Melt some lead OUTSIDE and pour into each cavity just shy of the top. Be careful, this stuff can do damage if not respected!  
 
 Depending on you keel you may need to place it over the lag screw. If so drill a hole in the keel to sink the screw head in
 Using the proper size and length screws glue the keel on and screw in place. After it's attached plug the countersunk holes with the appropriately sized plug. Sand flush.  
 

 You should now have a decoy that looks like this.

Good for seagulls, until you paint as desired.

Basically the eye's are seated in epoxy putty.
