ANDREW LEE CHONG - MANAGING DIRECTOR

MSNAMES, MCSM, Dip.Marine Eng., Marine Engineer (1st Class)

A resourceful and no-nonsense surveyor and adjuster for the last 15 years, who holds a Diploma in Marine Engineering and a Trade & Industry First Class Engineer's Certificate of Competence from the Marine Department.

A member of the Society of Marine Engineers & Naval Architects and of the Society of Consulting Marine Engineers and Ship Surveyors, and a Licensed Appraiser registered with the Singapore Government.

An experienced expert witness, having provided testimonies in many Admiralty litigations and arbitratiions.

Experience

• He has shore-based and sea-going experience, having worked at Sembawang Shipyard and as a marine engineer on vessels owned/managed by Timur Carriers Pte Ltd and Kapal Management Pte Ltd in Singapore between 1976 to 1982.

• Principal Surveyor and one of the co-founders for Insight Marine Services Pte Ltd whose work involves acting as a Marine & Engineering Consultant for numerous shipping companies having major transportation projects in this region which requires the transportation of large and heavy lift specialised equipment by means of tugs, barges and landing craft and supply vessels.

• Between 1982 to 1988, he was director of Matthews Daniel International Pte Ltd, a firm of international and marine and energy surveyors and adjusters, dealing with marine, oil and energy facilities which included on-hire/off-hire surveys, condition and valuation surveys, damage surveys of offshore platforms, drilling rigs, pipelines and other onshore and offshore property.

• Between 1989 to 1992, he was director of two international loss adjusting company, Toplis & Harding International Adjuster and Graham Miller (S) Pte Ltd heading their Marine and Energy Division, and dealing with many claims involving hull and machinery damage surveys, claims involving shipyards, floating docks, salvage operations and oil pollution.
