Tuguegarao places great value on the education and formation of children. All efforts are being done to ensure their total human development. The improvements in education, culture and sports aim for the ultimate increase in the economic productivity and competitiveness of Tuguegarao City.

Along this newly-constructed Tuguegarao East Diversion Road in Balzain East is the New Balzain East Elementary School. This much-awaited school project was longed for since the 1980s by the children of Balzain East who have to traverse the heavily-congested Balzain Highway to attend classes at the Tuguegarao North Central School. Next to be opened is the San Gabriel Elementary School.

For the successful implementation of the Tuguegarao CDS Plan, another necessary success factor is Functional Literacy, which refers to a range of skills and competencies (cognitive, affective and behavioral) that enables individuals to:

• Live and work as human persons

• Develop their potential

• Make critical and informed decisions

• Function effectively in society within the context of their environment and that of the wider community (city, provincial, regional, national and global)

in order to improve the quality of their life and that of Tuguegarao City.

Another focus is the sports development, especially of the children. Summer 2002 was the start of the Tuguegarao City Summer Sports Clinic for Basketball, Volleyball, Football, Softball, Baseball, Karatedo, swimming, and Tennis.

Academic excellence, sports, music and arts, values education, computer literary, spiritual growth, inter- and intra-personal relationships are all for total human development
