  1. Integrity in Public Life & Services [Lead Project].

    The project describes the essentials of personal integrity, the onset of progressive erosion in our social life and value systems after the second world war, and effective ways of handling "misconduct" of different types in Service organizations. The evil of corruption being confronted by the common citizen in public services is analysed and portrayed vividly, in the background of strenuous efforts being executed by the present Chief Commissioner, CVC.

Together and with cooperation and coordination, four persons can work and bring out an output equal to what ten persons could achieve, if individually, without any link between them. This is group synergy or group dynamics. Political, religious, and social groups at the national level and Work Groups and Functional Teams at Corporate level, are potential bodies of synergy, that could mould and shape the behaviour pattern of the component individuals.   5. This may be a technical and quasi-judicial subject for the common man, but for bank officers this is today a frequently crossed nightmare. This weapon in nationalised banks is less used and more abused. The subject is cogently compartmentalised and analysed in-depth to be of real benefit to those who are persecuted, as also to those who desire to use this tool for bonafide purposes of promoting discipline, cleanliness and purity in our public services.

  7. Departmental Inquiry is a vast subject. It is conducted in Private Organizations, in Government and Public Sector Organizations. There are pertinent decisions of the Supreme Court of India, and the different High Courts, which are binding, as also clarifications by the Ministry of Home Affairs, and Department of Personnel attached to the Cabinet Secretariat. It is the desire to cover many issues not covered in the original narratives in this part by way of Questions and answers.

    FAQ as a concept is a convenient device to segregate a number of one-time or occasionally confronted critical issues from the main plank, so that the added description of these issues at the principal level do not render it unwieldy, but still make it is possible to cover almost everything relevant in separate parts with provision for their quick retrieval, at times when needed. We therefore have to study crime in the context of dealing with it effectively and keeping it at constant check with the pre-emptive threat of applying the weapon of Punishment."

    "The first project is part of my career history in the second part of the tenure of my service. In the next seven chapters I will be describing the problems I faced repeatedly from the year 1977 up to the end of my service, except for an intervening span of four years between 1988 and 1992 for no committed faults of mine, but due to my inability to compromise with service values....

    I am narrating these encounters in my service because it is informative and represents the real-life service environment in PSBs today that we confront. In brief I was punished because as part of my assigned duties I reported facts relating to serious developments affecting the interests of the Bank.
