, encouraging local groups to Press Release it to their local Press as well as send it to their local MP’s and politicians.
 
 
At the moment we are looking for pledges to support the letter and for groups to be prepared to say they support it. Can we count on you? Can you circulate to others?
 
 
We feel the time is right for such an initiative and indeed events are such, with Belvedere incinerator approved in London and Defra following a pro-incinerator line, there is an urgency in doing this. The Declaration expresses the disappointment at things slipping back from the vision expressed in the Government’s Strategy Unit’s Report. It is not intended to say everything, but, with the knowledge that we do have some sympathisers within the department, we are trying to persuade them back to a more sustainable way forward.
 
 
Please note that we say “Zero Waste Alliance “ not  ZWA UK or International or any other name as this may give us one voice to promote our common aim of Zero Waste.

Demo Thanks - Climate March Sunday 
   
PEARSON PARK TO QUEENS GARDENS CLIMATE MARCH 
A great deal of thanks to everyone who helped make Hull Stop Climate Chaos the event it was.
  
Particular thanks to Rootsy and the Tea and Wisdom tent (and generator for the PA!), and Louise for her marquee for our stalls. Thanks to all who supported the march and the film the previous week, settng up and running stalls. Thanks to those who helped steward, and prepare and carry banners, and help it all go very smoothly.

Al Gore's powerful film on climate change, An Inconvenient Truth, is showing for the first time in Hull TONITE at Hull Screen. The film sweeps across our planet's climate history and is a powerful call for very significant - but achievable - action to be taken especially by the world's leading industrial societes like ours. The film is showing until Friday.
 
Each night the main feature will be introduced at 7pm by a short film of how people around Hull see climate change, to be followed, each night, by an expert speaker on a different aspect of the climate threat. In the foyer will be various stalls campaigning on the issue.

Climate Change Campaigners, Guy Moore and Martin Deane are hot on the trail of details for Sunday's march which has had to change venue from the Humber Bridge to Hull's Pearson Park and Queen's Gardens because of safety concerns from the police.
  
"We are pleased to announce the Climate Change March will begin at in Pearson Park which we are asking people to gather in time for 12 noon," says Guy Moore, an independent climate change campaigner inspired by the new film out An Inconvenient Truth.
 
The route, now, is to gather at Pearson Park for 12 noon on Sunday 29th October and walk down Princes Ave and Spring Bank and then on to Queens Gardens.
 
"All are welcome to join us to get the message across as much as possible - that the City of Hull and the East Riding of Yorkshire must seriously prepare starting now for the prospect of climate change.
 
"It is a pity the Humber Bridge is out of bounds, this time round, as it is such a symbol of the area and it is actually the whole AREA under threat, and not just Hull, so we are asking people from the wider region to support the march from Pearson Park too, and show they understand the seriousness of the threat," says Martin Deane, secretary of Hull Green Party.

Homework for Incineration Summit 
Dear All, 
You will be working together in a small group next week at Saturday's Inicneration Summit in the afternon session. I have chosen the groups fairly randomly but if you are coming with other members of your group I have tried to split you up - I hope that you are all ok about this.
 
A report is available which details different campaign network models from Roadblock to Incinerator Busters. This report will hopefully help fuel our thinking about what sort of anti-incineration campaign network we may wish to develop. At the summit there will be six groups looking at a specific campaign model in more depth and trying to draw out the pros and cons of that network. You will be looking at the INCINERATOR BUSTERS  model.
 
Please read the relevant sections of the  report - so you are familiar with this campaign network before the meeting next week. Also please spend a few minutes before the meeting thinking about what you personally would like from an anti-incineration campaign network .

Dear Supporters, 
 
We are having to change the venue of the Climate Change Walk from the Humber Bridge to Pearson Park and into town to Queens Gardens.
The proposed route, now, is to gather at Pearson Park for 12 noon on Sunday 29th. 
Then to walk down Princes Ave and Spring Bank and then on to Queens Gardens.

I was struck on reading the latest Hull Eco by something in the report on the lobbying of Diana Johnson MP. 
 
She is reported as saying that she would be glad to be put on the mailing list for Hull Eco. 
 
She's on it already. 
 
One can therefore suppose that either 
ma) she gets it and takes no notice, and will take no more notice of a second copy, or 
mb) she gets it and knows she does, in which case she is being polite and thinking what disorganised twits we are.

Hull opportunity, Big Ask and Razorlight gigs 
 
  
Dear all, 
 Apologies for sending this out to all of you but I wanted to be sure 
that 
 as many people as possible were aware of this. 
 Friends of the Earth has been approached by the band Razorlight who 
want 
 to be involved with the Big Ask campaign.  Razorlight have just been 
at 
 Number 1 in the charts with their single "America", have recently won 
a 
 couple of awards for their live shows at the Vodaphone music awards 
and 
 generally have a very high profile at the moment.  They are playing 
in 
 Hull this *Saturday 21st October at the Arena*. 
 The band are offering for between 5 -10 people to get into the gig 
for 
 free and to run a stall signing Big Ask postcards.  Friends of the 
Earth 
 are helping the band create some visuals so that information on the 
Big 
 Ask will flash up at all the gigs throughout the country and is also 
 creating a special Big Ask postcard which will be sent directly to 
Tony 
 Blair himself. 
 This is an amazing opportunity to see a great band for free, as well 
as to 
 really help to keep the pressure on for the final stages of the Big 
Ask 
 campaign.  Please circulate this to anyone you know in the Hull area 
who 
 might be interested in attending the gig and helping with the stall.   
It 
 isn't necessary for them to be involved directly with Friends of the 
 Earth, they just have to be willing to help.  Unfortunately I am away

 the weekend otherwise I would be up there myself!

Stop Bush's "October Surprise" Attack on Iran 
   
While North Korea is dominating the headlines, the threat of an "October Surprise" U.S. attack on Iran has not diminished.
 
Pentagon planners have moved from routine "contingency" war plans to "second-stage" war plans. And the nuclear-powered aircraft carrier U.S.S. Eisenhower and its accompanying strike force of cruiser, destroyer and attack submarine are sailing towards Iran.
 
How would Iran respond to an attack? Iran has three times the population of Iraq, and a modern military capable of firing missiles at our oil-producing allies and shutting down all shipping in the Straits of Hormuz, through which 20% of the world's oil travels every day. The 140,000 U.S. soldiers in Iraq would be attacked by Iran's Iraqi allies, and Hezbollah would attack Israel.
 
So why would Bush want war with Iran? For one obvious reason: to prevent Democrats from sweeping the November elections, as all polls now predict.
How could Bush attack Iran with all of our soldiers tied down in Iraq and Afghanistan? By relying entirely on bombs and missiles delivered by planes and ships. After all, Bush threatened to bomb our ally Pakistan back to the "stone age" if Gen. Musharraf refused to help us after 9/11. If conventional bombs won't cause enough destruction, Bush's neocon supporters are urging Bush to use nuclear weapons.
 
How would Bush start a war? By provoking an Iranian attack on U.S. forces - most likely by sending a U.S. warship near Iranian waters, or flying a U.S. warplane near Iranian airspace. After all, Bush planned to send a U.S. spyplane over Saddam Hussein's Iraq painted in U.N. colors to provoke an Iraqi attack that would get Bush the U.N. resolution he desperately wanted.
 
Bush fooled America once already with his invasion of Iraq. How can we stop him from invading Iran?

Climate Change Public Meeting  
PRESS RELEASE 
Report on Climate Change Public Meeting held at Hull Guildhall on the 
12th 
of October 2006.
 
At a packed and impassioned meeting last night , people from Hull had 
the 
chance to put experts on the spot on climate change issues affecting 
Hull. 
"The level of debate was impressive", said Martin Deane, chairing, of 
Hull 
Green Party, "whether it was people asking questions about the green 
credentials of some Hull businesses, or questions on sea level rise or 
cycle 
lanes across the city, people made sure to get their points across." 
Speaking were experts from Hull University, Professor Mike Elliott and, 
Dr 
Sonja Boehmer-Christiansen, and specialists from Hull City Council, 
Corporate Policy Officer (Sustainability) Martin Budd, and Councillor 
Stephen Baker, standing in for Councillor Dave Woods (Environment), 
Adam 
Fowler (CHEF), the City of Hull Environment Forum and Richard Claxton, 
Greenpeace activist and decentralised energy specialist. 
Arthur Wood, of west Hull, commented that the old bottle deposit system 
should be re-introduced and, a step further, that all bottles should be 
standardized leading to a less energy intensive system. Mr Wood pointed 
out 
regarding the old deposit system that: "previous generations thought 
this 
was necessary whereas we don't." 
Local businessman, Ian Ibbetson, suggested that if the planning 
regulations 
were clearer and facilitated by a supportive council, the idea of 
having 
micro generating wind turbines or solar panels would be taken up by 
more 
people. 
Annie Holdsworth, aged 12, asked if these things were going to be 
taught in 
schools in the area. It was generally agreed that education in these 
issues 
across all ages and key stages was essential. 
Guy Moore, a local man who made meeting happen, said "I believe that 
the 
meeting was a first stage of awareness-raising and interconnectivity 
between 
socially engaged groups which this area vitally needs." 
Other issues raised were incineration, domestic production of energy, 
economic growth versus environmental priorities and the use of nuclear 
power 
in our future.

Hull and High Water! 
The point of the measurement at the time of one of the highest tides 
for
some years (and for some years to come) was to see how much leeway Hull
has in the height of the tidal defences above the maximum likely 
height. 
Prediction is difficult. But it looks as if, under normal 
circumstances,
the safety margin we observed (approx. 1.5 metres) at the pier (the
Horsewash), would probably be enough, unless there were some tremendous
storm/low pressure/waves coming up the Humber.
 
The simple measurement we made was to get a graphic representation of
the safety margin during "normal" weather conditions. Global warming is
a concern. Sea levels are rising. We intend to try to get an
authoritative estimate of when the height of the defences will need to
be increased. Also, defences should be free from gaps. We took a photo
of the defensive wall at Hessle Haven, showing the wall ending. The
water beyond it was about only 20cms below the road level. We don't 
know
why this is so.

Estimated 600,000 Iraqi dead 
  
I forward this, by the same people (Lancet, John Hopkins researchers) who gave us the 120,000 figure for Iraqi dead a couple of years ago. 
They claim the real figure is more likely in the 600,000 arena now.

Stop Climate Chaos demo 4 Nov 2006 
Last year I tried to organise a coach down to the Climate Change demo (which was actually a flop last year but hopefully better supported this time). However, I was forced to cancel the coach due to poor take-up of seats. A fifty-two seat coach is not much short of £1,000 so it is pretty essential to be sure of selling all the seats at £20 (or some at £25 and a few at £15 for concessions) to make it feasible.
 
I would be willing co-operate with any other groups who are interested in organising joint transport and to publicise it. Would FoE be interested in organising something jointly with the AGS. I doubt if we could fill a coach (though I woud be willing to try) but we might hire a minibus if there were a dozen or more people wanting to book seats.

Composting Project in South Millford 
Hello
I am the Commercial Manager of the Environmental Technologies Centre 
for
Industrial Collaboration (ETCIC to its friends!) based at the 
University
of Hull. We were established with the help of Yorkshire Forward to 
link
the strengths of academia in the region to local businesses. For the
past 18 months, the centre has been working with a company called 
Mytum
and Selby based in Sherburn-in-Elmet on re-generating an old Maltings
site. The objective is to turn it into a state of the art recycling
facility with particular emphasis in the early stage on in-vessel
composting. We believe that the principles we are employing in this
project have an excellent environmental profile. Whilst we are still 
in
the design stage we would, however, welcome your views on our plans. 
If this is of interest, then we would like to invite you all to visit
the site on Wednesday 18th October, at a time which suits you best. 
We
will then outline the history of the site, the team involved in the
project, and our existing and future plans.

NORTHERN NETWORK NEWS *26 September 2006* 
Hi everyone 
I hope all those who came to Conference had a great time – and all 
those
who didn’t are thinking they’d like to come next year! I personally 
came
away feeling really inspired by all the amazing things we’re achieving,
and with lots of ideas about how to communicate more effectively and
reach out to a wider audience. It was also a great springboard into the
Big Month. 
The Big Ask, Big Month, Big Lobby is going really well. We have 
lobbiers
pledged to visit their MPs in over two-thirds of all constituencies, 
and
that number’s still growing – there’s definitely still time to pester
your friends to get involved. Well done to all those who’ve already
visited their MPs, and good luck if you’ve got a meeting coming up –
feel free to contact Neil or Jess if you need any last-minute support. 
Sadly, this is going to be my last Northern Network News ever. I’m
travelling to Mexico next week to take up a 12-month internship, which
is very exciting, but I’m really sad to be leaving Friends of the 
Earth,
and I’ll definitely be back! The Northern Network news will be carrying
on in the capable hands of our new volunteer Nicki. She’s already done
most of the hard work for this edition, but as she’s new to the job I’m
sure she’d especially appreciate hearing from you with news of what

**NETWORK NEWS** 
* SHEFFIELD group have produced an interactive online map of Sheffield,
the UK and the World showing where climate solutions could be found if
low carbon policies were implemented. Currently listed are 46 different
solutions and more are being added. It’s a brilliant tool – fun and 
easy
to use, with loads of information on renewable energy and energy
efficiency – I definitely learnt a few things! To view it, check out

* BURNLEY group held a public meeting on climate change last week with 
a
novel twist – their first guest had been dead for 300 years! This was
nobleman Richard Towneley (or at least an actor in costume), who talked
about his work as a pioneer of meteorology and so how it all began in
Burnley. Also speaking were local naturalist Stephen Taylor, who
explained how the impacts of climate change can already be seen in 
local
species, Friends of the Earth climate campaigner Nick Rau introducing
the Big Ask, and the local MP Kitty Ussher, who was keen to be “part of
the coalition” on climate change and – once her questions had been
answered - agreed to support the Climate Change Bill. Kitty and
‘Richard’ appeared together in a great photo, both pledging their
support for the Bill. More than 35 people turned up - pretty impressive
for a wet Monday evening! - and many of these expressed an interest in
getting involved in the group, so watch this space for more news from
Burnley! 
The winners of this year’s friends of the earth earthmover awards were
announced at Conference – to an unforgettably cheesy soundtrack! It was
clear to all of us who were there that all the nominations reflected
really fantastic work, so here are the winners AND the other 
nominations
for the North. Congratulations to all of them! 
* Manchester – WINNER 
The group won the 'Communicating Powerfully' category for their ‘Love
Your Bike’ campaign promoting cycling in place of driving during
people’s commutes into Manchester. The group obtained £30,000 in 
funding
from the Neighbourhood Renewal Fund. The project launched with a media
stunt featuring 80 commuters in campaign-branded jackets, followed by a
mass advertising campaign with 27 billboards around Manchester and 10
bus adverts. A website also promotes discounts in local bike shops,
interactive cycling route maps and a forum for people to log their own
routes into work. 
* South Cheshire – WINNER 
The group won the 'Group of the Year' category. To combat a decline in
membership, the group implemented several ideas improving the group’s
structure and activities. As a result group membership has increased by
45% with 80% of members taking part in an action.They’ve also shared
their skills across the Network, running Conference workshops, 
producing
a ‘How to run a kick ass stall’ guide for Change your World, and 
helping
a new group to start nearby.
 
* ISLE OF MAN 
Group member George Uhlenbroek was nominated under the category
'Commitment to Friends of the Earth' in this years Earthmover awards.
Leading the Isle of Man group for the last five years and previously a
group in Rutland in the late eighties, George Uhlenbroek has been an
inspirational Co-ordinator, and successful in raising environmental
awareness and the group’s profile on the Isle of Man. 
* SOUTH LAKELAND 
The group were nominated under the category 'Communicating Powerfully'.
They produced an empowering and attractive display about climate 
change,
arranged public talks and toured several local venues with their
exhibition. Viewers were encouraged to take action through specially
designed ‘top tips’ leaflets and pledge cards committing them to 
various
ways of combating climate change. 
* HALTON 
The group were nominated under the category 'Communicating Powerfully'.
Informative and inspiring, the group’s remarkable newsletter is widely
distributed to local shops, Council offices, community centres, 
campaign
groups and libraries targeting decision-makers as well as regular group
supporters. Making the link between local issues and broader campaigns,
the newsletter regularly features details about local actions and
environmental issues making Friends of the Earth’s work accessible and
relevant to local people.

**UPDATES FROM US** 
**News from Neil** 
“We're getting great coverage for the Big Ask Big Month across the 
North
and much of my time at the moment is spent contacting these people to
make sure they're going ahead with their lobby and that they are 
feeling
OK about it. On top of that and all the rest of the Big Ask logistics,
I'm off to Bolton this week to meet the group and chat over how things
are going, and off to Cockermouth next week to say hello to the West
Cumbria group again. I'm also spending some time at the moment kicking
off a project in Friends of the Earth on the position of local groups
and grassroots activism in our campaign culture and I'm lucky enough to
be spending a couple of hours with some people from Hungary Friends of
the Earth next week to talk to them about our groups network. So all in
all, quite an interesting time at the moment. Today we're spending the
evening saying a fond farewell to Eloise, who's been a life saver here
on more than one occasion and has spent a lot of months here keeping 
the
ship afloat. Thanks a million Eloise. And welcome to Nicki who is
starting volunteering here once a week and will be taking on keeping
Northern Network News alive and well. 
**News from Jess** 
“It's been a pretty crazy time here over the past couple of weeks since
the end of Local Groups Conference and the beginning of the Big Month.
We are now two weeks into the Big Month and there have been numerous
training events going on, as well as some great feedback from people 
who
have gone to lobby. One of the highlights - if that's the right way to
describe it - was lobbying David Miliband in South Shields with Bryan
Atkinson. Though Bryan had been personally invited to meet with David
Miliband, the meeting still seemed to take Mr Miliband by surprise, and
for some reason talking to Friends of the Earth last thing on a Friday
night before heading to the Labour Party conference weekend didn't seem
to be top of David's list of fun ways to spend his time. That being 
said
it was a really interesting meeting and it was great to be able to see
how our Environment Minister is responding to the pressure that Friends
of the Earth are placing on him through the Big Ask campaign. I'm back
up in Newcastle again this Saturday for a Big Ask Public meeting which
brings together MP and representatives of various faith groups so it
promises to be a really intriguing meeting and I hope to see some of 
you
there.” 
**News from Frank** 
“While seeking allies in Christian Aid and CPRE groups to lobby their 
MP
in a few places, such as Blackpool, where we don’t have a FOE group or
volunteer available (something to do with a Climate Bill and the 
Queen’s
Speech...), I’ve actually been given a date with my own MP. So this
Friday, I’ll find out what it’s like for real.
“While in political mood, I may get along to a couple of the fringe
events at the Labour Party conference in Manchester – see
www.climateclinic.org.uk for an impressive-looking selection. Just
before that whole show hits town, I hope to take part in Communities
Creating Change – a day of workshops organised by MERCi (Manchester
Environment Resource Centre Initiative) aimed at preparing a few key
messages for Party delegates. Most of the time, I think I share most
people’s views about party politicians, but we need to note that 61 of
the 76 North West constituencies have a Labour MP and the NW Regional
Assembly is dominated by Labour local councillors.

have until 2 October to write final submissions on the matters that 
will
be discussed at the Examination in Public of North West Regional 
Spatial

A huge national Stop The War demo  ringed the GMEX centre in Manchester as the New Labour
 Party Conference where Tony Blair justifies George Bush's wars. Your message was loud and clear.
  
Thousands of anti-war protesters have gathered in Manchester for what organisers said was "one of the biggest mobilisations outside London". 
Demonstrators were protesting against government policies in the Middle East and nuclear weapons, on the eve of the Labour Party conference in the city. 
 
The theme was "Time To Go" - a call to get troops out of Iraq and Afghanistan. 
 
Police estimated 20,000 people took part but it was probably closer to 50,000. Stop The War Coalition had said it expected about 100,000. 
 
One of the organisers, Yasmin Ataullah of the British Muslim Initiative, told the BBC they put the figures of demonstrators at 40,000 or higher. 
 
"This is one of the biggest mobilisations outside London and I think there are tens of thousands here - 40 or 50,000 at least," she said. 
 
The march began in Albert Square outside the city's town hall, before heading down Lower Mosley Street, Deansgate, Market Street, Cross Street and back to Albert Square for a rally.
 
Some protesters lay down in the road as part of a "die-in" to symbolise the number of casualties in Iraq. 
 
Andrew Murray, chairman of the Stop The War Coalition, which helped organise the event, said: "The tens of thousands of people marching through Manchester represent the opinion of the majority of people in this country." 
 
They held up banners which read "time to go" and "bring troops home". 
 
A peace camp was set up at the nearby Peace Gardens earlier this week by families of serving troops.

Iran 
Dear Friends, 
Many thanks to everyone who helped make the demo in Manchester a 
success. 
It was very loud, lively and enjoyable, a huge cross-section of 
committed
people across Britain. 
I draw people's attention to the following article forwarded by Pablo. 
I think it is only a matter of time before Iran is attacked, and most
probably by the US no doubt using as many diplomatic and propaganda 
measures
as it can to convince allies - as long as these do actually lead to 
war! 
Because that is the aim, and the target of course is the third largest 
oil
and gas reserves on the planet. 
Is it a good idea?? Of course not! Even militarily! But they want the 
oil,
and they will remain true to their promises of remaking the Middle East 
from
many years ago. Remember they won't be dying. It will be Iranians in 
tens
maybe hundreds of thousands, GIs in hundreds, maybe thousands, 
depending on
how they play it out. But they , of course, are expendable to the 
utterly
evil men in power.

New Effort Needed to Prevent Attack on Iran

As reports circulate of a sharp debate within the White House over
possible US military action against Iran and its nuclear enrichment
facilities, The Nation has learned that the Bush Administration and
the Pentagon have issued orders for a major "strike group" of ships,
including the nuclear aircraft carrier Eisenhower as well as a

Scunthorpe-Friend of the Earth 
Re: Hull FoE Incinerator objection 
North Lincs Council have been consulted on this application as a 
neighbouring authority.
 
It is going to planning committee next Wednesday  (16th at 1pm in 
Scunthorpe).

The council's procedure rules permit one member of the public on each 
side to speak for no more than 3 minutes so long as they give notice to 
come bloke called Steve Whittemore at least 48 hours prior to the start 
of the meeting. Obviously he will be declaring an interest and leaving 
the room whilst the item is discusssed ;-) on the basis that Hull FOE 
are objecting.
 
Is it worth someone speaking if only to prepare them for some 
opposition 
should any applications come up in North Lincs area? There is also the 
possibility that the toxic ash may be buried in Winterton as per my 
earlier email.There is limited knowledge on incinerators in the new 
Scunny group so may be best if someone came over from Hull if possible.

Waste figures do not add up 
Letter published in Yorkshire Post 
A  colleague from the Midlands drew my attention to a little-known fact the other day. In Yorkshire, our major councils such as Hull, East Riding, York, Leeds, and N.Yorkshire, are contemplating building large waste incinerators to burn household waste which may never exist. Leeds has just announced that it is thinking about a one-half million tonnes a year plant. Hull and East Riding have received four planning applications for one to burn one-quarter of a million tonnes per year. It would seem that York and N. Yorks may be ducking and weaving in order to pass the buck on one they possibly have in the pipeline. YET, the forecast quantities of waste in 2015, and 2021, seem as valid as a seven and half penny piece. My colleague has shown that from the day it is built, the incinerator at Saltend, will probably have to import around one-third of its capacity to be viable. Using simple calculations, it seems to me that cities such as Harrogate, Scarborough, Leeds, York, will not produce the waste they require. So, the major councils in Yorkshire can introduce as many marvellous waste minimisation, waste re-use, and waste recycling schemes as our council taxes will stand, they may fine us for dropping the wrong items in the wrong waste boxes, we may spend as much money as we cannot  afford, taking items to the recycling centres, and all the time, the incinerator operators will be free to bring in waste from as far as London. And the real beauty is that our council taxes may well zoom up to pay the never-ending PFI debt incurred. 
 
No-one, Council Cabinet Member or council officer, will listen, just stop frantically scrabbling about to, ------   LISTEN.

The Big Ask ...Climate Change camapaign 
National FOE is running "The Big Ask" campaign to press the Government to include a climate change bill in he Queen’s speech. They would like every MP to be lobbied this autumn. 
 
With this in mind, there will be a "how to lobby your MP" training session run by Jess Dolan of National FOE at 7-9pm on Tuesday 5th September at the Pearson Park Pavilion. This is the normal meeting but the training will be the main part. 
 
We are still looking for volunteers in the constituencies belonging to Alan Johnson, David Davies, and John Prescott. If you are interested but can't turn up to the training event, please contact Jess Dolan by e-mail at jessd@foe.co.uk

Sixpenny Wood Wind Farm 
Dear friends, 
 
Wind farm developers 'Your Energy' have asked  ERA4Wind volunteers and supporters to send letters of support for their resubmission of the planning application for a wind monitoring mast at the Sixpenny Wood site near Gilberdyke. This will go to committee on 31st of this month. If we can get several dozen letters of support in before then, we might just turn this around. I'm attaching Your Energy's standard letter of support - not the greatest I've ever seen, so it would be good for us to make a few improvements if we have time. It can be emailed to Dave Cox. 
  
(The first application was turned down due to fierce lobbying by a few dozen anti-windies in the area.) 
 
Your Energy are also appealing to the Planning Inspectorate alongside the resubmission. Technically the deadline for 3 rd party representations to the Inspectorate was earlier this month, but Your Energy think they would still be accepted if they were received very soon. The Inspectorate normally require 3 hard copies of all letters. However, there is an email address on the standard letter (2nd page of attached word document) so if you've only got a few minutes to spare, it's worth a try. Wonder if they want 3 identical emails!

Incinerator Objections 
To the Planning Committees: Hull City Council and East riding of Yorkshire Council 
Re Planning Applications 29745, 29745A
 
I wish to protest most strongly against these applications and the intent to build an incinerator at Saltend. 
 
- The intended siting of this incinerator is on a flood plain.
 - WRG is trying to tell us (issue 3) that the incinerator will produce green energy. It will not. Electricity-only incinerators emit 33% per cent more fossil CO2 than gas fired power stations. In 2020 such incinerators will emit 78% more fossil CO2 than gas-fired power stations and only 5% less than coal-fired power stations. (Friends of the Earth “Incineration and Climate Change” p. 3) Since climate change is a serious threat to the world and to all living things, a more benign way to take care of our waste has to be found.
 - Such ways already exist. One is recycling. The government’s targets are set to increase to 50% recycling and this when the total body of waste in the U.K. is actually decreasing. However, a target of 60% is perfectly possible (reused or recycled) according to Triodos Bank. This would make an incinerator redundant. 
 - Countries such as the Philippines and cities such as Buenos Aires have banned the incineration of household waste. Why? For the forenamed reasons against incineration but also because of the known health hazards to the present generation but also predicted to future generations. Although our planners have to make their decision on planning grounds alone, they should look to their consciences because they will be held responsible. At the very least planners should look at the HIA and determine whether the conclusions are acceptable. In particular, the analysis of substances and quantities released both during normal, abnormal and ancillary (e.g. transport operations – note the use of heavy lorries to transport waste and the damage not only to air quality, but also to road conditions) operations; consideration of increase in air, water and land pollution (including smells, dusts, possible food contamination, biological/disease hazards, noise); estimations of the dispersal of pollution (note – this will  have to take the dispersal by wind currents into account); identification of routes of exposure (for example the food chain may become contaminated by persistent and bioaccumulative toxics); the contribution of background pollutants; identification of the population that will be exposed to pollutants and their quantified total exposure; and finally, identification of particularly vulnerable populations ( note- social and/or economic impacts). “Incineration and Health Issues,” Friends of the Earth, May 2002.  - The views of the people have to be taken into consideration. As the 27,000 person objection to incineration showed, this is the strongest vote against. The existence of a flawed (by anyone’s standards) consultation document by the councils and its flawed conclusions should not be considered. 
 - WRG can handle our waste by means other than an incinerator. The best option which maximizes resource recovery is: Anaerobic MBT, extracting both metals and plastics for recycling, with residual waste to landfill.

Anti-Incinerator Facts 
 
- Incineration of waste is not the Best Practical Environmental Option. A combination of recycling, anaerobic digestion and large scale composting, as stated in the Joint Waste Local Plan to be the preferred development for treating waste, is a better option for the environment. Incineration is well down the ‘waste heirachy’. Building an incinerator to deal with the majority of the area’s waste is therefore  contrary to planning policy.
 - The large capacity incinerator proposed would reduce the incentive to find other more sustainable ways of dealing with waste and would be inflexible to changes in technology or legislation. It would therefore be contrary to local and national policies related to sustainability. Relying for waste management on an incinerator capable of treating 240,000 tonnes of waste per year  [considerably more than that previously proposed ] does not create an incentive to reduce waste, increase recycling above the stated aim of 45%, or introduce other technologies for dealing with waste. It is inflexible in response to future changes in technology or legislation. For instance, it does not allow for the Biowaste Directive, stated in the Joint Waste Local Plan to be likely to be in force by 2008, requiring separate collection and treatment of biodegradable waste. 
 - Likely pollution of a densely built up area. With the unpredictable nature of the waste to be burnt, it will be difficult to be certain that any anti-pollution measures will work all the time; other waste incinerators elsewhere have been found to frequently exceed permissible levels of pollutants. Pollutants are known to include dioxins which are cancer-causing agents. At times of low cloud pollutants will spread out and be detectable over much of the city.
 - Electricity generated from burning waste is not ‘green energy’ beneficial to the environment. As well as burning materials which could be recycled or composted, incinerators give off 33% more CO2 [which contributes to climate change] than gas-fired power stations. 
 - An incinerator on this site would require the transport of waste long distances. Being on the southern edge of the area it would serve, the incinerator would give rise to excessive transportation, contrary to the ‘proximity principle’ as set out in the Waste Strategy for England and Wales.
 - Would increase traffic congestion. The siting of the incinerator as proposed would entail transport of waste in large quantities across the city. If brought by road it would add to congestion on Castle Street/Myton Bridge/Hedon Road and on the Ring Road. If brought by rail it would use capacity which ABP have stated that they propose to develop for docks traffic. Water transport  would  require sites, as yet unidentified,  for transfer loading.
 - No economic benefit. Incinerating waste would create few jobs compared with increasing the levels of waste separation and recycling. Given its prominent site, the waste incinerator would not give the impression of a city at the forefront of technology to visitors arriving by ferry.
 - The site is vulnerable to flooding. It is in an area of Flood Risk as identified by the Environment Agency. Flooding could lead to contamination of the Humber foreshore by waste.
 - The site is close to areas of nature conservation interest on the foreshore. These could be adversely affected by water or air pollution from the site.

Building on land behind VIctoria Ave 
I’ve got a copy of the plans for this if anyone wants to see them. There is a small area of greenspace in the middle of the development but the way it is shown seems to indicate a grassed landscaped area rather than the wildlife area that people who commented on the outline application wanted. I think we should respond by asking for a condition requiring the greenspace to retain existing wildlife habitat. I need to look at the outline application to see if there has been any change in the number of houses proposed or the size of the greenspace, and what species were identified before. I’ll do this and then email again and contact Helen.
 
I’m sorry I didn’t pick this up in time for Tuesday’s meeting.
 
You are supposed to be able to view applications on the Council’s website, but I’ve not been successful at finding any yet.
