Executive Summary The accomplishments of 2006 are a continuation of TESDA-Sorsogon’s enabling activities for the various sub-sectors of the technical-vocational education and training (TVET) sector in preparation for the Guidance Phase of the Third Planning Cycle by 2010. Its accomplishments were directed on the maintenance and fine-tuning of the structures, plans and programs that were put in place in 2005, the beginning of the Enabling Phase (Second Planning Cycle). The various plans were updated as necessary, policy proposals of various TVET bodies were acted upon, and information technology (IT) assets and web presence were maintained. Meanwhile, 37 programs were migrated from No Training Regulation (NTR) to With Training Regulation (WTR) or from old Training Regulations to the new ones; 41 registered courses were audited; adoption of competency-based curriculum (CBC) by formal TVET providers was sustained and the Ladderized Education Program (LEP) was promoted and yielded some results. Some 1,159 persons were assessed while nearly 50 percent of them were certified. This went hand-in-hand with the monitoring of the operations of three accredited competency assessment centers and the participation of 32 competency assessors and the posting of around 1,100 certification records in the TESDA website. Trainings that yielded more than 12,000 graduates out of the more than 13,000 enrolled were monitored during the year. Among these were regular courses of formal TVET providers, their short-term and extension programs and other modalities of non-formal TVET. The apprenticeship program Kasanayan sa Hanapbuhay yielded 39 graduates, 10 of which were absorbed. Some 226 Private Education Student Financial Assistance (PESFA) and 27 Technical Education and Skills Development Project-Asian Development Bank (TESDP-ADB) scholarship slots were maintained and granted to poor but deserving students while 12 Community Training and Employment Coordinators (CTECs) trained in the administration of computer-based career guidance services served more than 7,600 clients. Finally, the Quality Management System (QMS) was deployed in the TESDA Technology Institutions (TTIs), 5S was adopted by the Provincial Office and investments for TVET by various partners totaled 2.4 million pesos. The year 2007 will see TESDA-Sorsogon continue to enable the TVET sector, focusing more on policy- and operations-related concerns. |
