Amy Wheeler Hughes broke into David Hughes' car in December, 1998, then told nine people at a BIC meeting that she did it. BIC is an organization that was started by Andrea Faller and meetings were originally held at Dolores Wheeler's restaurant (Dolores Wheeler is Amy Wheeler Hughes' mother). Members of BIC (Best Interest of the Child) have many times lost custody of their children or grandchildren. BIC members march against the Chemung County Court and have been photographed having their children, when they had visitation, carry signs and march in front of the Court against the Judge, the Chemung County Court and against the spouse who had custody.

In December, 1998, Amy Wheeler Hughes' broke into the locked glove compartment of David Hughes' car and stole items.



In December, 1998, when Amy Wheeler Hughes broke into David Hughes' car, Amy ransaked David's car, throwing and destroying items in his car. To this date (October 2000), Tompkins County District Attorney George Dentes has failed to prosecute Amy Wheeler Hughes for this car break-in, even though Amy admitted to the crime. Why is Amy Wheeler Hughes "above the law" in Tompkins County??



LETTER FROM DAVID HUGHES TO TOMPKINS COUNTY DISTRICT ATTORNEY GEORGE DENTES ON 12/10/98

Dear Mr. Dentes:

    I respectfully request that criminal legal action be taken by your office against my ex-wife, Amy Hughes, and her attorney, William Shaw. Amy Hughes resides at 987 Sebring Avenue in Pine City, New York 14871. William Shaw's Office is located at 109 East Seneca Street in Ithaca, New York.

    I am the sole legal and physical custodial parent of my two minor children, Sara Hughes , age 12, and Harriett Hughes, age 9, pursuant to an Order of the Chemung County Family Court dated August 29, 1995 (Enclosure 1).

    When my children came to live with me, Amy Hughes refused to provide any of my children's identification to me. Consequently, I obtained passports for my children in March of 1997 for purposes of picture identification since they have nothing else. These passports have been kept in the glove compartment of my vehicle.

    Approximately three weeks ago, my vehicle had mechanical failure in Newfield and is currently at Charlie's Towing Service.

    On December 9, 1998, I received a copy of a letter dated December 8, 1998 from William Shaw to Andrea Mooney, my children's law guardian, wherein Mr. Shaw sent my children's passports to Ms. Mooney (Enclosure 2). I have written a letter dated December 9, 1998 to Andrea Mooney requesting that she immediately return the passports (Enclosure 3).

    Clearly, Amy Hughes broke into my vehicle at Charlie's Towing Service and stole the passports out of the glove compartment. Unquestionably, there is absolutely no other way in which Amy Hughes and consequently, William Shaw could have obtained these passports.

    There have previously been two (2) Orders of Protection against Amy Hughes.  An Order of Protection was issued on May 12, 1995 by Honorable Samuel Castellino after Amy Hughes loosened the lug nuts on my car causing me to almost have a serious accident (Enclosure 4). Another Order of Protection was issued on June 20, 1996 by the Dryden Town Court after Amy Hughes repeatedly stalked and harassed the children and me (Enclosure 5).

    As I discussed with April Smith of your office in relation to the June 20, 1996 Order of Protection, I have wanted to avoid criminal legal action against Amy Hughes because I believe that Amy Hughes is in serious need of psychiatric help. In fact, Amy Hughes was in a Behavioral Science Unit (Psychiatric Unit) in 1995 due to her emotional problems. Notwithstanding, Amy Hughes' recent actions of breaking into my car and stealing passports cannot pass without being addressed. Her actions have "crossed the line" so to speak.

    I respectfully submit to you that it is clearly a criminal offense to break into my car and to steal passports as Amy Hughes has done and clearly a criminal offense to knowingly possess and fail to return stolen passports as William Shaw has done. Consequently, I respectfully request that criminal legal action be taken against Amy Hughes for breaking into my car and for stealing passports and against William Shaw for knowingly possessing and failing to return stolen passports. Further, I respectfully ask that another Order of Protection be issued against Amy Hughes.

BIC MEETING 12/14/98

Following is an excerpt from a BIC meeting that was investigated by an Investigator, working for Private Investigator Dan O'Brien:

    "Amy Wheeler Hughes talked about being turned in again to C.P.S. because she was driving reckless and speeding. She rambled on about her ex-husband having passports on the children because Sarah (her daughter) said that he kept them in the car. Amy stated that a friend of hers came to her door and said, "Come on, Amy, David's car is at a garage in Newfield - let's see if the car is unlocked." So, Amy said that they spotted the car sitting outside in a lot at a garage in Newfield and looked inside and the keys were on the front seat, so they unlocked the glove box and took the passports. Amy said that she turned them over to her attorney. As the passports stated, the passports are the "Property of the U.S. Government, so if she (Amy) is asked about them, she will tell anyone that they are the property of the government and she doesn't know (that she couldn't take them)."


These are pictures of BIC members of Chemung County, marching and demonstrating against the Courts, Judges, CASA, and DSS in Chemung County -Elmira, NY. BIC members have dressed themselves and their CHILDREN up in disguises, carrying signs and marching against the court system. Amy Wheeler Hughes and her mother, Dolores Wheeler opened the Dixie Restaurant as a meeting place for BIC President Andrea Faller and their fellow BIC members. Amy Wheeler Hughes has been a card-carrying BIC member since at least 1998 and has held the office of vice-president of BIC. According to an investigative report, BIC is an organization which BRAGS about having access to DSS court cases through Ed Fuller; an organization in which David Mazaresz, the vice-president of BIC after Amy Wheeler Hughes and a Chemung Militia member, whom according to BIC conversation, lost his children because he carried weapons, one being a 30-aught six; and an organization which, at a November 16th BIC meeting, BIC member Beverly Brown BRAGGED that she knows a man whom, for $500 a day "would make sure that DSS would be cleaned up"- to which Amy Wheeler Hughes replied, "Let's raise some money!" A 50-50 raffle was discussed to raise that money.

Amy Wheeler Hughes' membership and leadership role in the BIC organization demonstrates the double identity that Amy Wheeler Hughes successfully maintains.Behind the doors of BIC, Amy Wheeler Hughes openly supports raising money to have a man "clean up DSS"; openly admits that she broke into David Hughes' vehicle and stole items; and openly supports marching and parading children with signs against the Court and DSS down the streets of Elmira. To Tompkins County DA Dentes and Sheriff Meskill; Chemung County Judge Hayden and DA Trice; and Fremont, Ohio Mary Beth Fiser and DHS Jackie Hamann, Amy portrays herself as the poor misunderstood mother who does not abuse her children (see Abuse Pictures and Child Abuse). As of this date, Tompkins County District Attorney Dentes has not investigated nor sought to bring charges against Amy Wheeler Hughes for the break-in of David Hughes' car and theft of articles. Having always believed in the "system" to protect citizens, I never realized that prosecution is strictly up to the District Attorney. In other words, if someone breaks into your car and admits it, it is up to the DA- in this case, Tompkins County District Attorney Dentes, to decide whether to prosecute. The crime was committed, Amy Wheeler Hughes admitted it but yet, DA Dentes chose to ignore rather than to prosecute- could it have anything to do with the fact that Amy Wheeler Hughes' attorney was the former mayor of Ithaca (Tompkins County)?
