Usage: This is a good alternative to an awp, if you are low on cash. You can move fairly fast while you have this weapon out. Sniping is especially a good strategy on maps with few well defined choke points and with long distances from them, like de_dust.

Usage: One shot one kill. You must shoot waist and above however, or else it will only do about 87 damage or so. If this happens, be sure to throw a HE grenade at 'em for the kill. Commonly called the AWP, for Arctic Warfare Police. It should be called AW/M. When you are running, have your pistol out - sniper rifles are heavy and slow you down. Pistols are better at close range.

G3/SG-1 Precision Sniper Rifle

Usage: This is the better of the two auto sniper rifles. I really can't recommend auto sniper rifles. I'd take an awp over this any day. If you want something with a scope that is auto, I'd recommend a Sig SG-552 Commando or a Steyr AUG A1 instead.

SG-550 Sniper Rifle

Usage: This weapon sucks. Buy a scout if you can't afford an awp. With this, it'll take 4 or 5 shots to kill someone at full health, and that's 3 or 4 shots too many. Yes, it has a 30 shot clip, but you seriously don't need it. You don't even need the 10 shot clip of the aw/m. Remember your sniping, reloading shouldn't be an issue, because you're fighting long distance.
Sniping
Sniping is a very efficient way to play. If you're doing it right, you'll get a better than average kills/deaths ratio. When you're sniping, you must guess what the other guy will do. If he/she does Not know or suspect you're there, then they are very predictable. If they know or think you're there, they'll try not to get shot (ie, jump, strafe, crouch). There are several things they will most likely do against a sniper, at long distances. One is to barely come out of cover try to shoot you. Another is to run across to other cover while spraying bullets at you, and try to get nearer to you. Yet another is to go out of cover a few feet, then strafe back to the same cover, while firing. If you can tell what they're going to do, then aim your crosshairs in a good spot the enemy will pass through, and fire when they're there.
If you find yourself missing a lot, you may be thinking too much or getting nervous (trigger happy). Remember, all you gotta do is click when the red dot is on the enemy. You are the one with the scope. Just move the red dot to them...and blam! If you're getting out sniped a lot, well, you're to predictable, too slow to aim, or you're missing your target. Or all of the above :-/. Low mouse sensitivty is better for sniping.
If you're sniping against another sniper, it's harder. But there are ways to trick a sniper. One that works relatively well, is move your shoulder or so out into the open, just so he can barely see part of you, and you can't see him. Then move back to cover. This teases him. He will expect you to try the same thing - walk a little ways out of cover and fire. So what you do, is strafe out 2 feet or so, if you have a shot, fire, if you need some more time to aim, strafe back towards cover - so that you're almost there - and shoot, then return to cover. Do things that they won't expect. Mix it up. And if you want to, make them expect you to do something, as with moving your shoulder barely out into the open. :-)
An important part to sniping, as with other things, is to Not be trigger happy. If you shoot the split-second you see the bad guy and hope for a kill, you're hoping in vain. Aim - but aim quickly. Do not be moving when you fire you're shot. If you are moving to cover and shooting with a sniper rifle, it is in vain. You will only miss.
