Executive Summary
During the year 2005, the Technical Education and Skills Development Authority (TESDA) Sorsogon Provincial Office readied the technical vocational education and training (TVET) sector for the full implementation of the thrusts and programs of the Second Planning Cycle (2005-2009) as indicated in the National Technical Education and Skills Development Plan (TESD) Plan 2005-2009.
Developments in the local economy, the TVET situation and the gains during the First Planning Cycle (2000-2004) comprised the foundation for all accomplishments. Targets for the year were set along the three planks of TESDA’s Core Business namely, Direction Setting, Standards Setting and Systems Development and Support to TVET Provision.
Along Direction Setting, TESDA-Sorsogon prepared the Provincial TESD Plan for 2005-2009, presented it for review by the Provincial TESD Committee and advocated to all key players of TVET as the basic sectoral document for the period. The Provincial Skills Priorities for 2005-2007 was also prepared, providing TVET providers with a guide for planning TVET course offerings. Partnering activities and sustenance of localization of TESD planning resulted to a stronger collaboration with LGUs and other stakeholders, and resulted to generation of around PhP4 million commitment and investments for TVET. Corporate and sectoral presence in cyberspace was likewise maintained through the updating of our website and the blogspot for the TVET sector of Sorsogon, together with the maintenance of all information technology assets.
With regard to Standards Setting and Systems Development, more than 1,300 workers or graduates of TVET were assessed and 37 percent of them were certified. Three competency assessment centers covering 11 occupations, including the most important ones to the local economy, were accredited within the year. Meanwhile, 47 courses registered under the Unified TVET Program and Accreditation System (UTPRAS), representing 59 percent of the total, were audited. A Provincial Skills Competition was held where competitors for the Regional level were selected. Competitors from Sorsogon bagged seven medals during the Regional contests and two of them ranked first at the national level.
Along Support to TVET Provision, more than 2,300 enrolled and 853 graduates of 80 registered formal TVET courses were monitored. Together with this, more than 12,000 trainees and graduates of non-formal TVET courses were also monitored with the help of CTECs of various LGUs. PESFA and ADB scholarship programs were also sustained, benefiting a total of 287 students enrolled in various formal TVET courses. Alongside these, more than 1,600 3rd Year high school students of five high schools throughout the Province were profiled as part of the pilot testing of the Youth Profiling for Starring Career (YP4SC) program.
This 2006, TESDA-Sorsogon will continue to firm up its accumulated accomplishments and will pursue the enabling of the whole TVET sector of the Province through relevant and purposive programs, projects and activities.
