Every settlement of Tuguegarao City is connected to a school, hospital or health center, market, commercial center, church, government center, playground or gymnasium and transportation facility. All settlements are provided with public transport, potable water, electric power and means of communication.
Road Development
Infrastructure and utilities are essential to the rate and direction of growth and development. Their presence and conditions indicate a locality's development level and economic status. As a service sector, infrastructure serves as the central link to the city's land use plan components for social services, institutional resources, land resources and local economy.
Road development continued to be a top priority in CY 2002 as roads connect people to schools, offices, markets, institutions, agencies and to other people, allowing everyone to successfully undertake their daily undertakings.

Flooding in settlements is a major development constraint. Stagnant floodwaters destroy public and private infrastructure, become breeding places of mosquitoes and deter movements of people and goods. Hence, drainage construction is also a regular priority project of Tuguegarao City.
