Organization was established in April 1998 by two young people to resolve the problems related to treatment of drug addicts and provide psychological and social assistance to drug addicts. The motive for this was drug addiction problem that occurred in the family of one of group leaders.

First steps of the group had been independent actions, directed towards providing support for treatment of young people from drug addiction. Later there had been elaborated a program for development and implementation of the system of social rehabilitation of drug addicts with account of international experience and local peculiarity of Tajikistan. This experience underlies the acting social rehabilitation system. At the beginning drug addicts were treated in deserted hangar-like warehouses with no conditions of life. Just enthusiasm and personal motivation in gaining positive results of resolving the problem of drug addiction treatment enabled the group to attract the attention and involve the managers of several public institutions and international organization in the process of creating the system of treatment and rehabilitation of drug addicts.

In March 2000 upon the initiative of informal group there had been established “DN” LTD that was registered in Administration of Justice of Sughd Region. The objectives of “DN” LTD were to establish rehabilitation center for drug addicts and provide highly qualified medical and social assistance to drug addicts and their families. In June 2001 under "DN" created Youth Prevention and Rehabilitation Center "DINA". In November 2004 YPRC "DINA" restructured and at present registrated in Ministry of Justice as Non-government organization "DINA"
